About this file
This document provides an amendment to a solicitation for a federal construction contract. The United States Army Corps of Engineers seeks to remove stone from an existing dike and construct stone breakwaters and spur dikes at fish dips along the shoreline of Lake Pontchartrain at the Manchac Wilderness Management Area in St. John the Baptist Parish, Louisiana. The work is to be performed through a single-award firm fixed-price contract valued between $1,000,000 and $5,000,000. Questions are due by August 31, 2022 and the solicitation will be issued on SAM.gov. The amendment provides responses to contractor questions to clarify project requirements and specifications.

Contractor Q&A for Manchac Fish Dips (ED-22-021)
Q1. Assuming a contract award for the project 30 days after the bid due date of September 20, 2022, and a Notice to Proceed 10 days after award on approximately November 1, the effective period of performance is reduced to 38 days, a likely-case scenario after subtracting a period of 112 hunting days from Nov. 1 – Feb. 20 (Duck hunting season moratorium, Note 5, Sheet G-02). If award and NPT are issued prior to Nov. 1, thereby starting the clock on the 150-day performance period earlier, the number of effective days to perform would be even further reduced. Please advise if the period of performance will be extended to accommodate the moratorium.
A1. Per Amendment 001 hunting days has been reduced to Nov. 12 – Feb. 4. In addition, Fish Dips 1, 2, and 6 and the North and South Spur dikes can be constructed during the hunting season leaving only Fish Dips 3, 4, and 5 needing to be constructed after February 4th. Period of performance remains 150 calendar days.
Q2. It might be strange request, but can someone from your office show us the site we will be bidding on. I know it's only from boat I believe, but I have a new 26-foot USCG certified boat. Just trying to get more insight for a more detailed bid.
A2. Please contact Glenn Gremillion for inquiry on Corps participation on a site investigation. Mr. Gremillion may be reached at (504) 862-1873 or at glen.m.gremillion@usace.army.mil.
Q3. Specification Section 01100- General Provisions Part 19 Project Benchmarks
(a) Benchmark and Project Temporary Benchmarks (TBM). To ensure local/internal consistency, the contractor shall verify all project benchmarks using differential leveling or static GPS control surveys in accordance with Sections D and F of the “USACE New Orleans District Minimum Survey Standards”. The differential levels must be to Second Order Class II closure standards, as defined in Appendix 4 of the afore mentioned Survey Standards, and as follows: closure error (in feet) must be less than or equal to 0.035 x square root (distance in miles). Ties between the three "project controls" identified on the drawings and the contractor utilized temporary benchmarks shall be performed at least every six (6) months using differential leveling. For static GPS control surveys, the TBM(s) must tie into the static network. Field notes showing all data and the closure error shall be provided to the government. Field records of these survey verifications shall be submitted in a survey report, which shall be updated with each periodic verification. The benchmark verification survey shall be performed, and report signed and sealed by a Licensed Surveyor. Would the USACE consider allowing us to use RTK GNSS or static GPS control surveys methods for the every six (6) month survey? Please consider. “Ties between the three "project controls" identified on the drawings and the contractor utilized temporary benchmarks shall be performed at least every six (6) months using differential leveling or RTK GNSS or static GPS control surveys methods.”
A3. The contractor is not allowed to use RTK or GPS control survey methods as it does not meet the standards USACE expects for survey accuracy.
Q4. Re spec section 35 31 19.03 12 Part 3.1 Site Preparation – this section calls for the contractor to remove all deteriorated structures, debris, vegetation, and abandoned piling which lie within the template of the dike. Are there any such known deteriorated structures, debris, vegetation, and abandoned piling? And if so, please describe.
A4. There are no known deteriorated structures, debris, vegetation, or abandon piling within the limits of construction for each site. However, if the contractor does find any of the above mentioned, it shall be removed by the contractor before geotextile and stone placement. Recommend a site inspection prior to bid submission.
Q5. The riprap gradation chart on the last page of the specs calls for the stone to be 100% finer than 650-260#. We interpret that to mean 100% finer than 260#. Note 2 on drawing C-06 calls for the stone to be 650#. Please clarify the size stone required.
A5. Common terminology for the Corps is to reference the top size found on the respected gradation curve. Therefore, the maximum size of stone shall not exceed 650lb. The 650- 260 gradation is a range, 100% of stone must be finer than 650 pounds. A range of sizes is provided by the two (2) curves on the gradation curve.
Q6. Can the stone removed to create the fish dips be used in construction of the proposed breakwaters? If not, what is to be done with removed stone? If so, can that somehow be measured & paid by the unit?
A6. The stone that is removed to create the fish dip shall be used for the construction of the breakwater or spur dikes, refer to Section 35 31 19.03 12 paragraph 3.3 Fish Dip Construction. Section 0010 Item No. 0003, “Fish Dip Construction” includes the removal of stone and placement of the salvaged stone under a unit job price. Refer to Section 35 31 19.03 12 paragraph 1.3.3 Fish Dip Construction.
Q7. Note 3 on drawing C-06 calls for the thickness of breakwater stone to be at least two feet. We assume this is referring to the vertical thickness of any portion of the breakwater. But Section A/C-06 shows the vertical thickness of the Breakwater tapering to zero on both the left & right sides. Please clarify what portion of the breakwater is being referred to as a minimum 2’ thick.
A7. Thickness is in place to ensure proper armoring against wave action, thickness is not of concern at the tie end points and placement of rock shall follow what is shown on the sections found on sheet C-06.
Q8. Section A/C-06 shows excavation required for the breakwaters with flat bottom & side slope of 1:3 before installation of geotextile & rock. But cross sections of the breakwaters on drawings C-12 - C-23 don’t indicate required excavation, nor do they indicate the minimum 2’ thickness. Please clarify.
Is any excavation required other than removal of stone for construction of the fish dips?
If so, what is to be done with excavated soils?
Also note that the 1:3 slope requirement is not shown on C-12 – C-23. Please clarify.
A8. No excavation is required other than stone removal, the 1:3 slope is in reference to a previous contract when the stone dike was originally constructed, this is not a requirement for the breakwaters. Excavation to achieve minimum thickness of two (2) feet at the toe is not required.
Q9. Note 5 on C-06 says the elevation of the Lakeside Berm shall align with the elevation of the marsh side berm, however the elevations shown on drawings C-12 & 13 contradict this. Please clarify.
A9. The elevation of the lakeside berm shall align with the elevation of the marsh side berm, disregard the contradictions found on sheets C-12, 13, 18, and 19. In addition the elevations called out are approximations based off surveys and the elevation shall be adjusted based off current conditions of the marsh’s mudline at each site.
Q10. Paragraph 29 on page 01100-21 of the specs refers to Marsh Creation Cells & dredging. Please clarify. Is there any marsh creation or dredging required in this project?
A10. All mention of dredging and marsh creation has been removed from Section 01100, paragraph 29. per Amendment 001. No dredging or marsh creation is involved in this project.
