About this file
This solicitation package is for a maintenance dredging project on the Calcasieu River and Pass in Louisiana from Mile 6.0 to Mile 17.0. The solicitation includes revised bidding schedules, drawings, and responses to bidder questions. The required work includes dredging of the main channel and disposal of materials at designated confined disposal facilities and beneficial use sites. The project will be awarded as a firm-fixed price contract. Bidders must submit bids for all three bid schedules which will be evaluated based on total price to determine the lowest bidder for each schedule. The selected schedule will depend on available budgets for disposal at the Long Point Bayou and BUDMAT sites. The completion period ranges from 305 to 325 calendar days depending on the selected bid schedule and whether optional work items are exercised.

SUMMARY OF CHANGES
SECTION SF 30 - SF 30 CONTINUATION
The following have been added by full text:
AM 0001
Bidder Questions and Government Responses:
Question 1: Subsection 3.3.1. This section states that “The Contractor shall make every effort to maximize the use of each CDF prior to the use of an additional CDF”;
however, there is no maximum fill elevation specified in the contract for the Confined Disposal Facilities. Could you please clarify if there is a maximum fill elevation for the available CDF’s: 12B, 13, 15, 17, 22, E, H, M
Answer 1: There is a minimum requirement for construction of the CDF dikes, in addition the Contractor is required to submit a disposal plan. It is the Contractor’s responsibility to choose the array of CDFs to be used with desire to maximize fill based on size of plant and anticipated production rates. No specific elevation to determine maximum fill is included or will be added. Contractor’s mean and methods, including selection of CDFs, is unique per contractor.
Question 2: Note 2 in the four Bid Schedules states that the Bid Schedule will be selected based on the total base and optional work for each of the Bid Schedules. Does the Government anticipate awarding the Bid Schedule with the lowest price/how will the final Bid Schedule be selected?
Answer 2: Per Note 1 on the Bidding schedules, the low bidder for each Bid Schedule will be made based on the Total Base Work + Total Optional Work price for column “Estimated Amount” on each Bid. The day of bid opening, the apparent low bidder for each schedule will be identified. Only the apparent low bid for each of the three bid schedules will be considered for award. The final Selection of Bid Schedule will be determined the by funding constraints for both Long Point Bayou and BUDMAT as prescribed on the attached Schedule Calculation and Evaluation Criteria Addendum.
Question 3: While working on calculating quantities, I noticed a large discrepancy between the yardage we are calculating and the advertised yardage on the bid form.
The cross sections on the drawings were derived from surveys from April 2022.
According to mvn.usace.army.mil, surveys were performed in the Calcasieu ship channel in July 2022. These surveys show more shoaling in the channel than the cross sections provided in the drawings. Were these July 2022 surveys used to calculate the advertised quantities on the bid form, or do the advertised bid form quantities include anticipated shoaling? If the July 2022 surveys were used to calculate the advertised bid quantities, will you please provide cross sections from the most recent July 2022 surveys? Please call me if you need more clarification.
Answer 3: Current amendment includes revisions to dredging quantities on the bid schedule which considers the July 2022 surveys and anticipated shoaling.

