3. Site Visit POC: Johnny Palmer at 504-862-1140. The site is accessible to contractors without an appointment, and they can access the site from Frenier Road and Peavine Road off of US HWY 51.

4. Provide answers to bidders' questions;

Bidder Questions & Answers:

Question: SF1442 states that Bid Date and Time is 4/11/24 at 11:00 am. Section 00100, Instructions to Bidders, states that Bid Date and Time is 4/10/24 at 10:00 am (bid submission receipt cut off time). Please clarify Bid Date and Time.

Response: Temporarily postponed.

Question: Please provide bidders with estimated quantities on items of work for which bids are being solicited on a JOB basis.

Response: See attached job item quantities.

Question: Section 31 24 00.00 12, Paragraph 2.1.2, Sand Fill, states “the frequency of testing shall be one test for every 20,000 cubic yards of sand stockpiled or placed or as directed by the Contracting Officer.” Can frequency testing be based on tons since sand is measured by the ton?

Response: Yes.

Question: Section 32 15 00.00 12, Paragraph 3.3.3, Frenier Access Road Maintenance, states “the Contracting Officer’s representative may direct the Contractor to add surfacing material to Frenier Road for repairing pot holes required for maintenance.” Paragraph 1.5, Frenier Access Road Maintenance (If Required), states “no separate measurement or payment will be made for adding surfacing for maintenance to Frenier Road from Hwy 51 to the flood side right of way. Price and payment shall be distributed amongst the existing bid items. How can the contractor include surfacing for maintenance in its bid when it is unknown how often the COR may direct the adding of surfacing? Request that measurement and payment be in accordance with Paragraphs 1.3.2 and 1.4.2.

Response: This will be addressed in a forthcoming amendment.

Question: Section 31 24 00.00 12, Paragraph 3.5.1.3, Speed, states “except in an emergency, all vehicles operating within the construction easement area shall not exceed 15 mph.” Plan Sheet G-005, General Notes, Note 19, states “speed limit within construction limits is 10 mph.” Please clarify speed limit.

Response: The speed limit shall be 15 mph.

Question: Section 31 11 00.00 12, Paragraph 3.2.6.4, Abandoned Roadway, states “the abandoned Old US Highway 51 shall be removed from the land side right of way limit to the flood side right of way. Please provide the depth of asphalt and subbase material.

Response: Will provide in a forthcoming amendment.

Question: If Optional Work 1 is awarded at its maximum timeframe, 670 calendar days after NTP, it will only leave 670 calendar days to complete OW1 items within the total 1340 calendar days. Section 01100, Paragraph 34, Order of Work, states “if OW1 is exercised, the 1st order of work shall include the pile driving analyzer (PDA) testing of the pipe piles for the T-walls. Upon completion of the PDA testing, construction of the preload for the T-walls may proceed.” Considering the maximum latest award and following the required order of work will leave an inadequate amount of time to complete OW1 items considering the PDA test time, subsequent construction of Stage 1 preload, hold time of 20 weeks for Stage 1 preload, construction of Stage 2 preload, hold time of 36 weeks for Stage 2 preload, and preload removal.

Response: Duration will be revised from 670 to 550 calendar days in forthcoming amendment.

Question: The settlement gage detail shown on Dwg. C-013 shows a riser pipe welded to the plate. This typically causes issues at the jobsite with levee construction, especially when placed near the centerline of the levee. As levee fill for this project is relatively shallow, plates can be easily located utilizing GPS coordinates and probed for final elevations without the use of risers. Can the riser pipes be changed to optional?

Response: No. Settlement gages shall be installed as shown on the plans.

Question: Plan Sheet C-004 identifies the limits of Turf Establishment for Stages 1-4. Will the Contractor be required to establish permanent turf by seeding, fertilizing and mulching after the completion of Stages 1-3 embankment or is temporary seeding sufficient for these stages?

Response: Temporary seeding is not required for Stages 1-3.

Question: Based on engineering analysis performed for this project, what is the anticipated depth of settlement that will occur for the Stages 2 and 3 Levee Design Sections during their respective 30-week hold periods?

Response: Stage 2 settles an estimated 4 ft. Stage 3 settles an estimated 1 ft.

Question: Based on engineering analysis performed for this project, what is the anticipated depth of settlement that will occur for the Stages 1 and 2 Preload Design Sections during their 20-week and 36-week hold periods?

Response: Stage 1 settles an estimated 4.5 ft. Stage 2 settles an estimated 3 ft.

Question: Section 01100, Paragraph 29, US Hwy 51 Bypass Roadway, states “the road shall be removed upon completion of the construction of the floodgate and US Hwy 51 improvements.” What are the specific requirements on how this area is to be left after removal of the road and associated features?

Response: The area shall be graded to drain.

Question: Section 01100, Paragraph 32 (c), Services To Be Furnished To The Government, requires the Contractor to provide an airboat with operator for Government personnel. Please confirm that this equipment (airboat) is required for safety, transportation, and inspection of the work as the other required provided equipment (UTV) should be adequate to accommodate Government personnel.

Response: Services as stated shall be provided.

Question: Section 31 24 00.00 12, Paragraph 1.4.1, Embankment, states “Price and payment shall constitute full compensation for furnishing … material (except earth material)…” Please clarify that earth material is to be Contractor-furnished and should be included in the bid.

Response: Earth material is to be Contractor-furnished. Paragraph will be revised in a forthcoming amendment.

