SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
RESPONSES TO QUESTIONS 7-17-23
51. Please review the contract duration of 1095 calendar days and consider extending. We feel this duration is extremely short with the amount of work required and the sequencing and hold times that corresponds to the work. Contract Duration will be increased by Amendment.
52. Are TRS sheet piles required to be new? There is not a requirement for the TRS sheeting to be new, however, previously used sheeting may be rejected for use if determined to be in poor condition that could present a safety issue.
53. Will the contractor be required to design and install a TRS to expose and remove the CSX pipeline? A TRS will be required where pipeline depths exceed 5’. An attachment of the survey pipe depths will be provided.
54. Do the temporary roads inside the TRS need to be removed or can they remain in place? At end of construction the TRS is to be backfilled to original canal cross section and sheeting cut to mudline. No objection to leaving temporary road material in place if below the original canal section.
55. Will the contractor be allowed to access the I-10 Canal with portable barges (flexifloats) from the I-10 median? No. Provided access to the project is via Access Road F. The contractor, however, has the option to obtain right-of-way for his own convenience as specified in the project specifications.
56. Will CWI be required for splicing temporary TRS piling? Yes certified weld inspection will be required for TRS piling, however, increase in non-destructive testing of welds from 25% to 50% will not be required for the TRS piles.
57. Drawing G-005, Existing Bridge Monitoring note 4 states “LA DOTD requires that the total and differential settlement of the bridges shall be less than 1/16” due to construction. Settlement shall be monitored continuously throughout construction”.
What happens if settlement exceeds 1/16” of an inch? Settlement requirements will be adjusted by Amendment.
58. Regarding the monitoring of settlement of the I-10 bridges, modern GPS survey equipment, and even level loops, have tolerances that exceed
1/16”.
How is the contractor to monitor settlement within a 1/16” continuously during construction when the available technology to monitor settlement has a tolerance that exceeds the specified requirement? Settlement requirements will be adjusted by Amendment.
How will natural expansion and contraction of the bridges during periods of hot and cold weather be accounted for? Settlement requirements will be adjusted by Amendment.
59. Construction of the surcharges impacts access to the floodwall site.
Will the contractor be allowed to travel over or within the footprint of the surcharges during the stage 1 and stage 2 hold periods? Yes
60. Will the temporary steel pipes shown on drawing S-403 require any type of backfill up to the mud line prior to cutting off and abandoning? No.
If so, what material?
61. Question 26 confirmed that embankment material for the preload is measured and paid for under the Embankment, Compacted Fill Item.
Is the embankment material required to reconstruct to the original stage 1 elevation at the end of the stage 1 hold and the additional embankment material required to construct stage 2 measured and paid for under the
Embankment, Compacted Fill item? Yes.
Will settlement during stage 1 construction be measured and paid for under the Embankment, Compacted Fill item by the use of settlement plates at the preloads? Yes.
Will settlement at the end of the stage 1 hold period prior to stage 2 construction be measured and paid for under the Embankment, Compacted Fill item by the use of settlement plates at the preloads? Yes.
62. Removal of the preload and sand base within the T-wall footprint will produce a hole in accordance with the anticipated settlement approximately 5 to 7 feet deep. Please note the sand base does not extend beyond the beginning of the T-wall along wall line. The Contractor is not required to over excavate material below the depths required for construction of the T-Wall.
Will the embankment material required to fill in this hole be measured and paid for under the Embankment, Compacted Fill item? No. Over excavation is not required. This work is paid under 0016 Surcharge
Excavation/Reuse.
If so, who is responsible for surveying the hole to determine the quantity?
N/A. See above.
63. After the anticipated 5 to 7 feet of settlement at the preloads, the sand base to remain outside of the T-wall footprint will be that much lower.
Will the contractor be required to return the sand base to EL 3.5? No.
If so, will this material be measured and paid for under the Sand Fill item?
64. Will the vertical wick drains and horizontal strip drains within the sand base portion of the preload to remain outside of the T-wall footprint need to be returned to the original installation EL. 2.5 after preload settlement and removal? No.
If so, will the additional vertical wick drains and horizontal strip drains be measured and paid for under the respective items?
65. Please provide the location of the laydown yard and trailers. Contractor to submit proposed area for review via submittal.
66. Will the contractor be allowed to set up office trailers near Hwy 61 within the boat launch property? The Contractor is responsible for the location of the office trailers for this project.
