The following items are applicable to this modification:
Bidders Questions and Government Responses
1. Bidder Question: We cannot locate the specified NAICS for this solicitation. Please clarify the NAICS for this solicitation.
USACE Response: As published on August 4, 2021, on the www.SAM.gov website under the Notice ID number (W912P821B0066), the NAICS code assigned for this requirement is 237990 – Other Heavy and Civil Engineering Construction.
2. Bidder Question: Paragraph 3(i) of specification section 01100 requires a full-time SSHO. Please clarify if the SSHO position is a stand-alone position, or if the SSHO can have collateral duties.
USACE Response: The SSHO position is a stand-alone position and cannot have any collateral duties. See Specifications Section 01100, Paragraph (i).
3. Bidder Question: Section 15, High River Work Restrictions, of specification section 01100 only allows work to proceed when the Carrollton Gage in New Orleans is below +11.0 feet. Please provide the corresponding elevation that contract work is required to cease using the Red River Landing Gage hydrographs shown on Drawing H-01, which more closely follows the contract elevations.
USACE Response: All contracts have to abide by the gage requirement of 11 ft. at the Carrollton Gage. There is no correlation between the Carrollton and Red River Landing gages. Both the Carrollton and Red River Landing Gage Hydrographs have been provided in the plans. The contractor will have to come up with their own correlation between the two gages.
4. Bidder Question: Drawing sheets C-14 and C-15 reference closed cell ACB mats. However, paragraph 2.1 of specification section 35 31 19.20 references open cell ACB mats. Please clarify the intent for ACB mats.
USACE Response: Closed Cell ACB mats will be used in the contract. Specifications Section 35 31 19.20, Articulating Concrete Blocks (ACB) will be revised to clarify this issue.
5. Bidder Question: Are there any load limits for the spillway structure bridges on LA Hwy 15 at the borrow and stockpile area locations?
USACE Response: The load limits for the bridges are in accordance with DOTD regulations as they are state highways.
6. Bidder Question: Note 4 on Drawing C-19 states to waste the top 2’ of borrow area.
Please clarify the following:
a. Is the wasted material to be trucked offsite or placed onsite?
b. If wasted material is to remain onsite, please clarify where and to what height the wasted material is to be relocated.
USACE Response: Wasted material shall be placed in accordance with Specification Section 31 23 00.00 12, Paragraph 3.2.2 “Wasted Materials”.
7. Bidder Question: Is water available to the contractor at the site or USACE facilities in the area? If so, is there a fee for utilization of water?
USACE Response: No, there is no known water services available. USACE facilities cannot provide water.
8. Bidder Question: Section 32 15 00.00 12 paragraph 1.4.2 Ramp Travel Way Transition stated payment will be include in the contract unit price per square yard for “Ramp Paving”; however, Section 35 43 38.00 12 paragraph 1.3.1 Ramp Paving states Crushed stone transitions shall be measured and paid for in accordance with section 32 15 00.00 12 “Crushed Stone”. Please clarify if the placement for this stone is measured for payment under the ACB Subbase item CLIN 0012.
USACE Response: The crushed stone for ramp travel way transitions will not be measured and will be paid for under the Ramp Paving item CLIN 0018 because this amount of stone is minimal.
9. Bidder Question: There are piles of rip rap mixed with a significant amount of dirt between station 1355+00 and 1348+00. Will the rip rap removed to stockpile need to be clean and separated from dirt and unsuitable material or will it all be removed together and included in the vehicular measure for that item of work?
USACE Response: No, the rip rap does not need to cleaned but should be separated from unsuitable material as best as possible and will be measured as per Specifications Section 31 23 00.00 12, Pargragh1.3.5 “Riprap Removal, Hauling and Stockpiling”.
10. Bidder Question: There are some piles of unsuitable material near station 328+00, will this material have to be removed and if so under what item and how will it be quantified and paid for?
USACE Response: It is assumed the question is referring to the pile of material at the toe of the South Guide Levee near station 328+00. The material is outside the limits of work for ACB Mats, but within the Right-of-Way limits as shown on Sheet C-04. The material does not need to be removed unless it’s required by the Contractor to successfully perform the work. The removal and payment of unsuitable material shall be in accordance with Specifications Section 31 11 00.00 12 “Clearing and Grubbing”.
11. Bidder Question: There is an access road on top of the potato ridge levee, station 333+94 to station 275+13.60, can it be occupied by equipment during construction.
USACE Response: The access road is on top of the South Guide Levee of the Morganza Forebay (not Potato Ridge). It may be occupied by equipment during construction to place ACB mats. Equipment shall be moved off of road at the end of the day to maintain access.
12. Bidder Question: Across from the entrance to the staging area shown on plan sheet C-07 there is a gated access to the north forebay levee leading ultimately to the area of construction station 1012+21.24 to station 2033+50 shown on plan sheet C-01. Can this gate and the access road be utilized for occasional use?
USACE Response: No, this gate and access cannot be used for access to the project area.
13. Bidder Question: Drawing C-08 shows Settlement Gages placed at the levee cut sections. Is the new embankment work to be performed at the same locations as the levee cut sections? Please clarify the intent of the levee cut and new levee embankment operations.
USACE Response: Levee cut is to repair a levee slide. New levee section is to repair erosion along the levee. So, the areas where the cut is to remove the slide and restore the section to grade shown on levee sections require settlement gages.
14. Bidder Question: Will payment for ACB mat materials stored onsite or at laydown area be allowed?
USACE Response: No, payment will only be for ACB mats installed. Specification Section 35 31 19.20, Paragraph 1.2 refences measured and payment for ACBs by the square yard satisfactorily installed.
15. Bidder Question: Drawing sheet C-09 only indicates mowing on one side of the levee. Please clarify the limits of maintenance mowing that the contractor will be required to perform for this contract.
USACE Response: Limits of maintenance mowing shall be in accordance with Specification Section 32 92 19.04 12, Paragraph 3.7 “MOWING”.
16. Bidder Question: Is electrical connection available for contractor use and field offices at the staging area?
USACE Response: Overhead electrical lines are nearby. The contractor can contact the electrical company in the area for services.
