DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
1. SCOPE. Furnish all management, supervision, labor, facilities, utilities, equipment, tools, lubricants, fuels, hazardous waste removal, materials and articles (excluding Government-furnished property) necessary to dry dock and repair Spud Barge CE 869 (the vessel) in accordance with these specifications and subject to the terms and conditions of the contract.
NOTE: Target dry dock entry date is 23-March-2026.
The work does not require the supervision or direct engagement of government personnel other than for government personnel to provide quality assurance oversight of the work that is performed.
1.1 VESSEL DATA. Spud Barge CE-869 is all welded steel, double rake deck barge, 120’ long, 42’ wide, and 7’-3” deep equipped with timber deck mats, two (2) spuds, and two (2) diesel-powered cable winches. A 32’ by 17’ steel deckhouse with a canopy over the winches is located on the stern of the vessel.

NOTE: When the spuds are raised to their highest point, the tip of the spuds hang below the bottom of the barge by approximately 30”. Refer to Attachment A.
1.1.1 The vessel is equipped with a manual CO2 fire extinguishing system that protects the diesel fuel tank space. The system shall be locked/tagged out by the Contractor prior to the work commencement to protect workers from accidental discharge of CO2. The Contractor shall remove the lockout/tagout device from the system upon completion of the repairs. See paragraph 4.5.2 for requirements to control hazardous energy (Lockout/Tagout).
1.1.2 The vessel is typically outfitted with a 3900W Manitowoc Crane. The crane will be removed prior to delivery. The timbers used to provide a foundation for the crane will be removed.
1.1.3 Essentially all removable material inside the superstructure and on the main deck will be removed by the government prior to delivery. A minimal amount of material shall remain.
1.2 CONTRACTOR QUALITY CONTROL AND GOVERNMENT QUALITY ASSURANCE
(INFORMATION). The Contractor shall establish and maintain a quality control plan as specified in Section 2, Inspection and Acceptance. The Government will evaluate the Contractor’s performance in accordance with the Quality Assurance Surveillance Plan as specified in Section 2, Inspection and Acceptance.
1.3 COVID-19/INFECTOUS DISEASE. All contractor personnel who are working on a USACE floating plant shall follow all CDC health and safety recommendations to prevent the spread and exposure of COVID-19/Infectious Disease. There may be a requirement for all contractor personnel to submit documentation of, or undergo:
• Health screenings
• Temperature screenings
• Viral COVID-19/Infectious Disease tests within 72 hours of boarding a USACE floating plant

1.5 CONTRACT DRAWINGS (INFORMATION). The work shall conform to the following contract drawings. All drawings are only available in pdf format.

1.6 DRYDOCKING (CLIN 0001). Drydock vessel and hold on dock until all underwater repairs, cleaning and painting, are complete and until the exterior hull paint has cured and is otherwise ready for immersion. Block height shall be at least 48” high. Blocks shall be spaced to support the vessel at longitudinal and transverse bulkheads and trusses. Longitudinal block spacing at the bilges and longitudinal bulkheads shall coincide with the location of transverse frames and bulkheads in the vessel.
The maximum allowable longitudinal overhang beyond dry-dock support blocks shall be limited to 15’-0” or the length of each rake compartment, whichever is greater. Upon dry-docking, the contractor shall pump the compartments dry and dispose of the contents including all mud, sediment, etc. The contractor shall dispose of all contaminants in accordance with all Federal, State, and Local requirements. The areas shall be left clean and dry. The minimum dry-dock width used to dry-dock this barge shall be 52 feet.
1.7 GAS-FREE CERTIFICATES (CLIN 0002). Prior to commencement of any interior inspection, hot work, work involving the use of open flame or other means of igniting flammables, clean and gas free the affected spaces, as required by 29 CFR 1915, (OSHA Safety and Health Standards) and these specifications. A diesel fuel tank and pump are located below the main deck. Spaces requiring the gas freeing shall be "Safe for Men - Safe for Fire (Safe for Hot Work)".
1.7.1 Test the required spaces. Testing and certification shall be accomplished by a marine chemist who is certified by the National Fire Protection Association for this type of work.
1.7.2 Furnish and display "Gas-free", "Safe for Men - Safe for Fire" ("Safe for Hot Work") certificate(s) in all certified spaces as required by 29 CFR 1915.14. Furnish one copy of all such certificate(s) to the Contracting Officer.
1.7.3 These spaces requiring gas-freeing shall be maintained in "Safe for Men, Safe for Fire" condition until all such work is complete.
