8. The Contractor shall place the Government supplied bulkheads upstream of the sluice gate that is being replaced. The bulkheads for installation are stored in their respective bulkhead slots on the gatewell structure. Each bulkhead weighs approximately 1100 pounds clean and dry. The means of raising and lowering the existing bulkheads for gatewell dewatering operations and sluice gate work shall be the responsibility of the Contractor. The existing bulkhead guide assembly frame may be used as a support for hoisting the bulkheads.

More details on the bulkhead guide assembly are shown in the reference drawings. An allowable lifting capacity of 1 ton shall be assumed for the bulkhead guide assembly frame when lifting from the centerline of the span over each bulkhead slot. Care shall be taken to fully equalize the water pressure within the gatewell prior to removal of bulkheads. Where water levels are not fully equalized, excessive lifting loads may develop and overload the hoist and/or supporting guide assembly frame. Dewatering and re-watering of the gatewells shall be coordinated with the Rend Lake Project Office. If floating plant is required for the replacement of the sluice gates the Contractor shall coordinate all access requirements with the Rend Lake Project Office.

The bulkheads could leak. The Contractor is responsible for all debris/silt removal and dewatering necessary to perform the work involved so that water is not standing or flowing in the work area.

This work may require cinders, sandbags and pumps. Method of delivery of concrete shall be determined by the Contractor.

9. Prior to placement of bulkheads, the Contractor shall provide the Government 14 days' written notice in order to perform a pre-installation inspection of the bulkheads.

10. The existing 1 ton jib crane located on the top of the outlet works gatewell structure shall be removed as part of this contract and may not be used for any hoisting operations.

11. Field testing for any of the four gates may be done before concrete used to create the flush bottom mounting is placed. If field testing for either gate is done after the concrete used to create the flush bottom mounting is placed, concrete shall have reached a compressive strength of not less than 4000 psi. Any field testing conducted after the concrete is place and before the 4000 psi compressive strength has been achieved will be prohibited.

DOCUMENT 00 08 00 Page 9

1.32 CONTRACTOR PERFORMANCE EVALUATIONS

In accordance with the provisions of Subpart 36.201(Evaluation of Contractor Performance) of the Federal Acquisition Regulation (FAR), DOCUMENT 00 08 00 Page 13 construction contractor's performance shall be evaluated throughout the performance of the contract. The United States Army Corps of Engineers (USACE) follows the procedures outlined in Engineering Regulation 415-1-17 to fulfill this FAR requirement. For construction contracts awarded at or above $100,000.00, the USACE will evaluate contractor's performance and prepare a performance report using the Contractor Performance Assessment Reporting System (CPARS), which is a web-based system. After an evaluation (interim or final) is written up by the USACE, the contractor will have the ability to access, review and comment on the evaluation for a period of 30 days. Accessing and using CPARS requires specific software, called PKI certification, which is installed on the user's computer. The certification is a Department of Defense requirement and was implemented to provide security in electronic transactions. The certification software could cost approximately $110 - $125 per certificate per year and is purchased from an External Certificate Authorities (ECA) vendor. Current information about the PKI certification process and for contacting vendors can be found on the web site: http://www.cpars.navy.mil/. If the Contractor wishes to participate in the performance evaluation process, access to CPARS and PKI certification is the sole responsibility of the Contractor.

1.33 Security Requirements

a. The Contractor and all associated sub-contractors shall receive a brief/training (provided by the RA) on the local suspicious activity reporting program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the project manager, security representative or law enforcement entity. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 5 calendar days after the completion of the training.

b. The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award.
