8. QUESTION: A requirement for the Volume II portion of the proposal is a “Corporate Certificate”. Can the government please elaborate on what this is?
RESPONSE: A certificate and/or license recognizing the corporation’s firm name in the certificate.
9. QUESTION: On page 12 of 265, the Government indicates that proposals shall be submitted electronically. However, on page 13 of 265, the Government indicates that one original, three copies, and one electronic copy of Volume I should be submitted.
Additionally, on page 14 of 265, the Government indicates that one original, three copies, and one electronic copy of Volume II shall be submitted. Please clarify if the Government needs hard copies of the proposal or solely an electronic copy of both Volume I and II?
RESPONSE: Only one (1) electronic copy of the proposal is required. Section 00100 SUMISSION REQUIREMENTS / PROPOSAL CONTENTS / FORMAT Volume I and Volume II has been revised to read: “Submit One (1) Electronic Copy in PDF”.
10. QUESTION: 2.1.1. Suction Bell. The suction bell flange is casted in one piece. Are we planning on replacing the suction bell flange for optional work? Or is this only on the diffuser? Is this 0.070” clearance between the impeller blade and the wear sleeve? If suction bell is assembled in the shop with the diffuser, can we machine this wear sleeve to final dimensions in the shop? Or does this need to be done in field?
RESPONSE: Removal and replacement of the suction bell flange and technical requirements in Paragraph 2.1.2 DIFFUSER shall be included in the contract job price for “Refurbishment of Pump Assembly”. If the condition of the lower diffuser flange is determined to require repair, the Government will exercise the Optional Work Item “Refurbishment of Diffuser Lower Flange – OW”; reference Paragraph 2.1.2.1. REFURBISHMENT OF DIFFUSER LOWER FLANGE – OPTION WORK for technical requirements. The maximum acceptable clearance between the impeller blades and wear sleeve is 0.070”. Installation and machining of the wear sleeve can be performed in the shop; however, some final machining of the wear sleeve in the field could be required to achieve specified clearance between impeller blades and wear sleeve once all components are installed and aligned.
11. QUESTION: 2.1.3. Pump Column. Will these remaining parts need to be painted on site? Will the hardware have to be replaced on these remaining parts?
RESPONSE: No work shall be performed on the pump column itself. Replacement of the hardware connecting the diffuser to the pump column shall be replaced per Paragraph 2.1.2.
DIFFUSER.
12. QUESTION: 2.1.5. Mounting Plate. Will field machining be required on the base plate, to obtain a boss fit to the spool piece? Note: at the site I noticed Pump 1 mounting plate is the same as Pump 2 and has no shims underneath the 2 contact walls. On Pump 2 field machining was required to allow for grout underneath the mounting plate. Will this be required on Pump 1? Will we be allowed to drill and tap jacking holes in the mounting plate for alignment?
RESPONSE: Reference Updated Drawing 1100P2-4. Specification Section 35 45 01, paragraph
2.1.5. has been revised to read:
2.1.5. Mounting Plate
The mounting plate shall be field machined to properly mate with the gearbox spool piece per Paragraph 2.2.4 GEARBOX SPOOL AND MATING SURFACES. A rabbet fit is recommended to aid in alignment. The eight (8) existing 1" diameter drill thru and tapped holes shall be increased to allow for 2"-4.5 UNC 2B jack-bolts. Contractor shall provide the fasteners.
Grouting under the mounting plate is required. Contractor shall submit the proposed an expansive, non-shrink, ultra-low creep, self-leveling epoxy grout for Government approval prior to installation.
13. QUESTION: 2.1.6. Line Shaft. Mentions stainless steel material for couplings – Would this be the same stainless steel as used on the shaft? Type 410 Condition H?
RESPONSE: Specification Section 35 45 01, paragraph 2.1.6. has been revised to read:
“Couplings shall be AISI 4340 HT.”
14. QUESTION: 2.1.8. Impeller and Nose Cone. Will welding of the O.D. of the impeller be allowed to repair the blades? Will welding be allowed of the balancing weights to the impeller? Or will the balancing weights be required to be drilled and tapped? Will true cutting the nose cone be allowed to help with balancing of the impeller assembly?
RESPONSE: Impeller OD can be weld repaired, weights can be welded, and nose cone can be true cut.
15. QUESTION: 2.2.1. Mounting Plate Supports. Is grouting allowed between the bottom of the mounting plate and existing concrete or are hard shims required?
RESPONSE: No grouting; shims only as mounting plate supports need to be removable.
16. QUESTION: 2.2.2. Pump Column Stabilizers. Will a UT Scan be required before drilling for anchor bolts on the walls where the bump cable stabilizes?
RESPONSE: Reference Paragraph 3.3.2. PUMP COLUMN STABILIZERS. The Contractor shall use x-ray or ground penetrating radar to determine the location of the existing reinforcement for placement of the anchor bolts for the pump column stabilizers.
17. QUESTION: 2.2.3. Umbrella Platform Vertical Stands. Will UT Scan be required before drilling for anchor bolts? Will grouting be accepted between the vertical stands and the existing walls to obtain proper surface contact?
RESPONSE: Reference Paragraph 3.3.3 UMBRELLA PLATFORM VERTICAL STANDS.
The Contractor shall use x-ray or ground penetrating radar to determine the location of the existing reinforcement for placement of the anchor bolts for the wall supports. Grouting between the vertical stand and the existing walls will be acceptable. Contractor shall submit the proposed expansive, non-shrink, ultra-low creep, self-leveling epoxy grout for Government approval prior to installation.
18. QUESTON: 2.2.4. Gearbox Spool and Mating Surfaces. Will it be allowed to machine the spool surfaces to a boss male fit, to the gearbox, to help with alignment?
RESPONSE: A rabbet fit is recommended between the gearbox and the top of the spool piece, and between the bottom of the spool piece and the mounting plate to aid in alignment.
19. QUESTION: 2.5.1. Gear Coupling with Custom Spacer. Will any NDT be required after the old coupling are removed from the engine output and input shaft before new couplings are installed? To verify no cracks?
RESPONSE: Specification Section 35 45 01, paragraph 2.5.1. has been revised to read:
“Magnetic particle testing shall be performed on the engine output and gearbox input shafts to verify there are no internal cracks. Contractor shall submit a written report of the testing results and equipment calibration certificate for the machine being used to test the shafts.”
20. QUESTION: The specs call out to install an expansion joint. Currently there is a dresser coupling in place (see photo attached). Is this what they meant to request in the specs?
Photo attached.
RESPONSE: The existing coupling is a bolted, sleeve-type that can handle 1/8” of misalignment. The engine and the discharge pipe through the wall are fixed. Once the pump is realigned, the maximum displacement between the discharge elbow and fixed pipe is 1.5”.
EPDM expansion joints can handle this excessive amount lateral displacement.
21. QUESTION: The suction bell flange is called out to be replaced. From the drawings the suction bell seems to be ASTM A48 Class 40C, a gray cast iron. Is this the current material? If so, this causes difficulties when replacing (welding) with a new flange.
RESPONSE: The material specification is current.
