For illustration purposes, the loading frames for applying known compressive and tensile loads to a pile are shown on the drawings. Loading frames shall be constructed so that the loads are applied axially to minimize eccentric loading. Design considerations such as sizes, numbers, and material of specific beams, support piles, bearing plates, etc., shall be the responsibility of the Contractor and subject to approval of the Contracting Officer. Included with his plan for conducting the tests, the Contractor shall submit computations used in the design of the loading frame. The support piles for the test frame shall be designed in accordance with Corps EM 1110-2-2906. The support piles shall be designed with a factor of safety of 2.25 for the 200% loading and a factor of safety of 1.70 for the 300% loading. The frame shall be designed in accordance with AISC 325 latest edition of the AISC Steel
Construction Manual. Each load frame shall be designed to support at least 300% of the service load (see project drawings for test pile and service load details). The computations shall be certified by a registered professional engineer. For the compression test, a steel bottom bearing plate of appropriate thickness for the loads involved shall not be less than the size of the pile butt, nor less than the area covered by the base of the hydraulic jack. A top bearing plate shall have a size not less than the load cell head, nor less than the total width of the reactor beam(s). For the tension load test, the Contractor shall design the pile tension connection, and it shall be subject to the approval of the Contracting Officer. The support piles for the loading frame shall be placed at least five times the maximum diameter of the largest support or test pile, but in no case less than a clear distance of 8-feet (2.4 meters), away from the test pile. In addition, if simultaneous tests are performed, the same spacing requirements must be met between support piles for simultaneous tests. Vibratory hammers are allowed for pile removal only. The anticipated maximum test load is three times the service load. The service load is given in the "Test Pile Schedules" shown on the drawings.
The Contractor shall retest the test pile at no additional cost to the Government if failure occurs to the reaction piles or reaction frames prior to the failure of the test pile. Failure of the reaction piles is defined as net movement (movement in excess of elastic deformation) greater than 1/8 inch for any reaction pile. The Contractor shall submit driving logs for the reaction piles. The Contractor may use and rely upon the soil borings, design shear strength profiles and unit weight data presented in the plans and figures attached at the end of this section for its design.”

WEST SHORE LAKE PONTCHARTRAIN – PILE LOAD TEST
CONTRACTOR QUESTIONS AND ANSWERS
1) Question: For the above referenced project, Sheet “S-003” lists the quantity, capacity, and type (‘Compression’, ‘Tension’ or ‘Optional Compression’) of load tests to be conducted in each area (I-55 PS, Reserve Relief, and Prescott). I understand that some number of piles will be Dynamically Load Tested for this project, in lieu of Static Pile Load Tests. I did not see any table listing the ‘Dynamic Load Tests’ separate from the Static. Has the number of Dynamic Load Tests been determined, and are these going to be in addition to the Load Tests listed on Sheet 003?
Response: The contractor shall perform dynamic pile load testing on all compression test piles in addition to the static load tests. Pile testing consists of driving compression test piles with dynamic pile analysis instrumentation, waiting 14 days to restrike the pile for additional pile dynamic analysis, then waiting 21 days thereafter to perform static load tests of each test pile.
2) Question: On the above referenced project’s drawings, I am unable to locate any specific test pile load test locations. I see the boring locations, gas lines, communication lines, and the “temporary work area for pile load test site”. Could you provide any clarifications on where exactly the pile load tests will occur on the drawings?
Response: The Contractor shall perform the pile load tests within the rectangular areas labeled on the drawings as “Temporary Work Area for Pile Load Test Site”.
3) Question: Do we have to PDA all piles to include the reactors?
Response: Only the compression test piles require PDA testing. The loading frame reaction piles are not included in the PDA testing.
4) Question: Please confirm that the existing limits of tree clearing shown on sheet C-004 is also the right of way limits for this contract.
Response: Correct.
5) Question: On sheet C-004 note 2, please confirm the work described to be completed by others will be finished prior to the start of this contract to include all other test pile sites awarded as well, not just the Prescott site.
