Yes. There is a small chance the Corps may need to do a review of those inventories or update, but Corps personnel would be doing that.

Question 2: Are there any Agreements with Tribes on how to handle their materials? (such as, some Tribes do not want females to handle H.R. – this may affect how to conduct business, store, and sort collections) No.

Reference: Section PWS 2.3, Page 6, Paragraph 1 Question 1: If after rehousing to meet 36 CFR 79 standards, the collections surpass the original 3100 cu ft, will the Contractor be compensated for the actual number of boxes at the contracted per box fees (for intake and annual maintenance)? Intake fees will be based on the original number of boxes received at the repository. The annual maintenance fees will be based on the actual number of boxes housed at the repository, which may change based on rehousing.

Question 2: How many items per box? Unknown; item level inventories have not been completed for all collections. Each box will vary in terms of artifact counts.

Question 3: How many “oversized” objects are there, and of what kind? (i.e., items that do not fit into standard curation boxes) Unknown; an item level inventory is not complete for all collections. In addition to the oversized material holdings, there may be oversized mailto:lisa.white@usace.army.mil documents contained within the regular document collection that will need to be removed to oversized storage.

Question 4: For archaeological collections, will analysis and inventory also be needed? If so, to what level of detail for analysis? This work will not be covered under the original task order.

Some future analysis and inventory may be needed on the collections. The level of detail is unknown. Future task orders will be developed for any necessary work.

Reference: Section PWS 2.3, Page 7, Paragraph “G”; and Section PWS 2.3, Page 8, Paragraph “O”; and Question 1: Shall we assume 100% of the collections will need rehabilitation and rehousing? Some of the collections have already been rehabilitated to their current repository guidelines. The amount of boxes rehabilitated up to federal standards is unknown. For the purposes of generating an estimate, use the collections metrics provided to determine the costs associated with rehabilitating collections according to your organization’s collection management policy and/or curation guidelines.

Question 2: How much of the collections will need conservation, remediation, or other specialized services? Unknown; most of the collections will likely not require more in-depth conservation actions or specialized services. There may be some materials that will need additional services. Future task orders will be developed for any necessary work.

Reference: Section “Schedule”, Page 4, Paragraph Labor Rates and Box Fees table Question 1: Shall the annual fee per box be inclusive of an anticipated amount of time/labor required for providing access to the collections and appropriate monitoring during researchers’ access, or will this be an hourly compensated item? The annual fee per box should be inclusive of an anticipated amount of time/labor required for providing access to the collections and appropriate monitoring during researchers’ access. If additional services are needed outside of the scope of the task order, the labor hours will be used to determine the cost for future task orders.

Question 2: Shall the rates and fees be a set fee for five years, or may they be escalated for each year?

Yes, the rates and fees will be set for the possible five year duration of the contract, if the option years are exercised.
