This is a Solicitation Amendment (SF 30) for U.S. Army Corps of Engineers contract W912P826BA016 extending the bid opening date and incorporating specification and drawing revisions for a dredging project.

The project involves maintenance dredging of the Freshwater Bayou Channel from Station 70+00 (Mile 1.3) to Station -210+00 (Mile -4.0) in Vermilion Parish, Louisiana. The base work requires removal of material above elevation -16.0 Mean Low Gulf (MLG) from a 125-foot bottom width channel and disposal of all dredged material on the Gulf shoreline west of the channel. The contract includes optional work (OW) to extend dredging from Station 5+50 to 0+00 with a 250-foot bottom width. The base work contract duration is 120 calendar days; if optional work is exercised, an additional 30 calendar days will be added. The bid schedule includes mobilization/demobilization (lump sum), base dredging with tiered pricing (first 700,000 cubic yards at one rate, all material over 700,000 cubic yards at a lower rate), and optional work with similar tiered pricing (first 400,000 cubic yards, then all over). Amendment 0002, effective 20 July 2026, extends the bid opening to Thursday, 23 July 2026, at 1:00 p.m. local time, with bid submission cutoff at 10:00 a.m. The amendment incorporates revisions to the table of contents, bid schedule, specifications (Sections 00010, 00073, 01100, 01330, 01450, 01572, 02210, and 352023), and contract drawings (Sheets C-01 through C-04). Key specification revisions include completion time of 120 calendar days, Contractor Quality Control Plan requirements with pre-work meetings, Dredging Quality Management (DQM)-certified system requirements, survey procedures, hazardous waste handling, environmental protection protocols, and safety requirements per USACE EM 385-1-1. The procurement is unrestricted with NAICS code 237990 and estimated contract value between $10 million and $25 million. The Contracting Officer is Evan Woitha (504-862-1214, evan.g.woitha@usace.army.mil) at the New Orleans District Contracting Division.

UNIT PRICE AND THE EXTENDED TOTAL OR ESTIMATED AMOUNT FOR ANY

ITEM, ITS BID SHALL BE DECLARED NON-RESPONSIVE AND THEREFORE

INELIGIBLE FOR AWARD.

*NOTE 3: Any bid may be rejected if the Contracting Officer determines in writing that it is unreasonable as to price. Unreasonableness of price includes not only total price of bid, but the price for individual line items as well. Any bid may be rejected if the prices for any line items or subline items are materially unbalanced (See RFO 14.306-3, Rejection of Individual Bids).

00 00 10-4 ED 25-018

*NOTE 4: THE NOTICE TO PROCEED (NTP): The successful bidder is advised that performance and payment bonds shall be submitted in accordance with the time frame in block 12B of SF 1442 after Notice of Award. The NTP will be issued immediately after verification of acceptable performance and payment bonds. Within seven (7) days after issuance of the NTP, the Contractor shall initiate a meeting to discuss the submittal process with the Area or Resident Engineer or his authorized representative. Physical work cannot start until the Accident Prevention Program, Contractor Quality Control Plan, and other submittals which may be required, have been submitted and approved and all preliminary meetings called for under the contract, have been conducted.

*NOTE 5: EVALUATION OF OPTIONS (FAR 52.217-5 JUL 1990). Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). **If an option is to be exercised at the time of contract award FAR 17.208 shall be used in place of FAR 52.217-5.

*NOTE 6: OPTION WORK ITEM: This provision pertains to Bid Item 0003. The Government may require the delivery of, in whole or part, the numbered line item identified in the schedule as an OPTIONAL WORK item, in the quantity and price stated in the schedule. The Contracting Officer may exercise the OPTIONAL WORK by written notice to the Contractor. If the Government activates the Optional Work Item, the activation will occur within fourteen (14) calendar days of the NTP. No additional mobilization/demobilization will be paid to the Contractor for the Optional Work. Bidders shall bid on all items including optional items (see “Evaluation of Options” FAR 52.217- 5). Failure to bid on all items will result in a non-responsive bid.

*Note 7: TIME ADJUSTMENT IN THE EVENT OF THE EXERCISE OF OPTIONAL

WORK.

In the event that OPTIONAL WORK item 0003 is exercised under the terms of the contract, the time required for completion of the contract will be adjusted by 30 calendar days, in addition to the original contract duration of 120 calendar days established for the BASE WORK items specified in the contract provision in Section 00 73 00 SUPPLEMENTARY CONDITIONS entitled COMMENCEMENT, PROSECUTION, AND

COMPLETION OF WORK.