1.7.4 The cost of testing and providing gas-free certificates shall be included in this item. The cost of cleaning and gas freeing the affected spaces shall be included in and proportioned among the bid prices for each item of work requiring cleaning and gas-freeing.
1.8 ULTRASONIC TESTING (CLIN 0003). Furnish the required instruments and the services of an American Society for Nondestructive Testing ACCP Level II certified ultrasonic technician to gauge the thickness of the hull plating at the 188 locations defined below:
1.8.1 The contractor shall take U.T. shots down the length of the barge both port and starboard at the following locations: one shot shall be taken on the bilge and rake knuckle just outboard of the lap joint weld seam on the bottom and another shot shall be taken on the knuckle just inboard of the center of the knuckle. Shots shall be taken at a frequency of 2 shots per frame evenly spaced between frames both port and starboard for a total of 168 shots.
1.8.2 Twenty (20) additional shots shall be taken in the wetted area of the spud well port and starboard (10 shots each side).
1.8.3 Furnish a report to the Government Inspector within seven calendar days after the vessel is dry-docked. The report shall include sketches indicating reading locations and tables containing the readings and the percent diminution. Readings exceeding 25 percent diminution shall be highlighted. The price shall include any related services such as electricity, water, staging, and surface preparation necessary to take the ultrasonic readings. Hull plate thickness is 3/8”. Bilge knuckle thickness is 3/8”. Rake knuckle thickness is 1/2".
1.8.4 An additional 150 shots are to be released at the government’s discretion.
1.9 RENEWAL OF HULL PLATING, STRUCTURAL FRAMING, FORMED KNUCKLE, RUB RAIL
AND ABRASIVE BLASTING (BINDING PRICE) (CLIN A001 – A012). When authorized by the Contracting Officer, the Contractor shall crop out and renew hull plating, and shapes with new steel conforming to ASTM A-36. With the exception of bilge knuckle, rake knuckle and head-logs, all plating, side, bottom, deck, and house shall be considered hull plating. The actual quantity of each material item will be measured after installation. All renewals and repairs shall be installed flush and shall duplicate original construction in size, type, and shape. Welding of new side and bottom plating shall be butt-joints, all around with continuous full-penetration welds inside and outside. Welding of new plating to structurals shall not be less than that recommended by the American Bureau of Shipping “Rules for Building and Classing Steel Vessels for Service on Rivers and Intracoastal Waterways.” All renewal ASTM A-36 steel bilge knuckle shall be formed at a radius to match existing plates, butt-welded to the top side and lap-welded (2” minimum) to the bottom plating with fillet welds on the inside and outside. Bilge knuckle sections shall be butt-jointed to each other. The interior of all new plating and structurals, and welds shall be cleaned to SSPC-SP7 and coated with 6 mils DFT of Amercoat 235 or equal, color to match adjacent plating. The exterior of all new plating and welds shall be cleaned to SSPC-SP10 and coated with 2 (10) mil coats of Amercoat 238 or equal.
1.9.1 The Government shall witness all weld fit-up inspections prior to final welding.
1.9.2 The Government shall witness testing of all new welded joints in the exterior shell and bulkhead in all mid-body and rake compartments that have been subjected to hot work and shell replacement, for leaks under an air pressure of 2 psig. Compartments shall be tested separately from rakes. Testing shall be done after all work has been cleaned, all deteriorated plating and structural frames have been renewed, and all alterations have been completed. Testing shall be done before the exterior has been coated and after all alterations have been completed. All new seams shall be brushed with soap solution and proven tight in the presence of the Government Representative. In applying the air pressure, the contractor shall use a positive method of prohibiting any pressure in excess of two (2) PSIG. All soap solution that was applied to the hull exterior for testing shall be cleaned prior to painting. All cracks, defective welds or plate deterioration resulting in leaks shall be reported in writing to the Contracting Officer. No weld found to not be watertight shall be peened. All leaks shall require additional welding. Upon completion of repairs, each leaking compartment shall be retested in the presence of the Government Representative until proven watertight. Remove all blanks, blind flanges, or other test appurtenances upon completion and leave barge ready for service. If the affected space cannot be pressure tested the welded joints shall be tested with a water hose at a pressure not less than 50 psi, with a nozzle of not less than 1/2 inch in diameter and held not more than 5 feet from the joint being tested. Testing shall be done after all work has been cleaned, all plating and structurals renewed, and prior to painting.