Question: The Office of the Under Secretary of Defense has recently issued two memorandums, “Guidance on Inflation and Economic Price Adjustments” and “Managing the Effects of Inflation with Existing Contracts”, concerning Economic Price Adjustment (EPA) clauses. Considering the continued volatility in the economic and labor markets and the duration of this contract (1,340 calendar days), would the Government consider including an EPA clause in this contract particularly since OW1 has a potential award timeframe of 670 calendar days after NTP.

Response: No.

Question: Can the government please provide a breakdown of CLIN items with a "1 JOB" quantity?

Response: See attached job item quantities.

Question: Please provide the Government’s estimated quantities for job items.

Response: See attached job item quantities.

Question: The Solicitation, Offer and Award page, SF 1442, states the bid date for this project is April 11, 2024. The instructions to bidders states the bid date as April 10, 2024. Which is correct?

Response: Temporarily postponed.

Question: What is the wall thickness of the PDA Test piles?

Response: 5/8” wall thickness.

Question: Sheets C-005 & C-006 show cold planning and asphalt overlay, except in the areas where the floodgate monolith is backfilled, which receives embankment, geotextile fabric, class II base course, binder then wearing course asphalt. What is the depth of the cold planing? What is the thickness of the binder course in the gate monolith backfilled area? What is the thickness of the wearing course in the gate monolith backfilled area?

Response: The depth of cold planing is 2”. There is no binder course for Hwy 51. The thickness of the wearing course will vary from 2” to 6” as shown on C-006.

Question: Sheets C-201 through C-204 contain plan and profile of the US Hwy 51 Bypass Roadway, CLIN 0019.

Please provide specifications for the items of work which are to be included in this pay item.

Response: As per the notes on sheets C-201 through C-204, see the 2016 Edition of the Louisiana DOTD Standard Specifications for Roads and Bridges.

Question: Sheet C-304 shows a typical section for Monoliths M2-M4 and M6-M7. There is a note saying Sand base must be added for locations that are below water. Will this sand be measured for payment?

Response: Yes.

Question: Section 31 41 16.00 12, paragraph 2.2 states that all new sheet piling will be supplied in full lengths. At the utility modifications, there will be several pairs that will require splicing. Would it be acceptable for those pairs to come to the job already cut for splicing?

Question: Specification section 01 53 00.02 12 Temporary Retaining Structures is listed in the Table of Contents but not included. Please provide.

Response: The specification section will be provided in a forthcoming amendment.

Question: Specification section 01 55 26.02 12 Traffic Control and Coordination is listed in the Table of Contents but not included. Please provide.

Response: The specification section will be provided in a forthcoming amendment.

Question: Will the TRS sheets need to be left in place and cut off below grade or will the contractor be allowed to pull them?

Response: The TRS sheets shall be left in place and cut off 3’ below grade or structure, whichever is lower.

Question: Are rumble strips required for the US Hwy. 51 bypass road or the US Hwy. 51 new permanent pavement section?

Response: No.

Question: If rumble strips are required for either the US Hwy. 51 bypass road or the US Hwy. 51 permanent pavement, please provide specification.

Response: Rumble strips are not required.

Question: Because of long lead times for items in OW-1, will the Government pay for material (piling and structural steel items) stored off site?

Response: This will be addressed in a forthcoming amendment.

Question: There is concern with the amount of time to construct OW-1. The Government has 670 calendar days to award, PDA’s must be performed, and the preload constructed and held for two periods before subsequent OW- 1work can begin. Please consider adding the Optional Work 1 preload to either the Base Work or Optional Work 2 to save critical time occupied by the preload process.

Response: The Optional Work 1 preload will not be moved to either the Base Work or Optional Work 2.

Duration will be revised from 670 to 550 calendar days in forthcoming amendment.

Question: Specification section 31 05 19.05 12 does not provide the required lap for the Reinforcement Geotextile.

Please provide the required lap footage.

Response: 2’ overlap.

Question: Is the embankment material required for the permanent access roadway ramps measured and paid under the applicable Embankment, Compacted Fill Items?

Question: Is settlement that occurs during construction periods and hold periods measured and paid for at the preload sites, by the use of settlement plates, under the applicable Embankment, Compacted Fill Items?

Question: Is settlement that occurs during construction periods and hold periods measured and paid for along the levee, by the use of settlement plates, under the applicable Embankment, Compacted Fill Items?

Question: Are both layers of Reinforcement Geotextile Fabric at the preload sites measured and paid for under the applicable Reinforcement Geotextile items?

Question: Drawing C-008 shows AT&T’s buried C-005 line within the footprint of the preload. Nothing is noted in the utility disposition about this line being relocated, either temporarily or permanently, for wick drain installation and/or preload construction. Will this line be required to be relocated outside of the preload footprint for wick drain installation, preload construction, or any potential settlement? Who is responsible for relocation work if so?

Response: AT&T will temporarily relocate the C-005 line overhead, prior to construction. During construction the Contractor will be required to sleeve the line through the sheet pile as shown on sheet S-403. The utility tabulations on sheet G-004 will be revised accordingly in a forthcoming amendment.

Question: Please provide anticipated settlement amounts for the preloads and levee for each stage of construction.

Response: For the preloads: Stage 1 settles an estimated 4.5 ft. Stage 2 settles an estimated 3 ft. For the levee:

Stage 2 settles an estimated 4 ft. Stage 3 settles an estimated 1 ft.

Question: Please provide the required wall thickness for the two (2) PDA piles (re: Plan Sheet S-304).

Response: 5/8” wall thickness.

Question: Request a two (2) week extension of the bid date.

Response: Solicitation will be extended for one week.