**The unit "JOB" as used in this Bidding Schedule is synonymous with the term "Lump Sum" used elsewhere within these plans and specifications.
NOTE 1: Only one of the three Bid Schedules will be awarded. The low bidder for each Schedule shall be based on the TOTAL BASE WORK + TOTAL OPTIONAL WORK price for column “Estimated Amount” on each Bid Schedule. Bid Schedules will be evaluated in the following order: Bid Schedule 1, Bid Schedule 2, or Bid Schedule 3. The intent of the Government is to award “Bid Schedule 1.” Due to limited availability of funds, final selection of the Bidding Schedule to be awarded by the Government will be based on the Long Pointe Bayou (LPB) and BUDMAT prices as detailed in the Schedule Calculation and Evaluation Criteria Addendum.
NOTE 2: Bidders must bid on all three Bidding Schedules. If the bidder omits both the unit price and the extended amounts for any of the items in the Base Work or Optional Work on any of the Bid Schedules, then the bid will be declared non-responsive. If the
00010-4 Ed 22-036 bidder omits either of the Bidding Schedules, then the bid will also be declared non- responsive.
NOTE 3: Bidders shall furnish unit prices for each item listed in the Schedule requiring a unit price. If the bidder fails to insert a unit price in the appropriate blank for required item(s), but does furnish an extended total, or an estimated amount for such item(s), the Government shall deem the unit price to be the quotient obtained by dividing the extended amount for that line item by the quantity. IF A BIDDER OMITS BOTH THE UNIT PRICE AND THE EXTENDED TOTAL OR
ESTIMATED AMOUNT FOR ANY ITEM, ITS BID SHALL BE DECLARED NON-RESPONSIVE
AND THEREFORE INELIGIBLE FOR AWARD.
NOTE 4: Any bid may be rejected if the Contracting Officer determines in writing that it is unreasonable as to price. Unreasonableness of price includes not only total price of bid, but the price for individual line items as well. Any bid may be rejected if the prices for any line items or sub line items are materially unbalanced (See FAR 14.404-2, Rejection of Individual Bids).
NOTE 5: THE NOTICE TO PROCEED (NTP): The successful bidder is advised that performance and payment bonds shall be submitted in accordance with the time frame in block 12B of SF 1442. The NTP will be issued immediately after verification of acceptable performance and payment bonds. Within seven (7) days after issuance of the NTP, the Contractor shall initiate a meeting to discuss the submittal process with the Area or Resident Engineer or his authorized representative. Physical work cannot start until the Accident Prevention Plan, Contractor Quality Control Plan, and other submittals which may be required, have been submitted and approved and all preliminary meetings called for under the contract, have been conducted.

The Government may require the delivery of the numbered line item(s), identified in the schedule as Optional Work Items, in the quantities and prices stated in the schedule. The Contracting Officer may exercise the Optional Work Items by written notice to the Contractor. Bidders shall bid on all items including Optional Work items (see “Evaluation of Options” FAR 52.217-5). Failure to bid on all items will result in a non-responsive bid.
NOTE 8: EVALUATION OF OPTIONS (FAR 52.217-5 JUL 1990). Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for this basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). ** If an option is to be exercised at the time of contract award FAR17.208 shall be used in place of FAR 52.217-5.
00010-5 Ed 22-036
NOTE 9: TIME ADJUSTMENT IN THE EVENT OF THE EXERCISE OF OPTIONAL
WORK. In the event that Optional Work items are exercised under the terms of the contract, the time required for completion of the contract shall be 325 calendar days in addition to the original contract duration of 305 calendar days established for the Bid Schedule 1 - Base Work items specified in the Contract Clause entitled “COMMENCEMENT, PROSECUTION, AND
COMPLETION OF WORK (FAR 52-211-10 – APR 1984)”.

EVALUATION OF SUBLINE ITEMS (Dec 2019 - AFARS 5152.211-9000).
Item Nos. 0003, 0004, 0005, and 0018 are subdivided into two or more estimated quantities and are to be separately priced. The Government will evaluate each of these items on the basis of total price of its subline items.
VARIATIONS IN ESTIMATED QUANTITIES - SUBLINE ITEMS (Dec 2019) - AFARS 5152.211-9001).
This variation in estimated quantities clause is applicable only to item 0003, 0004, 0005, and 0018.
(a) Variation from the estimated quantity in the actual work performed under any second or subsequent subline item or elimination of all work under such a second or subsequent subline item will not be the basis for an adjustment in contract unit price.
(b) Where the actual quantity of work performed for item Nos. 0003, 0004, 0005, and 0018 is less than 85% of the quantity of the first subline item listed under such item, the contractor will be paid at the contract unit price for that subline item for the actual quantity of work performed and, in addition, an equitable adjustment shall be made in accordance with the clause at Federal Acquisition Regulation (FAR) 52.211-18, VARIATION IN ESTIMATED QUANTITY.
(c) If the actual quantity of work performed under item Nos. 0003, 0004, 0005, and 0018 exceeds 115% or is less than 85% of the total estimated quantity of the subline item under that item and/or if the quantity of the work performed under the second subline item or any subsequent subline item under item Nos. NONE exceeds 115% or is less than 85% of the estimated quantity of any such subline item, and if such variation causes an increase or a decrease in the time required for performance of this contract the contract completion time will be adjusted in accordance with the clause FAR 52.211-18, VARIATION IN ESTIMATED
QUANTITY.