1.9.3 After the vessel has been undocked, a thorough examination of the vessel will be conducted in the presence of the Government Representative. If leaks are discovered, the vessel shall be immediately dry-docked, repaired, and undocked without delay. If the leaks are found in new work, this shall be accomplished at no additional cost to the Government. Remove all water and debris from compartments, leaving them clean and dry.
1.9.4 For the purpose of evaluating bids, Contractor shall offer prices based on the following estimates as outlined in table, T-1. All line items as described in Table T-1 are BINDING PRICE and shall be exercised upon confirmation of the contracting officer. All quantities as described in Table T-1 are estimated, actual quantities may be more or less, depending on the condition of the barge determined after dry docking.
1.9.5 Should the contractor be required to re-locate a support block under the vessel to facilitate the renewal of plating or welding, this shall be considered an interference as defined by paragraph 4.4 of this specification.
1.9.6 If rub rail is renewed, schedule and size shall be similar to existing.

1.10 WELDING, SEAM OR GROOVE and FILLET (BINDING PRICE) (CLIN A014, A015). When authorized by the Contracting Officer, the Contractor shall repair holes in the exterior hull or bulkheads via seam or groove or fillet welding. Protective coating shall be applied to the exterior of all new welded seams as specified in paragraph 1.7. The interior of all new welded seams shall be coated with 6 mils DFT of Ameron Bar Rust 235 or equal.
1.10.1 Test all new welds in accordance with subparagraphs 1.7.1 and 1.7.2.
1.10.2 For the purpose of evaluating bids, the contractor shall offer prices based on the following estimates. Weld seam size shall be at least equal to adjacent plate thickness.
1.10.3.1 Various Seam or Groove - 1 ft (BINDING PRICE) (CLIN A014).
1.10.3.2 Various Fillet - 1 ft (BINDING PRICE) (CLIN A015).
1.10.4 Welding procedures shall be qualified by the requirements of either: ASME Boiler and Pressure Vessel Code, Section IX, ABS Rules, or ANSI/AWS D1.1 Structural Welding Code. A copy of the procedure qualification test data shall be submitted to the Contracting Officer for review and approval.
Welder performance qualification shall conform to Section IX of the ASME Boiler Code, Section 30 of Rules for Building and Classing Vessels by the ABS, or ANSI/AWS D1.1 Structural Welding Code.
Welding prices shall be quoted “per linear foot of completed weld with all passes, not price per pass.”
1.10.5 Seam Welding. Furnish welders and qualified welding operators, fully equipped including any staging and consumables, prepare joints and apply welding as directed by the Contracting Officer’s representative. All welding under this contract shall be performed by tested and qualified personnel. Prior to the start of work, submit to the Contracting Officer a list of qualified welders by name, the date of qualification, code and procedures under which qualified.
1.11 CLEANING & COATING (CLIN 0004). Hull, Sides, Bottom, Rake and Deck. Clean the hull deck, side-shell, bottom plating, under-rakes, headlogs, push knees, vents, stanchions, bitts, cleats, etc.
removing all scale, rust, loose paint, oil, grease, dirt, etc. in accordance with the Steel Structures Paint Council Specifications, SSPC-SP10 (Sa2-1/2), near-white metal blast cleaning. Furnish and apply to the exterior deck, sides, and bottom of the hull from the gunwale down to the keel as follows.
1.11.1 Side Shell, Bottom, Headlogs, Push Knees. Apply two (2) 10 mil DFT coats of Ameron 238 epoxy, or equal to provide a minimum dry film thickness of 20 mils. The first coat shall be any contrasting color and the finish coat shall be black.
1.11.2 Main Deck. Apply two (2) 8 mil DFT coats of Ameron 235 or equal to provide a minimum film thickness of 16 mils. The first coat shall be any contrasting color, and the finish coat shall be Haze gray.
Non-skid grit shall be added or broadcast over the first coat of wet paint on the walking surfaces of the deck. The non-skid compound shall be glass flakes, ground walnut shells, or clean silica sand, or other material approved by the paint manufacturer. Do not apply non-skid to anything other than the walking surfaces of the deck. Non-skid material shall not be applied to bitts, cleats, vents, stanchions, or hatch covers.
1.11.2.1 Apply two (2) 5 mil DFT coats of Amerlock 2 yellow (or equal) 12” wide around the perimeter of the barge with additional non-skid compound. The perimeter shall have more non-skid material than other portions of the deck as to impede movement of objects near the edge of the barge.
