The following have been added by full text:
QUESTIONS
1. We need clarification and a set of specifications for material supply, NDE requirements, and paint requirements.
In general, material and product requirements are in Section C1, NDE requirements are in Sections C2 and C3, and paint requirements are included in Section C4 of the advertised specifications. Note that there may be some cross over among the specification sections (e.g., Section C1 may include some inspection and NDE requirements).
2. We need to clarify if the supply of the rack and cathodic protection is actually part of the scope. There is a note on M501 that the 5/8" seal welded plate is to be machined to 1/2" in the field implying this may be supplied by others as weld. Again, on drawings CP100-103, there is a note about anodes systemed supplied by others. Are we supplying the anodes and other?
The rack and all of the components shown in Detail C5 on Drawing M-501 including welding of the 5/8” plate are part of the scope of work. The plate will be machined to the required thickness to achieve the gap specified in Detail A4 by the Government during installation. Please see Note 5.1 on sheet G-003.
Per Section C5, paragraph 1.2 GENERAL REQUIREMENTS:
For each sector gate, the Contractor shall furnish, fabricate, and install all anode supporting hardware and mounting techniques, connections, support steel channels, and assembly details in compliance with these contract plans/drawings and specifications, in accordance with the recommendations of the respective manufacturers, in accordance with standard construction practice, and as approved by the Contracting Officer's representative to conform with the minimum requirements of this contract.
Other paragraphs in Section C5 should also clarify what is required under this contract.
The Junction Box Support is also part of this contract.
Anodes, reference cells, conduit, wiring, and any other item that is stated as “NIC” (Not in Contract) are also not required to be purchased and installed by the Contractor.
The 5/8” steel band shown on Sht. M-501 is to be furnished and installed under this contract. The machining will be by others.
3. Please clarify the note on skin splice location being 8' from intercoastal members. At approximately 22' high, and having 3 intercoastal members, we are unsure of the intended location.
Intercostals are the vertical ribs located between the skin plate and the horizontal girders. Vertical splices in the skin plate shall be located at least 8” from the intercostals as stated on Note 4 on Drawing S-201. The contractor shall show the actual splice locations on the shop drawings for Government review and approval.
4.Need to confirm if a dimensional survey of the completed gate is a requirement.
Drawing G-005 states when the dimensional surveys are required (post fabrication/prior to painting, post painting/prior to delivery, and post delivery).
5. Confirm if handrails are installed or shipped loose upon shipment.
The Contractor has the option of installing the handrails prior to shipping or after shipping. If shipped loose, the handrails must be installed before the Contractor leaves the storage location.
6. Are there any splice restrictions on the composite timber lengths?
Splices in the composite timber fenders shall be kept to a minimum. Splice locations must be shown in the Contractor’s shop drawings.
7. On previous projects we have had trouble getting the exact seal detailed. Can you confirm that this will not be a problem if tail length is revised to facilitate the manufacturer's mold?
The slight lengthening or shortening of the seal should not be a problem. The final seal dimension though would have to be approved before acceptance by the Government.
8. On sheets M502-M504 - will the hinge bearing collar and bushing be part of the scope or will they reuse the existing one?
The hinge bearing collar (Sht. M-504) and hinge bushing (M-502) are part of the contract. The existing hinge anchorage plates shown on M-502 are embedded plates which are not in this contract.
9. The pintle on drawing M505 - is the pintle on the existing gate being reused?
The fabrication of the new pintles is part of the contract. See Sht. M-505.
10. Would you also possibly be able to provide the patterns and solid models for the project?
Per the spec, they have to make their own. See Section C3, para 3.2 below:
3.2 PATTERN
In the construction of patterns, care shall be taken to avoid sharp corners or abrupt changes in cross section, and ample fillets shall be used. The Contractor shall add such draft and increases in pattern thicknesses as will conform to his standard foundry practice and as may be necessary to insure that all metal thicknesses of the finished castings conform to the dimensions shown on the drawings, within the tolerances specified in paragraph "Dimensional Tolerances for Structural Work."
Patterns shall be furnished by the Contractor and shall be turned over to the Government Representative at the end of the contract. Patterns shall be delivered to Calcasieu Lock Facility.
11. I wanted to see if this project is to utilize Tangent Technologies’ 8 x12 SeaTimber (composite timber) for the gates?
“The supplier needs to submit a cut sheet showing the properties we specify in the paragraph below (Section C1, paragraph 2.1.15 as well as all of the subparagraphs) so we can compare the two before a determination can be made”.
