Scope of Work

1.0 BACKGROUND

The Mississippi River is the largest riverine ecosystem in North America. It is generally separated into segments, the Upper Mississippi River System (UMRS) and the Lower Mississippi River System. The UMRS supports more than 300 species of birds, 57 species of mammals, 45 species of amphibians and reptiles, 150 species of fish, and nearly 50 species of mussels. The UMRS has a significant role in supporting the Midwestern economy through commerce transportation, agriculture and recreation.

Modern UMRS forests represent a small portion of pre-settlement forests. The development of the UMRS floodplain for agriculture and industry resulted in extensive conversion of forested habitat. The US Army Corps of Engineers (USACE), St Louis District, Rivers Project Office (RPO) manages approximately 46,000 acres of forested habitat on the UMRS at the confluences of the Mississippi, Illinois and Missouri Rivers. A need currently exists for the provision of large numbers of trees annually to support reforestation efforts. Planting efforts will be conducted through volunteer programs and partnerships with the Student Conservation Association.

2.0 SCOPE

The purpose of this procurement is for local nurseries to provide and deliver trees of specified size and species for reforestation efforts on RPO management areas. Trees utilized in reforestation efforts on the UMRS must meet stringent production guidelines to ensure maximum survivorship after planting (see section 3 below).

3.0 OBJECTIVES

3.1 GENERAL. Contractor shall be responsible for ensuring that all trees purchased meet production, size and health guidelines listed below in section 4.2.

3.1.1 Shipment and Delivery. The Contractor shall provide to the Contracting Officer a list of species and quantities and the necessary inspection certificates to accompany each shipment, prior to acceptance and planting.

3.1.2 Inspection. The Contracting Officer Representative will inspect all plant materials prior to planting. This inspection will not preclude the right of rejection after planting.

3.1.3 Rejected Material. Plant materials rejected at delivery to the work/planting site for any reasons (i.e. wrong species, dead, injury, diseased, inadequate size, etc…) shall be immediately removed from the site and replaced with acceptable material meeting the specification requirements.

3.1.4 Contractor Warranty. The Contractor shall warrant that 80% of the planted stock will break bud and exhibit good growing characteristics within one growing season. Performance under the 80% level will require the Contractor to replace those non-performing trees up to the 80% level at no additional cost to the Government.

3.1.5 Exceptions. The Contractor shall not be responsible for theft or damage to installed plants caused by vandalism, drought, wildfire, extreme winds, insect, animal, inundation of plants by water, or prolonged inundation of roots (exceeding two (2) weeks).

3.2 PRODUCTS. The Contractor shall furnish nursery grown tree cuttings, bare root seedling trees, and container tree plant materials. 3.2.1 Tree Cuttings. The Contractor shall furnish nursery grown Eastern cottonwood (Populus deltoids) and willow (Salix spp.) cuttings. The source for the cuttings shall come from a Mississippi River System floodplain site in Missouri or Illinois.

a. Storage. Cuttings must be stored at a temperature between 33-40 degrees Fahrenheit until just before delivery.

b. Marking Bales or Bundles. All bales or bundles will be marked with the date of being placed in cold storage on the shipping tag.

c. Quality and Size. All tree cuttings shall be a minimum of ¾ inch diameter and a maximum of 3 inches diameter. They shall have a minimum length of 20 inches. All tree cuttings must be top quality nursery grown sound and healthy specimens.

d. Contractor Warranty. The Contractor shall warrant that 80% of the planted stock will break bud and exhibit good growing characteristics within one growing season. Performance under the 80% level will require the Contractor to replace those non-performing trees up to the 80% level at no additional cost to the Government.

3.2.2 Bare Root Seedling Trees. The Contractor shall furnish nursery grown bare root seedling tree plant materials. The seed source for seedlings shall be from a Mississippi River System floodplain site within Illinois or Missouri. Species will be designated on the order, substitutions may be allowed with prior approval by the Contracting Officer Representative with no additional cost per item.

a. Marking Bales or Bundles. All bales or bundles will be marked with the date of being placed in cold storage on the shipping tag.

b. Quality and Size. All seedling trees shall be at least 1-0 (1 year), minimum height of twelve (12) inches and origin within standard horticultural hardiness map zones 5a, 5b, 6a, and 6b. All seedling trees must be top quality bare root nursery grown sound and healthy specimens. Quality and size of seedling trees shall be in accordance with rules and grading adopted by the American Association of Nurserymen, Inc., and included in American National Standards Institute (ANSI) Standard Z60.1-2004, “American Standard for Nursery Stock”.

c. Contractor Warranty. The Contractor shall warrant that 80% of the planted stock will break bud and exhibit good growing characteristics within one growing season. Performance under the 80% level will require the Contractor to replace those non-performing trees up to the 80% level at no additional cost to the Government.

3.2.3 Container Trees. The Contractor shall furnish nursery grown container tree plant materials. The seed source for seedlings shall be from a Mississippi River System floodplain site within Illinois or Missouri. Documented experience may be requested by the contracting officer after award. Species will be designated on the order, substitutions may be allowed with prior approval by the Contracting Officer with no additional cost per item.

a. Production Method. Container grown trees shall be produced by a root-pruned method to develop a dense, fibrous, non-curling root system. The required root-pruned growing method shall include:

i. Seed Source: From a Mississippi River System floodplain site within Illinois or Missouri.

ii. Germination and seedling handling process:

Step 1. Seed germination in a bottomless flat 2 ½ inches in depth.

Step 2. Air pruned seedling transplanted to bottomless square container with a dimension of 2 ¾ inches by 2 ¾ inches by 3 ½ inches deep.

Step 3. When significant air pruning of roots has occurred (root mass will remain intact when removed from container), the tree is transplanted to a 2 or 3 gallon plastic container.

Step 4. When significant air pruning of roots has occurred (root mass will remain intact when removed from container), the tree is transplanted to a 15 gallon plastic container measuring 18 ¾ inches across by 12 ½ inches deep.

b. Growing Media. Consists of 30 to 40 percent air pore space. A wetting agent incorporated at the rate of 2 pounds per cubic yard of potting mix. Potting mix will be inoculated with mycorrhizae (Pisolithus tictorius).

c. Tree Size Requirements. The Contractor shall furnish nursery grown container seedlings trees with the following diameter size requirements for each container size provided:

i. Three (3) Gallon – 5/8 inch diameter

ii. Five (5) Gallon – ¾ inch diameter

iii. Fifteen (15) Gallon – 1 inch diameter

d. Quality. Trees shall be furnished in sizes indicated, except that trees larger in size than specified may be used with the approval of the Contracting Officer Representative, with no change in the contract price. Well shaped, well grown, vigorous, healthy plants having healthy and well branched root systems shall be provided. Plants shall be provided free from disease, harmful insects and insect eggs, sun-scald injury, disfigurement and abrasion. Plants shall be provided that are typical of the species or variety and conforming to standards as set forth in AAN-01 and as specified herein.

e. Contractor Warranty. The Contractor shall warrant that 85% of the planted stock will break bud and exhibit good growing characteristics within one growing season. Performance under the 85% level will require the Contractor to replace those non-performing trees up to the 85% level at no additional cost to the Government.

3.3 SERVICES.

3.3.1 Delivery. The Contractor will provide shipping cost to deliver items to the work/planting site in dollars/mile. Price and payment shall constitute full compensation for the cost of delivery, equipment, fuel and operators/laborers to load/unload trees from nursery to work/planting site.