1.11.2.2 Clean the exterior of the main deck inside the superstructure including the head area to SSPC- SP 1 with PPG Amercoat 88 and pressure wash. Take care to not contaminate the remainder of the space with the overspray from the pressure washing. The deck shall then be cleaned to SSPC-SPC 3 accordingly. (Galley not included) The deck shall be left clean and dry prior to coating application. Apply
(2) coats of 6 mil DFT of PPG Amercoat 235 or equal. The color shall be haze gray. Non-skid grit shall be added or broadcast over the first coat of wet paint on the walking surfaces of the deck. The non-skid compound shall be glass flakes, ground walnut shells, or clean silica sand, or other material approved by the paint manufacturer. Do not apply non-skid to anything other than the walking surfaces of the deck.
DO NOT abrasive blast inside of the house.
1.11.3 Deck Fittings. Apply two (2) 5 mil DFT coats of Amerlock 2 yellow (or equal) to all bitts, cleats, vents, stanchions, hatch covers, and tripping hazards.
1.11.4 Superstructure. Clean all exterior and interior surfaces of the superstructure from the main deck up including the stairways, handrails and guardrails on all decks with PPG Amercoat 88 or equal and then pressure wash prior to blasting to SSPC-SPC 6. Apply two (2) 6 mil DFT coats of Amercoat 235 or equal to the exterior of the Superstructure only. Apply two (2) 3 mil DFT topcoats of Amercoat PSX 1001 acrylic polysilorane or equal.
Note: The Superstructure interior and exterior shall be cleaned. Only the Superstructure exterior shall be coated.
1.11.4.1 The top deck of the superstructure shall be cleaned with PPG Amercoat 88 or equal and then pressure washed prior to blasting to SSPC-SC 6. Apply two (2) 6 mil coats of Amercoat 235 or equal.
Non-skid grit shall be added or broadcast over the first coat of wet paint on the walking surfaces of the deck. The non-skid compound shall be glass flakes, ground walnut shells, or clean silica sand, or other material approved by the paint manufacturer. Do not apply non-skid to anything other than the walking surfaces of the deck.
1.11.5 Color Schedule. The color of the specific area shall approximately match the following corresponding color chip numbers from Fed. Std. 595.

1.11.6 Hull Identification Marks. All paint used for identification lettering shall be two 2-mil coats of Ameron Aluminum (or equal) matching Federal Standard #595a (3) color chip #17875. All lettering shall be Gothic block capitals. Re-paint the barge number in 10” letters on the port and starboard bow and stern rake sides. Repaint all vessel identification lettering as new in all locations on each barge. Coat all draft marks with two coats (6-mils DFT total).
1.11.7 Block Shifting. Shift the vessel on its blocks after the hull coating has cured for immersion in accordance with the manufacturer’s specifications. Clean and coat the block landing areas in accordance with paragraphs 1.9 and 1.9.
1.11.8 Potable water tanks. There are two (2) potable water tanks. One (1) tank is in the hold beneath the galley and the aft rake is used to store additional potable water. Discard the existing gaskets. Remove and dispose of the contents in the 1,000 gallon potable water tank and the aft rake in accordance with federal, state, and local regulations. The tanks shall be inspected and approved by the government inspector before coatings are applied and before the tanks are closed after the coating cures. Clean all interior surfaces of the tanks and manhole covers in accordance with SSPC-SP 10. Apply two 6 mil DFT coats of Ameron Amercoat 233ER Edge Retentive Epoxy or equal to all interior surfaces of the tanks. The total dry film thickness shall not be less than 12 mils. One stripe coat shall be applied to all edges and welds.
The colors used shall be off-white and light blue. Forced ventilation shall be provided to cure the coating in accordance with the manufacturers recommendations before the tanks are closed and filled with water.
Scrape and clean the gasket surfaces of the 1,000 gallon tank. Install new gaskets close the tanks. Install new studs, washers, and nuts of equal type to the original if damaged upon removal or installation. Clean and paint the disturbed areas of the manhole covers. Disinfect the tanks and the entire potable water system in accordance with AWWA C652. The piping shall be disinfected using chlorination method one.
The tanks shall be disinfected using chlorination method one or two. The chlorinated water shall be disposed of in accordance with federal, state, and local regulations after the specified retention period. Fill the tanks with potable water from a known potable source.
1.11.9 Internal Voids/Spaces Cleaning & Coating. Clean the interior of voids, spaces, and rakes. The bottoms, sides, bulkheads, steel piping, structures, foundations, exterior of tanks, and overheads shall be cleaned in accordance with SSPC-SP 6. Coat the interior of the spaces including all foundations, structures and steel piping with two (2) coats of 6 mil DFT PPG Ameron 235 or equal. Color shall be white. The spaces included in this line item is the forward rake, and mid body tanks 1-6 and the port and starboard cofferdams.