67. Is the preload sand base material measured and paid under the Sand Fill item? Yes
68. Are the vertical wick drains and horizontal strip drains required at preloads, within the preload footprints measured and paid under the vertical wick drain and horizontal strip drain items? Yes
69. Are the two layers of reinforcement geotextile at the preloads, within the preload footprints measured and paid under the Reinforcement Geotextile
17,000 lb/ft item? Yes
70. Response to question 3 states that all TRS pilings are to be cut off below the mudline and remain.
Please provide the distance below the mud line that piling will need to be cut off. The response should say “at the mudline” similar to the specifications.
71. Initial Surcharge Stage 1 and Stage 2 plan show 2 layers of geotextile at
EL. +3.5 and +4.5. The final levee cross sections show the same 2 layers of geotextile at EL +3.5 and +4.5. The 2 layers of geotextile will settle with the surcharge below these elevations and additional fabric will need to be furnished and installed to return the fabric in the final levee section to these elevations.
Will this additional geotextile be measured and paid for a second time under the Reinforcement Geotextile 17,000 lb/ft item? The drawings do not show the settled cross section. Additional reinforcement geotextile is not required after the initial 2 layers settle.
72. Drawing C-206 depicts the sand base in the surcharges ending at the limit of the Future T-Wall.
Please clarify as sand is required to be placed to EL. 2.5 for vertical wick drain and horizontal strip drain installation and functionality. Beyond the limit of the sand base (within the preload), clay will be used to construct base to El. 2.5 for wick and strip drain installation.
73. This project has 2 PDA test piles. If the contractor plans on using 2 different pile hammers, one for driving full length piles and one for the low headroom situation under the I-10 bridges, will the number of PDA test piles need to be increased? The PDA test piles are primarily intended to correlate with the full length piles for confirming pile tip elevation.
The 2 PDA tests shall include the hammer to be used on full length piles.
Adjustments to low headroom driving hammer can be evaluated while driving the 1st production pile below the bridge.
If so, would it be better to change the unit of measure from Job to Each?
Unit of measure to remain as JOB.

“30. SPECIAL WORK REQUIREMENTS
(1) Vibration Monitoring of the I-10 Bridges. Vibration monitoring shall follow guidelines listed in the latest version of the Louisiana Standard Specifications for Roads and Bridges. This includes a max PPV limit of 2.0 in/s and ceasing driving and adjusting methods if over 1.6 in./s. Vibration limits in LSSSRB are based off of vibrations at the ground. Due to the site having standing water in existing condition, the Contractor shall maintain a dry area around the monitors placed on ground. Contractor shall submit monitoring plan for review and approval. The monitors shall be located within 50 feet of the existing bridges. The closest monitor to bridge shall be placed as close as practicable based on elevation of existing ground to minimize efforts to maintain a dry area.
(2) Settlement Monitoring of the I-10 Bridges. The Contractor shall survey and record the elevations and monitor settlement for unacceptable values at the bridge bent caps and pilings. These locations correspond to the eighteen caps/pilings located within the ROW, that support the bridge (east and west bound lanes). The Contractor shall record the elevation of these eighteen points before beginning construction in order to arrive at a baseline reference elevation for the caps and footings and also when construction is within 500 feet of the bridge, in order to monitor any settlement of the bridge. The survey loop shall be locally confined to the bridge bents and not require tie back to benchmark to increase accuracy of differential measurements between bents. Any initial elevation differences between bents (prior to construction) shall be documented and these elevation differences shall not be included in measuring toward the allowable net construction settlement limits. The first survey shall be submitted to the Government for review prior to beginning work near the bridges.
(3) Elevation Surveys. Elevation surveys of the bridge bents within the project right of way shall be taken once every 10 days while work is on-going within 500 feet of the bridges. Elevation surveys shall be taken daily during pile driving activities for the first 2 weeks of driving. TRS pile driving shall begin underneath the center of the existing bridges and work outward. After the initial 2 weeks of pile driving, the elevation survey frequency may decrease to once every 3 days for the duration of pile driving unless settlement limits are exceeded. Surveys shall be taken at a consistent time of day within a tolerable range of 2 hours. All collected elevation data shall be reported in writing and electronic form to the Contacting Officer’s representative. The Contractor shall record the elevations and monitor the settlement for unacceptable values. Unacceptable values are as as follows:
(a) The total settlement at any bent shall not exceed 7/8”.
(b) The net differential settlement between any bents within a continuous deck 4 span unit shall not exceed 3/8”.
