About this file
This document is an Amendment (Amendment 0001) to a federal solicitation for Hired Labor Testing Services for the U.S. Army Corps of Engineers New Orleans District. The amendment extends the quote submission deadline to June 11, 2025 at 11:00 AM local time and provides responses to five bidder questions. Key clarifications include: no incumbent contractor currently exists, the government has limited historical workload data from previous testing vendors, the government will not provide testing equipment, and the facility location requirement has been modified to allow contractors within a proximity that enables one-week service turnaround instead of a strict 100-mile radius requirement. The solicitation (W912P825Q0023) seeks a Blanket Purchase Agreement for testing services, with the government previously utilizing vendors like Fairbanks Inspection and Testing for ultrasonic/radiographic weld testing and Carboline Coatings for paint pull testing.

Response: No
2. Question: Can the government please provide historical workload data for all positions?
Response: The government does not have extensive data to supply. Essentially, we have utilized Fairbanks Inspection and Testing located in St James Parish, LA for ultrasonic/radiographic weld testing on our hydraulic steel structures and Carboline Coatings based in Baton Rouge, LA for paint pull testing.
3. Question: Can the government please clarify what equipment will be provided by the government?
Response: The government will not provide equipment utilized for testing procedures.
4. Reference: 1. Scope of Work - The contractor’s facility shall be located within a 100-mile radius of the USACE New Orleans District headquarters at 7400 Leake Avenue, New Orleans, LA 70118.
Question: In order to not limit competition, can the government please remove this requirement?
Response: Yes, however, the contractor’s facility shall be located within the proximity which would allow for the turnaround time for services needed to begin within a one (1) week duration.
5. Question: In order to effectively respond to the solicitation, can the government please provide a one-week extension once the Q/As are posted?
Response: The quote submission date has been extended to June 11, 2025 by 11:00am (local time).