1.11.10 Fuel Tank. Remove and dispose of the contents of the fuel tank and associated piping in accordance with federal, state, and local regulations. Open the hinged manhole cover to the tank and discard the existing gaskets. Clean all interior surfaces of the above tank in accordance with SSPC-SP 1. The tank shall be inspected and approved by the Government before the tank is closed after cleaning. Clean the gasket surfaces of the manhole cover and tank. Install a new nitrile rubber gasket per paragraph 1.13.1 and reinstall the manhole cover to close the tank. Install new studs, washers, and nuts of equal type to the original, if damaged upon removal or installation.
1.12 ANODES (CLIN 0005). The contractor shall weld a quantity of twenty (20) zinc anodes on exterior of the hull around the splash zone of the rakes, ten (10) anodes each rake. The anodes shall be approximately 23-lbs each. The anodes shall be located in two transverse belts (5 each belt) evenly spaced across the bottom for each rake area. The exact location of the belts will be determined by the government inspector upon dry-docking. The connection to the hull shall be clean and the welds shall be coated same as hull prior to undocking.
1.13 DECK HATCHES (BINDING PRICE) (CLIN A016). Replace all steel deck hatches and rings with new, government furnished hatches and rings. All required welding and inspections shall be done in accordance with paragraphs 1.9 and 1.10. The contractor shall furnish all required hatch gaskets and seals.
1.13.1 GASKETS & SEALS (CLIN 0006). Remove and replace all gaskets and seals on the three (3) hinged hatches and one (1) watertight door on the Main Deck. The gasket surfaces shall be cleaned and inspected by the Government prior to installing replacement gaskets. Install new studs, washers, and nuts of equal type to the original, if damaged upon removal or installation.
1.14 SPUD WELL MODIFICATIONS & OVERHAUL (CLIN 0007). Reference Drawing: FS2-232-3 Spud Well Details. Reference Attachment A. The barge shall arrive at the yard outfitted with the spuds in the spud wells. The outboard well plating, sheave supports, and spud gate locations were modified and no longer align with the referenced drawing. The previous modifications have resulted in the spuds extending approximately 30” below the bottom of the barge when “fully” raised.
The contractor shall remove and re-install the spuds and spud gates to allow the spuds to retract inside the spud wells. The bottom of the spuds shall not extend more than six (6) inches below the bottom of the barge when completely raised. All steel work and inspections shall be done in accordance with paragraphs
1.9 and 1.10.
Top-side spud well gates and outboard well plating:
- Remove all components of the top-side port and starboard gates from their current locations. All edges shall be ground smooth/flush with spud well plating.
- Reinstall the top-side gates per the specifications in drawing FS2-232-3 Spud Well Details.
- Complete all steel work (removal and renewal) that is required for the outboard well plating and sheave support to meet drawing specifications.
- Weld four (4) 1/2” steel roller fairlead mounting flanges to the outboard well plating.
- Weld four (4) government furnished single roller fairleads to the outboard well plating.
a) Roller fairleads shall prevent contact between spud well and rope.
b) Roller fairleads shall not extend outboard of port and starboard rub rails.

c) Remove all components of the bottom port and starboard spud well gates. All edges shall be ground smooth/flush with spud well plating.
d) Reinstall the gates approximately 25” above their current location.
a) Field verify final gate locations completely support the squared spud sections when fully raised in the presence of a Government Inspector.
b) The tapered end of the spud shall not rest inside the gate when fully raised.
1.14.1 Spud well Overhaul. The associated drawings indicate the size of the spuds to be 1’-7” (overall width long. and trans.) and the wells to be 1’-8” inside the wear plates accordingly. The contractor shall measure the spuds sufficiently to verify the overall width down the length of the spud. The contractor shall renew the 20” x 12” 3/4”-thick wear plates at all locations (6 each spud well port and starboard). The top of the wear plates shall be beveled to allow easier insertion of the spuds. The contractor shall renew the wear plate on the interior side of the gates. The overall longitudinal and transverse distance between the wear plates shall be 1’-8” (+0.25”-0”). The contractor shall ensure at least 1/2” clearance around the spud from the wear plates upon final assembly. The contractor shall renew the keeper hardware for each gate pin accordingly. The wear plates and gates shall be cleaned to SSPC-SP10 and coated same as the hull.