(c) If the measured total or differential settlement exceeds or is within 1/8” of these limits, pile driving shall cease, and the survey shall be immediately submitted to the Government.
If unacceptable values are determined, remediation must be taken to ensure the safety of the bridges and traffic thereon. If it is determined that unacceptable settlement has occurred, the Contractor shall cease his/her current operations and notify the Contracting Officer immediately, and the Contracting Officer may also require the Contractor to take additional elevation readings at the required locations, or other points, in order to provide additional settlement information. No separate measurement or payment will be made for modification of construction operations and any remedial work to the I-10 bridge.
Payment for all work associated with any modification of construction operations or remedial work to the I-10 bridges caused by settlement will be made under the Contract clause in Section 00700 entitled, “CHANGES (FAR 52.243-4), provided the Contractor is not found negligent of compliance with these plans and specifications.
(4) Vibration and Settlement Monitoring Reports. The Contractor shall submit the vibration and settlement monitoring reports to the COR and LADOTD. The LADOTD point of contact is Mr. Christian Boutte, District Engineering Office at 985 375-0270.
(5) Temporary Retaining Structure. Prior to beginning construction of temporary retaining structures that will cut off the existing I-10 canal, the Contractor shall ensure the interior drainage channel is completed and connected to Reserve Relief Canal to maintain drainage patterns. Note that there is an active existing 4” ethylene Shell gas line to be relocated by the owner before the interior drainage channel work may be performed. The existing I-10 canal shall not be closed off until connection to Reserve Relief Canal is made.”

“36. VIDEO AND PHOTOGRAPHIC DOCUMENTATION
The pre-construction and post-construction conditions of permanent roads, streets, driveways, sidewalks, above-ground utilities, and existing structures including the I-10 bridge structure (see paragraph SPECIAL WORK REQUIREMENTS) shall be verified and documented by the use of Contractor-furnished photographs and videos. Videos shall be digital format (DVD) with voice over commentary describing all pertinent or unusual conditions. Videos shall have a stamped date. Photographs shall be 35 mm or digital, color, and 4-inch x 6-inch size minimum and shall have stamped date. The Contractor shall provide four (4) copies of the DVD and four (4) copies of photos with negatives or CDs containing files to the Contracting Officer for the Contract file. Electronic photos shall be accompanied by a log describing the content of each photo. Four (4) hard copies shall be assembled in a report form with a cover letter attached. In the report, a description of each picture identifying and describing the location and indicating the date of the photograph shall be typed beneath each picture. On the reverse of each photograph, the Contractor shall affix a self-adhesive label on the reverse of each picture that shall identify the location, describe the photographed object and indicate the date of the photograph and name of the person who documents the information. All the information on the label shall be typewritten in black. Additionally, the name shall also be signed. The Contractor shall coordinate so that representatives of the Contracting Officer are present during the pre- and postconstruction documentation. No separate measurement or payment will be made for video and photographic documentation. Payment shall be included in the contract job price for “Mobilization and Demobilization”.”

“3.2.1 Compacted Fill
The location and extent of the compacted fill is shown on the drawings. The first stage of compacted fill shall be placed in water on the land side of the sand base to allow for installation of the horizontal strip drains. The second stage of compacted fill shall be placed in water on the flood side of sand base or shall be placed on the reinforcement geotextile above sand base. The second stage shall be to elevation 9.0 feet maximum, as shown on the drawings, and the estimated hold time is 8 months. The third stage shall be to elevation 11.00 feet maximum, as shown on the drawings, with an estimated hold period of 6 months. After the Contracting Officer has approved final hold period, the levee shall be reconstructed to construction grade of El 11.00 feet. Estimated hold times could be different based on the results of the instrumentation program and CPT verification program. The materials for compacted fill shall be placed or spread in layers, the first or bottom layer and the last two layers not more than 6 inches in thickness and all layers between the first and the last two layers not more than 12 inches in thickness prior to compaction. Initial fill for berms may be placed in water and shall be placed until 1 foot above water where testing shall begin. Layers shall be started full out to the slope stakes and shall be carried substantially horizontal and parallel to the levee centerline with sufficient crown or slope to provide satisfactory drainage during construction. When the surface of any compacted layer is too smooth to bond properly with the succeeding layer, it shall be adequately scarified before the next layer is placed thereon. Lifts shall be placed in a manner that prevents shrinkage cracks and open voids from developing in previously placed lifts. The rate of placement of compacted fill shall not exceed 2 feet in elevation over a 7 day time frame. The elevation of the levee embankment shall not exceed the elevation of the berm embankment(s) by more than 2 feet until the berms are fully constructed.”

