About this file
This document provides an amendment to a solicitation for construction services as well as responses to questions from potential offerors. The solicitation is for a stone spur construction project on the west jetty at Grand Isle, Louisiana, with an estimated value between $1,000,000 and $5,000,000. The amendment changes the unit of measure for armor stone from metric tons to tons of 2,000 pounds. It also provides responses to six questions from offerors related to benchmark verification, measurement and payment units, anticipated piling removal, dimensions, contract duration and issuance of notice to proceed. The resulting firm-fixed-price contract will be awarded by the U.S. Army Corps of Engineers, New Orleans District, with a submission deadline of February 24, 2022.

SECTION 00100 - INSTRUCTIONS TO BIDDERS
The following have been added by full text:
RESPONSE TO QUESTIONS
Grand Isle and Vicinity, LA, West Jetty Spur Dike, Jefferson Parish, LA (ED-22-018) W912P822B0019 Questions Specification Section 01100- General Provisions Part 18 Project Benchmarks
Question #1: a. Benchmark And Project Temporary Benchmarks (TBM). To ensure local/internal consistency, the Contractor shall verify all project benchmarks using differential leveling in accordance with Section D of the “USACE New Orleans District Guide for Minimum Survey Standards”. The differential levels must be to Second Order Class II closure standards, as defined in Appendix 4 of the afore mentioned Survey Standards, and as follows: closure error (in feet) must be less than or equal to 0.035 x √(distance in miles). Ties between the “project controls” identified on the drawings and the Contractor utilized temporary benchmarks shall be performed at least every 6 months using differential leveling. Field notes showing all data and the closure error shall be provided to the Government. Field records of these survey verifications shall be submitted in a survey report, which shall be updated with each periodic verification. A Registered Land Surveyor licensed in any of the 48 contiguous United States shall perform, sign, and seal the benchmark verification survey.
Would the USACE consider allowing us to use RTK GNSS methods to verify the benchmarks?
Response #1: In order to be certain that there is minimal disturbance of the benchmarks, we do require the Contractor to do the benchmark verification with differential leveling as stated in the project specs. If it is not possible to do differential leveling, the contractor shall contact the USACE Survey Section.
Question #2: The bid form shows the armor stone & bedding & core material to be measured & paid in metric tons. The specs, page 246 of the pdf says measurement & payment is by the ton & defines tons to be 2000 pounds. Please clarify.
Response #2: The measurement and payment of armor stone and bedding and core material is by the ton. 1 Ton = 2,000 pounds.
Question #3: The specs, section 35 31 29.03 12 Page 7, paragraph 3.1 says, among other things, to remove any piling. Are there any piling to be removed? If so, are you able to say how many, how long & what material?
Response #3: There is no anticipation of piling to be removed.
W912P822B0019
Question #4: The Theoretical Spur Cross Section on C-02 is NTS & the width of the top of the core material is not dimensioned. Please clarify the width of the flat top portion of the core material.
Response #4: The width of the flat top of the core material is 2.875’.
Question #5: the contract time at 80 days is very short considering that we cannot place an order for the rock until a contract is in place, and then we must submit on the rock & acquire approval, have the rock produced, & then shipped to the jobsite & installed.
We request that, if at all possible, at least 60 days be added to the contract duration.
Response #5: USACE concurs with the additional days needed for stone retrieval. The total contract duration shall be changed to 140 calendar days.
Question #6: Section 00010-3 Note 3 NTP. The note says that the NTP will be issued immediately after acceptance of the P&P bonds. Please consider allowing a minimum of 30 days after acceptance of P&P bonds to issue the NTP to allow the contractor to get the upfront paperwork submitted and approved. We are seeing that it is taking longer to get the plans in and approved due to Covid and personnel shortages.
Response #6: See Response #5