1.15 BOW RAKE STEEL REPLACEMENT (CLIN 0008). Reference Drawings: FS2-232-1 Plan & Elevation; FS2-232-2 Bulkhead, Frame, & Truss Details. The contractor shall crop and replace all port and starboard bow rake compartment steel as specified in the following scope. All work and inspections shall be done per paragraphs 1.4, 1.9, 1.10, and the referenced drawings. The cost of all steel replacement required to ensure water tightness and structural integrity shall be included in the Contractor’s proposal for this line item. The Government shall not incur additional costs for steel replacement extending two (2) feet or less past specified boundaries or adjoining compartments as deemed necessary by the Contractor.
All replacement steel shall be new and adhere to the specifications, standards, and inspections as stated in paragraph 1.9.
The need for additional steel work (growth work) resulting from this line item will be determined via visual inspection and ultrasonic testing after the barge enters dry dock/work begins. If authorized, the Government will exercise BINDING PRICE line items (CLIN A001 – A015) to cover the cost of the growth work per the awarded rates (paragraphs 1.9 and 1.10).
NOTES: Frame 0 is located at the bow per drawing number FS2-232-1 Plan & Elevation.
1.15.1 Side Rake Plating. Replace the port and starboard 5/8” corner plate and the 3/8” steel side plating including the top and bottom molded edges (from the point of steel overlap) between frames 0-3.
1.15.2 Forward Head-log. Replace the entire forty-two (42) foot long section of 5/8” forward head-log plate. Steel replacement shall include the top and bottom molded edges.
1.15.2.1 Inspection Point. Replaced head-log steel shall be inspected per paragraph 1.9 prior to the start of work for paragraph 1.15.2.2.
1.15.2.2 Forward Head-log Modification. Rub rail (8” pipe split) shall be welded onto the corner of the main deck and head-log. The rub rail shall span the entire breadth of the barge. All welds shall be continuous and prevent the entrance of water. Inspection point. The Government shall visually inspect all the completed welds.
1.16 MARINE SANITATION DEVICE (MSD) REPLACEMENT (BINDING PRICE) (CLIN A017). The contractor shall replace the existing sewage treatment plant with the Government furnished MSD unit manufactured by Red Fox, model number RF-350-FP-FG. Drawings of the unit will be provided post award.
1.16.1 Foundations. Remove and discard the existing sewage treatment plant, foundations, and piping.
Fabricate and install new steel foundations to support the Government furnished MSD components (including but not limited to) primary, secondary, and chlorine injection tanks. Field verify all dimensions.
The completed foundations shall allow the components to be securely bolted to the frames. All steel work shall be done in accordance with paragraph 1.9.
1.16.2 Technical Representative. Provide one (1) Red Fox tech to oversee/perform required modifications and installation of the Government furnished MSD unit.

1.16.3 Electrical. The Contractor shall supply and install all required electrical conduit, switches, junction boxes, connectors, watertight connectors (thru hull/deck), for the 110V/1PH/60HZ incoming power.
1.16.4 MSD Installation. The Contractor shall install the MSD unit per the manufacturer’s recommendations. This includes (but not limited to) all atmosphere ventilation, overboard discharge connections, piping, flexible connections, and required supports/hangers. The completed installation shall minimize workspace interferences, tripping hazards, etc. per instruction of the Government.
1.17 OVERBOARD DISCHARGES (CLIN 0009). Replace the four (4) overboard discharge connections.
Replacement connections, valves, and components shall be new and similar to existing. Replacement isolation and check valves shall meet all regulatory requirements.
2. INSPECTION AND ACCEPTANCE (INFORMATION).
2.1 The Contractor shall perform or have performed the inspections and tests required to substantiate that the supplies and services provided under this contract conform to the specifications, drawings, and contract requirements herein. The Contractor shall also perform or have performed the inspections and tests specified herein.
2.2 The Contractor shall provide and maintain a Quality Control Program covering all work specified in the Job Order. The program shall result in the preparation and maintenance of documentation. The documentation shall define the tests and inspections to be accomplished for each specification item keyed to the appropriate contract line item number and paragraph of the specification.
2.3 The Government Inspector shall witness all tests and inspections. The Contractor shall make certain that all materials, installation, and workmanship meet the requirements of the specifications and are ready for test or inspection prior to notifying the Government Inspector.
2.4 The Contractor shall notify the Government Inspector at least 24 hours before all testing and inspection.
The Government Inspector will be available to witness testing and inspection of completed work Monday mailto:brady@redfoxenviro.com thru Friday, except Federal Holidays. The time of his availability will depend upon the distance between the Contractor's or Subcontractor's facility and New Orleans, LA.