Response: The Prescott site is the only site where the temporary sand roadway and sand base for the pile load test site has been completed by others. At the other two sites, I-55 and Reserve Relief, the pile load test contractor is responsible for clearing, grubbing, stump removal, and sand placement for the temporary roads and test piles sites as shown on the drawings.
6) Question: Please confirm the government has 180 calendar days to exercise the optional work.
Response: The optional work items for the Reserve Relief pile load test site will be exercised concurrently with the award of the base items for the Prescott and I- 55 pile load test sites. This will allow the contractor to procure materials for the Reserve Relief pile load test site, however, the contractor will not have access to the site along road F until 60-days after the notice to proceed is issued.
7) Question: In addition, we would like to request an additional 100 calendar days to the specified contract duration.
Response: The contract duration shall remain at 275 calendar days. No additional time will be granted.
8) Question: Section 01100-3(b) and 3(j) state that SSHO is a full-time responsibility and refers to 2014 EM 385-1-1 Section 01A.17. While the New Orleans District typically requires that the SSHO can have no other duties, neither Section 01100 or EM-385-1-1 state that the full-time SSHO cannot have other duties. Please clarify if the SSHO can have collateral duties on this contract.
Response: The SSHO shall not have any other duties. In addition, due to multiple pile load test sites, each work crew for each pile load test site shall have a designated safety representative. Designated representatives are collateral duty safety personnel, with safety duties in addition to their full-time occupation. They shall perform safety program tasks as designated by the SSHO and report safety finding to the SSHO. The SSHO is a full-time responsibility and shall manage the overall safety program.
9) Question: Section 01 57 20.00 12 states that a no work restriction of up to 1,500 feet may be implemented if nesting birds are encountered. Will time and cost impacts caused by no work restrictions be compensated under the changes clause?
Response: Yes.
10) Question: Section 31 62 16.00 12 does not differentiate between test and reaction piles.
Please confirm that the requirements in this section pertain to test piles only.
Response: Section 31 62 16.00 12, Steel H-piles, pertains to the test piles only.
11) Question: Section 31 62 17.00 12 does not differentiate between test and reaction piles.
Please confirm that the requirements in this section pertain to test piles only.
Response: Section 31 62 17.00 12, Steel Pipe Piles, pertains to the test piles only.
12) Question: Please provide a copy of the geotechnical report with soil strength values used to determine pile service loads provided on Plan Sheet S-003.
Response: The soil parameters are attached.
13) Question: It is unclear if the Test Pile Contractor will be responsible to construct the Temporary Sand Access Road and Temporary Work Areas or if these areas will be completed by others. Please clarify.
14) Question: Specification Section 31 62 16.00 12 Item 1.2.2 and 31 62 17.00 12 Item
1.3.3 references Dynamic Pile Analysis on compression test piles but makes no reference to the tension test piles. Please advise if all test piles need the Dynamic Pile Analysis test.
Response: Only the compression test piles require dynamic pile analysis.
15) Question: On page 10 of the plans regarding Access Road J it states on line 2 that sand for road will be supplied and placed by other contractor prior to start of work. Is this the only road we are excluding sand for or are all 3 roads going to be completed by another contractor prior to work start?
Response: The Prescott site is the only site where the temporary sand roadway and sand base for the pile load test site has been completed by others. At the other two sites, I-55 and Reserve Relief, the pile load test contractor is responsible for clearing, grubbing, stump removal, and sand placement for the temporary roads and test piles sites as shown on the drawings.
16) Question: If there is vegetation coming through the sand roads when we start work do we have to clear and grub then reestablish the sand roads?
Response: No.
17) Question: Does the sand used for temporary haul roads and pile load test areas need to be removed after the pile load tests are complete?
Response: The sand can either be removed or remain in-place. If the contractor elects to leave the sand in-place, as-built surveys, to include the location, thickness, and quantity of the sand, shall be provided immediately upon completion of the sand placement.
