AMENDMENT 0001
Bidders Questions and Government Responses
Question 1: On Civil Sheet C-11 it shows a 10’ wide access road surfacing detail of 7” thick. Does this apply to Civil Sheet C-10 Access Road to the Borrow Pit area? Will this be the only Access Road to receive 7” thick Stone Base? There is no Bid Item?
Response: Correct, the surfacing detail is for the access road. There is no bid item for surfacing.
As per Section 32 15 00.00 12, Paragraph 1.3 Measurement and Payment, “No separate measurement or payment will be made for surfacing material required for levee crown, access roads, staging area, and their maintenance. All costs associated therewith shall be distributed amongst the existing bidding schedule items.” The intent of the surfacing material detail is for maintenance of the existing access roads or if the Contractor elects to construct additional surfaced access roads.
Question 2: Is there a Civil Sheet G-05? I don’t have it after downloading Documents from SAM.gov. It states in plans to see Sheet G-01 to G-05.
Response: There is no Sheet G-05. Index of Drawings shows G-01 through G-04. There is a callout for a cattle guard named CG-05 but there is no reference to Sheet G-05 in the plans.
Question 3: Can a horizontal and vertical scale be provided where necessary for calculations?
(On Civil Earthwork sheets?)
Response: Scales have been provided on the plan sheets and cross sections have a horizontal and vertical scale. Typical Sections are not to scale.
Question 4: Is Bid Item 0006 Embankment, Compacted Fill that is BLANK the same as 0006AA? (First 20,900 CY) Is 0006AB ALL OVER 20,900 CY-5300 CY in addition to the 20,900 CY? Is this quantity going to be acquired from Borrow pit?
Response: This is a split bid item. The total is estimated quantity is to be acquired from the borrow area. Items 0006AA and 0006AB are addressed in the VARIATIONS IN ESTIMATED QUANTITIES - SUBLINE ITEMS (Dec 2019) - AFARS 5152.211-9001).
Question 5: Is Bid Item 0008 Fertilizer that is BLANK the same as 0008AA? (First 570 lbs.) Is 0008AB ALL OVER 570 Lbs-145 LBS in addition to 570 lbs.?
Response: This is a split bid item. Item 0008AA (First 570 lbs.) is the estimated quantity for the for the contract, and Item 0008AB is for estimated for over the contact estimated quantity. Items 0008AA and 0008AB are addressed in the VARIATIONS IN ESTIMATED QUANTITIES - SUBLINE ITEMS (Dec 2019) - AFARS 5152.211-9001).
Question 6: Bid Item 0004 Degrading Existing Levee, Are we lowering the levee? Or benching it down as on Civil Sheet C-08 Detail L-14 and then recompacting embankment being hauled from the borrow pit?
Response: The exiting levee elevation is to remain the same, the levee is not being lowered. The levee side slope will be cut/degraded to the limits shown on Sheet C-06 through C-08 and embankment will be placed to the slopes and grades as shown on Sheet C-06 through C-08. The Benching Detail is for placing embankment material in lifts and without placing material on a slope when reconstruction of the levee.
Question 7: Will the Contractor have to have the soil tested at their own expense for the Turf establishment plan as well as Lime & Sulphur soil amendments.
Response: Payment for testing is addressed in Section 32 92 19.04 12, Paragraph 1.3 Payment.
Question 8: Will the use of off-road trucks be permissible on the existing levee paved road?
Response: No, the use of off-road trucks will not be permissible on the existing paved levee road.
Question 9: Who will be responsible for possible road damage if the use of off-road trucks is permitted?
Response: The Contractor will be responsible for any damage to the roadways from construction activities.
Question 10: Who will be responsible for possible road damage from the use of on road dump trucks?
Response: The Contractor is responsible for any damage to the roadways due to construction activates.
Question 11: Can the three slides that make up Slide 5 be repaired as one continuous slide?
Response: Slide area marked as Slide 5 is considered one slide for this Contract and shall be repaired as one single slide as per the contract plans and specs.
Question 12: Slide 4 is close to a catwalk. Are there any USACE safety suggestions for working near the catwalk?
Response: The catwalk is outside of the Construction Work Area. USACE does not foresee the Contractor needing to work near the structure.
Question 13: Will any shoring devices be required to protect the road when excavating for repairs?
Response: It will be up to the Contractor means and methods if shoring is used. Cut areas should be a shown on the plans and side slopes from the beginning of the cut section shall be within an acceptable range for OSHA.
Question 14: Can slides 2 and 3 be worked simultaneously?
Response: Yes, they are considered two different slide areas. If the Contractor elects to work on multiple slide areas at one time, it needs to address this in the Flood Control plan of how closing the slides will be addressed.
Question 15: Will removal and replacement of fence in areas 2 and 3 be compensated if it is necessary for repairs?
Response: It is not anticipated that the fencing will need to be removed to conduct the construction activities. Should the removal and replacement of the fencing be required, the Contractor shall coordinate with the facility owner (Angola). If deemed necessary, the facility owner (Angola) will remove and replace any fencing that is required to be removed for this contract.
Question 16: There is no line item for payment of silt fences. Will the silt fences be required and if so, what item of work should the cost be included in.
Response: Silt fencing will not be required for under this contract.
