About this file
This amendment to a solicitation provides additional clarification regarding dredge equipment requirements and production estimates. Specifically, the amendment maintains depth dredging requirements of 51 feet and estimated hour quantities for dredges with and without submerged pumps. While a questioner noted a discrepancy in projected productivity increases between dredge specifications and estimates, the agency does not intend to modify requirements based on historical data demonstrating greater impacts on dredge efficiency without submerged pumps at increased depths. Minimum hourly production rates also remain unchanged. The resulting indefinite delivery/indefinite quantity contract will have a ceiling of $40 million and cover cutterhead dredging services within waterways of the New Orleans District, including the Atchafalaya Basin and Gulf Intracoastal Waterway. Responses are due no later than the previously established deadline of July 18, 2023 at 2:00 pm Central Time.

Contractor Question and Answer
Question #1: For the 24” dredge w/o underwater pump, the estimated quantity is 5,768 hours. For the 24” dredge w/ underwater pump, the estimated quantity is 4,002 hours. The 24” dredge w/o underwater pump has 1.44x the amount of hours (5,768 / 4,002) than 24” dredge w/ underwater pump.
The government is saying the 24” dredge w/ underwater pump is this much more productive than the 24” dredge without the underwater pump. However, when comparing the minimum output requirements, the 24” dredge w/o underwater pump is 1,064 cy/hr and the 24 dredge w/ underwater pump is 1,329 cy/hr which is only 1.25x more productive (1,329/1,064), not the 1.44x.
Either the 24” dredge w/o underwater pump hours should be reduced to 5,002 hours (1.25x 4,002) or the minimum output requirement for the 24” dredge w/ underwater pump should be increased to 1,532 cy/hr (1.44 x 1,064). The same issue can be noted for the 30” dredge w/ underwater pump and 30” dredge w/o underwater pump.
Also, most of the assignments on this contract are shallow draft assignments (less than 12’ to 14’ in depth). The government should consider removing the 51’ dredge depth requirement to something more in line with the assignment requirements. The government should also consider removing the underwater pump incentive as there is really no production benefit, if any, when dredging shallow draft assignments.”
Answer #1: “The Government does not intend to remove the requirement to dredge to a depth of -51 feet. The production rates are based on historical data which shows that dredges without a submerged pump are more negatively impacted as dredging depths increase. The number of hours provided in the bid schedule reflect this impact to the dredges without a submerged pump. “