2.5 The Contractor shall proceed with work if the Government Inspector is not present to witness the inspection or test after the scheduled time provided the advanced notice required in paragraph 2.4 above has been given. The Contractor shall document his inspection or test as if the Government Inspector was present.
2.6 Witnessing tests and inspections by the Government Inspector does not constitute acceptance of the item and does not relieve the Contractor of the responsibility of assuring that the work conforms to the requirements of the specifications.
2.7 Work subcontracted and performed away from the shipyard is covered by this Quality Control Program.
The prime Contractor cannot delegate the authority to witness or perform and sign for tests and inspections conducted away from his facility without approval of the Contracting Officer. If the Subcontractor has an established Quality Control Program with designated organization and personnel, the prime Contractor may designate an appropriate individual in that organization as his authorized representative. Such designation shall clearly indicate that the individual is an employee of a subcontractor and shall be subject to the approval of the Contracting Officer. The Government Inspector will witness tests and inspections at the Subcontractor's facility in accordance with paragraphs 2.4 and 2.5 above.
2.8 QUALITY ASSURANCE SURVEILLANCE PLAN. This plan will be used to assure the Government that the work specified under this contract is completed satisfactorily. This plan is included for information purposes only. All work performed will be monitored by the Government Inspector on a daily basis. The performance based deliverables identified in Table 2.8.1 will be inspected and tested (if applicable) and either approved or rejected by the Government. The Contractor shall correct all deficiencies in rejected work at no additional cost to the Government unless caused by reasons beyond the control of the Contractor.

3. DELIVERIES OR PERFORMANCE (INFORMATION)
3.1 COMMENCEMENT, EXECUTION AND COMPLETION. The Contractor is required to commence work under this job order immediately upon delivery of the vessel to him, to execute the work with diligence and to complete the work within sixty (60) calendar days.
3.1.1 The Contractor is required to accept delivery of the vessel within five (5) calendar days after the date of receipt of the written notice of award or by a date mutually agreed upon by the Contractor and the Government.
3.2 DELIVERY AND RETURN OF THE VESSEL.
3.2.1 Delivery. The Government will deliver the vessel to the Contractor's facility. The time of commencement will be the time the vessel arrives at the Contractor's facility.
3.2.2 Return. The Contractor shall return the vessel to the Government at the point of delivery upon completion and acceptance of all work. The time of completion will be the time of acceptance of all work by the Government Inspector.
3.3 LIQUIDATED DAMAGES. If the Contractor fails to deliver the supplies or perform the services within the time frame specified in this contract, or any extension, the Contractor shall, in place of actual damages, pay to the Government as fixed, agreed, and liquidated damages, for each calendar day of delay the sum of $1,147.88.
3.4 SCHEDULE AND PROGRESS OF WORK. The Contractor shall submit a schedule to the Contracting Officer for accomplishing the work before work starts. The schedule shall include a bar chart for each contract line item, including BINDING PRICE items, that shows start and completion dates. The chart shall show the order in which the Contractor proposes to accomplish all work. The schedule shall be updated bi-weekly reflecting the actual progress attained in comparison to the proposed schedule. The updated reports shall be submitted to the Contracting Officer on Monday for the previous bi-weekly work period.
Supplement each schedule with a comprehensive written narrative describing:
(1) The amount of progress on work items during the reporting period.
(2) Problems encountered.
(3) Known or anticipated delays, there causes, the impact on the work and the corrective action taken or proposed.
The Contractor shall take appropriate steps necessary to improve his progress if he falls behind the progress schedule in the opinion of the Contracting Officer. The Contracting Officer may request the Contractor to increase the number of shifts and/or overtime, days of work and/or amount of plant used as deemed necessary to regain progress to complete all work within the time specified, without additional cost to the Government.
3.5 LOCATION. The Contractor's facility shall be located within a 100 mile radius of the U.S. Army Engineer District, New Orleans. Any bid proposing performance at a location beyond this stated limit will be determined nonresponsive and rejected.

4. SPECIAL CONTRACT REQUIREMENTS (INFORMATION)
4.0 CHANGES. No changes will be made to this solicitation or the resulting contract unless it is made, in writing, by the Contracting Officer. Changes made by any other direction will be made at the Contractor's own risk.
4.1 MANDATORY ITEMS. All mandatory items, those not specifically identified as INFORMATION or BINDING PRICE, shall be accomplished and completed within the specified performance period.
