About this file
This document is a Standard Form 30 (Amendment of Solicitation/Modification of Contract) and associated Questions and Answers for a waste disposal services solicitation.
Amendment Details: Amendment Number 0001, effective 26 AUG 2026, issued by W07D Endist N Orleans, Army Contracting Division in New Orleans, Louisiana. The amendment modifies solicitation W912PB26QA030 (originally dated 17 AUG 2026). The contracting officer is Christopher Nuccio. The amendment responds to questions submitted by offerors regarding dumpster services at the facility.
Services Required: The solicitation addresses waste disposal services involving two containers: a 3-cubic-yard (CY) front-load dumpster and a 10-yard open-top container. The 3-CY dumpster is used for discarded soil samples from the soils laboratory wrapped in aluminum foil to preserve moisture content during testing; the waste is nonhazardous and does not require manifests. The 10-yard container is for concrete specimen remains from strength testing—uncontaminated concrete without rebar in small cylinder-shaped samples. Pickup frequency is as requested, with a minimum of once monthly for estimation purposes. Dumpsters are placed on concrete surfaces. The solicitation clarifies that a 4-CY dumpster may substitute for the 3-CY unit, and a 15-CY dumpster/roll-off may replace the 10-CY container if the contractor proposes it. The site currently accommodates a 20-CY dumpster and two 3-CY dumpsters (one outside contract scope). This is a renewal of an existing service contract.

1. Can the site accommodate a 15-CY dumpster/roll-off in place of the specified 10- CY dumpster?
Yes, currently there is a 20-CY dumpster and two 3-CY dumpsters in the area. The second 3-CY dumpster is not part of this contract.
2. What type of surface will each dumpster be placed on (concrete, asphalt, gravel, or another surface)?
The dumpsters are stored on concrete.
3. If available, could you please provide photos of the existing 3-CY dumpster and/or its designated placement area so we can confirm the required configuration and access?
4. Is this a new requirement/service, or is this a renewal of an existing contract for these services?
This is a renewal for an existing service contract.
5. Can you provide additional details regarding the type(s) of waste that will be placed in the 3-cubic-yard dumpster? Specifically, is any of the material considered "special waste" that would require a manifest? For clarification, we define special waste as nonhazardous waste generated from an industrial process or byproduct.
The 3-CY dumpster is used for discarded soil samples from the soils lab. The samples are typically wrapped in standard household-type aluminum foil. The foil is there to preserve the moisture content of the soil as we complete testing, not because of any hazards. The soil is nonhazardous and not an industrial byproduct.
6. Container Size Alternatives - we do not typically offer the 3-cubic-yard front-load dumpster or 10-yard open-top container sizes. Would the Government consider the following substitutions? Attached is a spec sheet for our standard container sizes.
1. A 2- or 4-cubic-yard front-load dumpster in place of the 3-cubic-yard dumpster; and
We can use a 4-CY, but not a 2-CY
2. A 20-yard roll-off container in place of the 10-yard open-top container?
No, we currently have a 20-CY dumpster, and it is too big for our needs.
7. Can you specify the types of waste in the 3yd dumpster?
The 3-CY dumpster is used for discarded soil samples from the soils lab. The samples are typically wrapped in standard household-type aluminum foil. The foil is there to preserve the moisture content of the soil as we complete testing, not because of any hazards. The soil is nonhazardous and not an industrial byproduct.
8. For the concrete specimen remains on the 10 yd bin, are they contaminated or have rebar included?
No, the concrete is not contaminated and does not include rebar. The concrete comes to the lab in small cylinder-shaped samples for strength testing.
9. Can you confirm the pickup frequency for the 3yd and 10 yd containers?
Pickup is as requested, but for estimation purposes, we have them picked up at least once a month.