Schedule Calculation and Evaluation Criteria Addendum
A. Background Information. The final selection of the Bid Schedule to be awarded be determined by both the funding available (“Budget”) for disposals at Long Point Bayou (LPB) and MUDMAT sites and the prices bid for the LPB and BUDMAT disposal sites. Due to the separate funding streams and requirements for LPB and BUDMAT disposals, the incremental value between those disposals and the Federal Standard must be calculated to determine which Bid Schedule will be selected so that the Government can maximize the funds available.
B. Calculation Required. The Delta is defined as the increment from the Federal Standard defined by Bid Schedule 3 for the matching activity. The Federal Standard does not incorporate beneficial use and all material goes into CDFs. The LPB Price and BUDMAT Price will be defined as follows:
For Bid Schedule 1:
LPB Price = Delta of Dredging Mile 9.0 to Mile 15.2 + CLIN 0014 Bid Schedule 1 + CLIN 0015 Bid Schedule 1 + Delta of Mobilization and Demobilization
Delta of Dredging Mile 9.0 to Mile 15.2 = CLIN 0004 Bid Schedule 1 – CLIN 0003 on Bid Schedule 3
Delta of Mobilization and Demobilization = CLIN 0001 Bid Schedule 1 – CLIN 001 Bid Schedule 3
BUDMAT Price = Delta of Dredging Mile 6.0 to Mile 9.0 + CLIN 0019 + CLIN 0020 + Delta of Additional Mobilization and Demobilization
Delta of Dredging Mile 6.0 to Mile 9.0 = CLIN 0017 Bid Schedule 1 – CLIN 0016 Bid Schedule 1
Delta of Additional Mobilization and Demobilization = CLIN 0001 Bid Schedule 1 – CLIN 001 Bid Schedule 3
For Bid Schedule 2:
LPB Price = Delta of Dredging Mile 9.0 to Mile 15.2 + CLIN 0014 Bid Schedule 2 + CLIN 0015 Bid Schedule 2 + Delta of Demobilization and Demobilization
Delta of Dredging Mile 9.0 to Mile 15.2 = CLIN 0004 Bid Schedule 2 – CLIN 0003 on Bid Schedule 3
Delta of Demobilization and Demobilization = CLIN 0001 Bid Schedule 2 – CLIN 001 Bid Schedule 3
C. Steps to Determine which Bid Schedule to recommend for Award.
Step 1: Compare LPB Price of apparent low bidder for Bid Schedule 1 to the LPB Budget.
If:
1) LPB Price > LPB Budget; proceed to Step 3—Review of Bid Schedule 2.
2) LPB Price < LPB Budget; proceed to Step 2—Compare BUDMAT Price with BUDMAT Budget.
Step 2: Compare BUDMAT Price of apparent low bidder for Bid Schedule 1 to the BUDMAT Budget. If:
1) BUDMAT Price > BUDMAT Budget; proceed to review of Bid Schedule 2.
2) BUDMAT Price < BUDMAT Budget; Recommend to award Bid Schedule 1
Step 3: Compare LPB Price of apparent low bidder for Bid Schedule 2 to LPB Budget. If:
1) LPB Price > LPB Budget; Recommend to award Bid Schedule 3
2) LPB Price < LPB Budget; Recommend to award Bid Schedule 2