**The unit "JOB" as used in this Bidding Schedule is synonymous with the term "Lump Sum" used elsewhere within these plans and specifications.
00010-5 Ed 19-025
Award will be made as a whole to one bidder.
NOTE 1: Bidders shall furnish unit prices for each item listed in the Schedule requiring a unit price. If the bidder fails to insert a unit price in the appropriate blank for required item(s), but does furnish an extended total, or an estimated amount for such item(s), the Government shall deem the unit price to be the quotient obtained by dividing the extended amount for that line item by the quantity. IF A BIDDER OMITS BOTH THE UNIT PRICE AND THE EXTENDED
TOTAL OR ESTIMATED AMOUNT FOR ANY ITEM, ITS BID SHALL BE
DECLARED NON-RESPONSIVE AND THEREFORE INELIGIBLE FOR
AWARD.
NOTE 2: Any bid may be rejected if the Contracting Officer determines in writing that it is unreasonable as to price. Unreasonableness of price includes not only total price of bid, but the price for individual line items as well. Any bid may be rejected if the prices for any line items or sub line items are materially unbalanced (See FAR 14.404-2, Rejection of Individual Bids).
NOTE 3: THE NOTICE TO PROCEED (NTP): The successful bidder is advised that performance and payment bonds shall be submitted in accordance with the time frame in block 12B of SF 1442. The NTP will be issued immediately after verification of acceptable performance and payment bonds. Within seven (7) days after issuance of the NTP, the Contractor shall initiate a meeting to discuss the submittal process with the Area or Resident Engineer or his authorized representative. Physical work cannot start until the Accident Prevention Plan, Contractor Quality Control Plan, and other submittals which may be required, have been submitted and approved and all preliminary meetings called for under the contract, have been conducted.
NOTE 4: RAPID VENDOR PAYMENT: Web based instructions for the submission of invoices;
http://www.mvn.usace.army.mil/BusinessWithUs/Contracting/RapidVendorPayment.aspx
NOTE 5: OPTIONAL WORK ITEMS. The Government may require the delivery of the numbered line item(s), identified in the schedule as OPTIONAL WORK Items, in the quantities and prices stated in the schedule. The Contracting Officer may exercise the OPTIONAL WORK Items by written notice to the Contractor. If OPTIONAL WORK is exercised, it will be no later than April 1, 2024. Bidders shall bid on all items including optional items (see “Evaluation of Options” FAR 52.217-5). Failure to bid on all items will result in a non-responsive bid.
NOTE 6: EVALUATION OF OPTIONS (FAR 52.217-5 JUL 1990). Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for this basic requirement.
Evaluation of options will not obligate the Government to exercise the option(s).
** If an option is to be exercised at the time of contract award FAR17.208 shall be used in place of FAR 52.217-5.
NOTE 7: TIME ADJUSTMENT IN THE EVENT OF THE EXERCISE OF
OPTIONAL WORK. In the event that OPTION WORK items are exercised under
00010-6 Ed 19-025 the terms of the contract, the time required for completion of the contract will not be adjusted but shall be performed concurrent with the original contract duration of 1,300 calendar days established for the BASE WORK items specified in the Contract Clause entitled “COMMENCEMENT, PROSECUTION, AND
COMPLETION OF WORK (FAR 52-211-10 – APR 1984)”.
EVALUATION OF SUBLINE ITEMS (Dec 2019 - AFARS 5152.211-9000).
Item Nos. 0018, 0029, and 0032 are subdivided into two or more estimated quantities and are to be separately priced. The Government will evaluate each of these items on the basis of total price of its subline items.
(End of Clause)
VARIATIONS IN ESTIMATED QUANTITIES - SUBLINE ITEMS (Dec 2019) - AFARS 5152.211-9001).
This variation in estimated quantities clause is applicable only to item Nos. 0018, 0029, and 0032.
(a) Variation from the estimated quantity in the actual work performed under any second or subsequent subline item or elimination of all work under such a second or subsequent subline item will not be the basis for an adjustment in contract unit price.
