DESCRIPTION/SPEC./WORK STATEMENT
LAND MANAGEMENT SERVICES
1. GENERAL
1.1 Scope of Work – Work shall consist of furnishing all labor, equipment, and materials, except as otherwise provided herein, to perform land management operations including activities in various locations at Wappapello Lake. All work shall be performed in accordance with the specifications contained herein and to the satisfaction of the Contracting Officer, or authorized representative. Repeated violations may result in termination of this contract.
1.2 Location of Work – Work shall be performed in various locations on the Wappapello Lake Project. The Government will clearly mark on maps and/or in the field, the locations work is to be performed when task orders are issued. Because the management areas are dispersed throughout the project, the Vendor can anticipate considerable travel between many small work locations. Areas are accessible through 16-feet to 32-feet gates and require travel down field access roads. This may limit the size of equipment the Vendor can use to perform the work. In areas that are closed to public vehicles, the Vendor shall keep the gates closed at all times.
Vendor should be prepared to remove small limbs and/or trees that are hindering travel down access roads, which could require the use of a chainsaw. If large trees are found, notification of project staff may be required. The Vendor shall not trespass or otherwise infringe on private property.
1.3 Definitions – As used throughout this description/specification, the following terms shall have the meaning set forth below:
a. CONTRACTOR – The term Contractor refers to the prime Contractor and all contractor employees and personnel. The prime Contractor shall be responsible for ensuring all subcontractors comply with the provisions of this contract.
b. CONTRACTOR REPRESENTATIVE – A foreman or superintendent, assigned to represent the interest of the Contractor with regards to all matters involving the contract.
c. CONTRACTING OFFICER (CO) – The term “Contracting Officer” means the person executing this contract on behalf of the Government, and any other officer or civilian employee who is properly designated Contracting Officer. f. DELIVERY ORDER – A document issued by the Ordering Officer, ordering services to be furnished under this contract.
g. ENCROACHMENT – To intrude gradually on the rights or possessions of another. In this case, an encroachment on government property may be a structure, an access, trash, or other forms of utilizing government land in an unauthorized manner.
h. NORMAL WORKING HOURS FOR THE CONTRACTOR – With regard to issuance of delivery orders – all Federal holidays shall be observed by the contractor and no work on-site will be permitted without specific approval by the Contracting Officer.
i. ORDERING OFFICER – An individual designated in writing by the Contracting Officer to be responsible for issuing delivery orders against the contract.
j. PUBLIC LAND – Refers to land owned and/or managed by state or federal government agencies, such as the United States Army Corps of Engineers, the United States Forest Service, the Missouri Department of Conservation, and the Missouri Department of Natural Resources.
k. QUALITY CONTROL – Action taken by the Contractor and/or his/her personnel to document, inspect, and control performance of services to insure they meet the specifications and requirements of this contract.
l. QUALITY ASSURANCE – Action taken by the government to ensure the Contractor’s Quality Control system is functioning and effective and that the Contractor is providing services which are in accordance with this contract.
m. QUALITY ASSURANCE SERVEILLANCE PLAN (Q.A.S.P.) – Plan detailing the government’s inspection method, and the means by which deductions for unsatisfactory work will be determined. Reference Appendix E.
1.4 Safety – All work shall be performed in accordance with safety requirements set forth in Corps of Engineers Manual, EM 385-1-1 entitled, “Safety and Health Requirements Manual”.
EM 385-1-1 and its changes are available at http://www.usace.army.mil/SafetyandOccupationalHealth.aspx The Contractor shall be responsible for complying with the current edition and all changes posted on the website. Any unsafe work and/or actions will be stopped immediately. The contractor shall submit a monthly “SAFETY EXPOSURE REPORT” that identifies the total number of hours worked per month.
The safety exposure report will cover hours worked during the previous month and be submitted by the fourth day of the following month (or first available work day).
1.5 Accident Reporting - An accident constitutes an incident or involving the Contractor which may or may not have caused obvious damage to persons or property. All accidents shall be reported to the Contracting officer within 24 hours of the occurrence. All serious accidents (those resulting in death or injury requiring medical attention) shall be reported immediately.
1.6 Work Period/Extensions – Work period will begin the first day of January (date of award for base year) each year and end on the last day of December for the base year and each of the option years. Work extensions may be granted by the Contracting Officer’s Representative (COR) as a result of weather conditions. Requests will be addressed on a case-by-case basis and determinations will be made by the COR.
1.7 Omissions – This contract may duplicate or not cover all specified activities, steps, and/or procedures required to accomplish contract work. In case of omission, the normal industry standards, practices, specifications and/or guides shall prevail. The Contractor will inspect equipment daily and maintain all equipment in good working condition.
2.2.1 Equipment Storage – In most instances, the contractor will be permitted to leave equipment in remote, undeveloped areas until the work completed. However, all Contractor’s equipment, materials, and supplies shall be removed from Government property by the end of each delivery order working period.
2.3 Identification of Contractor Vehicles and Equipment – all vehicles and vessels used in performance of this contract shall be kept clean and in safe operating condition in accordance with paragraph 1.4 “SAFETY”, and shall be clearly marked on both sides of the vehicle or vessel with identification signs showing the Contractor’s name and phone number (See Appendix A).

9.4 Access – The Government will clearly mark on maps and/or in the field, the locations work is to be performed. Because the management areas are dispersed throughout the project, the Contractor can anticipate considerable travel between many small work locations. Areas are accessible through gates ranging in opening size from 16’ to 32’ and will require travel down timber trails and field access roads. This may limit the size of equipment the contractor can use to perform the work. In areas that are closed to public vehicles, the contractor will keep the gates closed at all times, even while in the field.

Each pass must overlap the previous pass in order to avoid unturned fallow strips of soil and surface materials.
9.8 Finish Disking – Using a finish disk, contractor will cut all soil adequately enough that all soil and surface materials are finely turned under and that no clods greater than 3” exist on the planting surface. This may require multiple trips across the field to achieve the necessary result of the soil surface prior to planting. When finish disking is being used to accomplish seedbed preparation prior to planting, contractor must plant within 48 hours of final finish disking pass. If rain falls prior to planting operations, another finish disking pass will be required. Each pass must overlap the previous pass in order to avoid unturned fallow strips of soil and surface materials.
9.9 Plowing – Using a moldboard (breaking) plow, contractor will thoroughly turn over soil and all surface materials to a minimum depth of 9” so that new soil is exposed. Each pass must overlap the previous pass in order to avoid unturned fallow strips of soil and surface materials.