4.2 BINDING PRICE. Certain items identified as BINDING PRICE in the bidding schedule and description/specifications may or may not be required. No work shall be performed on any item identified as BINDING PRICE unless authorized in writing, in whole or in part, by the Contracting Officer. When authorized, the Contractor shall perform the BINDING PRICE work required at the unit price quoted in the schedule in the quantities authorized. THE TOTAL ACTUAL QUANTITY AUTHORIZED MAY BE LESS
OR MORE THAN THE ESTIMATED QUANTITY OR MAY NOT BE REQUIRED AT ALL. THE UNIT
PRICE FOR BINDING PRICE ITEMS IS NOT NEGOTIABLE AND SHALL NOT CHANGE IF THE
AMOUNT REQUIRED DIFFERS FROM THE ESTIMATED QUANTITY. The Contractor shall allow sufficient time to perform the total estimated quantity of all BINDING PRICE items in the bidding schedule.
4.3 WHARFAGE, DOCKAGE, ETC. The Contractor shall be responsible for and pay all expenses of wharfage, tonnage, dockage, mooring, etc. The Contractor shall provide:
(1) All mooring lines and fenders sufficient in strength, quantity, location and quality to prevent damage to the vessel and the dock.
(2) All necessary labor, material, services and equipment as required to safely move the vessel while it is in his possession.
(3) Adequate protection during adverse weather conditions including, but not limited to, moving the vessel to a safe harbor and providing additional mooring lines and anchors.
(4) The necessary facilities for and shall bear the expense of any movement of the vessel while it is in his possession.
4.4 INTERFERENCE. The Contractor shall remove and reinstall any interference required to accomplish the work specified without additional contract time or cost to the Government. Interference is defined as any part of the vessel, installed or portable, that must be removed or disturbed to accomplish the work specified. All damaged or missing fasteners shall be replaced with fasteners of the same size and type as original. New gaskets, packing and seals shall be installed on all disturbed connections and proven leak free. Damaged lagging and insulation shall be repaired or replaced. All new work or disturbed old work shall be cleaned and painted in accordance with Section C. All interferences shall be returned to their original operational position and condition upon reinstallation. All costs associated with interferences shall be included in the bid price of the respective item of work.
4.5 ACCIDENT PROTECTION. All work performed under this contract shall be in accordance with the requirements of the U.S. Army Corps of Engineers Safety Manual, EM 385-1-1 and other safety requirements specified herein. All contractors working for the Corps of Engineers must have a designated Site Safety and Health Officer who has completed a 10-hour OSHA safety course. This training, which is free to the public at web site http://www.mvn.usace.army.mil/ss/osha600/s600/, fulfills the mandatory training requirement.
4.5.1 Accident Prevention Program. After award, but no later than the pre work conference, one copy of the Accident Prevention Program shall be submitted to the Contracting Officer for review and approval. 4.5.2 Control of Hazardous Energy (Lockout/Tagout). Before personnel perform any servicing or maintenance on a system where the unexpected energizing, start up, or release of stored energy could occur and cause injury or damage, the system shall be isolated in accordance with the procedures contained in EM-385-1-1, and Engineer Regulation ER 385-1-31. The Contractor shall submit his hazardous energy control plan to the Contracting Officer for acceptance, after award, but no later than the pre work conference. Locks and tags will be placed on circuit breakers, or other appropriate devices, to isolate and identify hazardous energy sources. The Contractor will maintain a SAFE CLEARANCE LOG in the engine room. The logbook will have a lock/tag issue sheet and SAFE CLEARANCE REQUEST FORMS. Corps and Contractor designated authorities shall fully coordinate their control activities for the life of the contract. Each shall inform the other of their energy control procedures, ensure that their own personnel understand and comply with rules and restrictions of the procedures, and ensure that all employees affected by the hazardous energy control activity are notified. During each daily walkthrough safety inspection the log will be checked. During this inspection the Contractor shall itemize all existing lockouts, all new lockouts, and all removed tags that morning or the previous day. Prior to a change in the status or location of the vessel (such as undocking), the Corps and the Contractor shall meet to review the status of hazardous energy control measures.
4.5.3 Accident Investigations and Reporting. Refer to EM 385-1-1, Para. 01.D.01. Accidents shall be investigated by the immediate supervisor of the employee(s) involved and reported to the Government's Technical Representative within one working day after accident occurs. A report of all mishaps occurring on the project shall be submitted to the Contracting Officer within four calendar days following the incident.
All data reported must be complete, timely and accurate. A follow up report shall be submitted when the estimated lost time days differs from actual lost time days.
4.5.4 Daily Inspections. The Contractor shall institute a daily inspection program to assure safety requirements are being fulfilled. Reports of daily inspections shall be maintained at the job site.