(b) Where the actual quantity of work performed for item Nos. 0018, 0029, and 0032 is less than 85% of the quantity of the first subline item listed under such item, the contractor will be paid at the contract unit price for that subline item for the actual quantity of work performed and, in addition, an equitable adjustment shall be made in accordance with the clause at Federal Acquisition Regulation
(FAR) 52.211-18, VARIATION IN ESTIMATED QUANTITY.
(c) If the actual quantity of work performed under item Nos. 0018, 0029, and 0032 exceeds 115% or is less than 85% of the total estimated quantity of the subline item under that item and/or if the quantity of the work performed under the second subline item or any subsequent subline item under item Nos. NONE exceeds 115% or is less than 85% of the estimated quantity of any such subline item, and if such variation causes an increase or a decrease in the time required for performance of this contract the contract completion time will be adjusted in accordance with the clause FAR 52.211-18, VARIATION IN ESTIMATED
QUANTITY.

TRS NOTES:
1. TRS SHALL NOT BLOCK THE EXISTING I-10 CANAL UNTIL THE INTERIOR CHANNEL HAS
BEEN CONNECTED TO RESERVE RELIEF CANAL.
2. THE CONTRACTOR IS SOLELY RESPONSIBLE FOR THE DESIGN, MAINTENANCE AND
REMOVAL OF HIS OWN TRS FOR THE CONSTRUCTION OF THIS PROJECT AS PRESCRIBED
IN THE SPECIFICATIONS. CONCEPTUAL DESIGN OF TRS IS FOR BIDDING PURPOSES ONLY.
3. CONTRACTOR SHALL PROVIDE TRS DESIGN CALCULATIONS STAMPED BY ITS OWN
PROFESSIONAL ENGINEER. CALCULATIONS SHALL INCLUDE SETTLEMENT ESTIMATES OF
THE EXISTING I-10 BRIDGE STRUCTURES FOR ANY FILL INSTALLED ABOVE EXISTING
GRADE. SETTLEMENT ESTIMATES OF THE EXISTING BRIDGES DUE TO NEW FILL SHALL BE
LESS THAN 1/16". SEE SPEC SECTION 01100, PARAGRAPH 30, SPECIAL WORK
REQUIREMENTS FOR DETAILS ON SETTLEMENT MONITORING.
4. THE USE OF VIBRATORY HAMMER IS NOT ALLOWED FOR THE INSTALLATION OF ANY
PILING.
5. THE LOW HEADROOM WORKSPACE UNDER THE I-10 BRIDGES WILL REQUIRE THE FULL
LENGTH TRS ELEMENTS TO BE CUT AND DRIVEN AND WELD SPLICED IN SHORT
SECTIONS OF SAFELY DRIVABLE LENGTHS TO THE REQUIRED TIP ELEVATIONS. SPLICES
SHALL BE STAGGERED.
6. THE CONTRACTOR SHALL MONITOR VIBRATIONS DURING HIS CONSTRUCTION
OPERATIONS. SEE SPEC SECTION 01100, PARAGRAPH 30, SPECIAL WORK
REQUIREMENTS FOR DETAILS ON VIBRATION MONITORING.
7. IF CONTRACTOR'S TRS OR ANY OTHER TEMPORARY STRUCTURE REQUIRES DRIVING
AND INSTALLING OF BATTER OR VERTICAL PILES, UNDER OR IN PROXIMITY OF THE
BRIDGES, THE DISTANCE BETWEEN SUCH PILES AND EXISTING BRIDGE PILES SHALL NOT
BE LESS THAN THREE TIMES THE MAXIMUM DIAMETER OF THE OVAL SHAPED BRIDGE
BENT PILES.
8. DEWATERING OF EXCAVATION TO LOWER THE GROUNDWATER BELOW THE SLOPES AND
BOTTOM OF EXCAVATION AND TO REDUCE HYDROSTATIC UPLIFT PRESSURE IN ANY
CONFINED STRATA OR AQUIFERS IS NOT REQUIRED. HOWEVER, IT SHALL BE THE
RESPONSIBILITY OF THE CONTRACTOR TO DEWATER THE AREA WITHIN THE TRS AND
MAINTAIN IT FREE OF WATER ENTERING EXCAVATION FROM WHEREVER SOURCES, FOR
THE DURATION OF CONSTRUCTION, USING DEWATERING SYSTEM CAPABLE OF
OPERATING 24 HOURS A DAY.
9. AFTER COMPLETION OF CONSTRUCTION, TRS PILES SHALL BE CUT OFF AT THE EXISTING
CANAL MUDLINE AND ABANDONED IN PLACE.
