About this file

This amendment modifies a solicitation for casting articulated concrete mattress. The U.S. Army Corps of Engineers, Engineering District New Orleans seeks bids for casting 100,000 square feet of articulated concrete mattress at the Government-owned, contractor-operated St. Francisville Casting Yard in St. Francisville, Louisiana. This is a 100% small business set-aside contract. The bid opening will take place on June 3, 2021 at 11:00 AM CST via teleconference. Bids are to be submitted electronically through the DoD Safe website by the receipt cutoff time of 10:30 AM CST on the day of opening. The amendment provides instructions for electronic bid submission due to COVID-19 telework requirements and responses to contractor questions. It also revises the bid schedule to allow contractors to input specific quantities and unit prices for cementitious materials rather than theoretical amounts.

The following items are applicable to this modification:

QUESTIONS AND RESPONSES

1. Please clarify how the evaluation for the basic work and the option work 1 will be conducted. We cannot use 71,400CF of slag cement and 51,000CF of fly ash because these materials are used on an either-or basis. You have them both on the bid tabulation calculation at the intended usage rate for each. This project inflation will also adversely affect my bonding capacity for over a year.

USACE Response: The government provides multiple mix designs for the ACM. In order to not negatively affect contractor bonding, the contractor shall evaluate the amount of each cementitious material they will utilize and submit a bid that reflects the specific quantity and unit price of each cementitious material they will use. The bid sheet has been revised so the Contractor can input the proposed amount and corresponding unit price of each cementitious material they plan on using in this contract Note 1 on page B-2 gives the instruction for the case that a line item will not be used. “…In the event that a bidder is willing to waive costs associated with the individual line item, he/she is required to insert descriptive words or abbreviations such as "no charge" or "N.C."."

2. Optional work 3 asks for a lump sum price to dewater the casting field. Does this apply only when the casting field has flooded or does this also apply to fighting seepage due to the lack of repairing the culvert gates? Is this a lump sum for the entire contract plus optional work or for each time we have to mobilize to operate pumps? We may only have to pump for one week or we may have to pump for two months. We may only need our electric pumps or we may have to rent up to three large 12 inch diesel pumps. In the past we have paid as little as $20,000 for pumps and we have paid over $100,000 for pumps. Please give me some guidance as to what we are pricing to accomplish.

USACE Response: Reference paragraph 15.3 in section C1 in the specifications for a total volume and number of days in which the casting field needs to be dewatered. This bid item is only for a one time dewatering due to levee overtopping. Any additional pumping needed for seepage or leakage will be handled as a change order to the contract

3. 9.1.2 of the specifications calls for 3,000 psi in 28 days. With fly ash or slag in the mix the standard has always been 3,000 psi in 90 days. It is 28 days for cement only mix designs.

USACE Response: There is no standard or contract language that differentiates the 28 day strength for all cement, fly Ash, and slag mix designs. Section 9.1.2 specifies 3000 psi strength at 28 days. The contractor shall utilize the government provided mix designs to achieve the required strength. Previous contracts have not specified a 90 day strength criteria.

4. The specs say that there are 1893 forms available for use on the St. Francisville casting field.

Today there are only 1823 forms available, and there is a lose 2-3 forms per week because they are in such poor condition.

USACE Response: The government understands that there are less forms on the field than stated in the solicitation. Approximately 1820 forms are remaining. The contractor will use the available forms to cast ACM.

NOTE 4: Deleted.

NOTE 5: For variation in quantity clause see Section F – DELIVERIES OR PERFORMANCE, paragraph entitled "VARIATION IN QUANTITY (FAR 52.211-16 - APR 1984)" and “VARIATION IN ESTIMATED QUANTITY (FAR 52.211-18 - APR 1984).” Variation in Quantity applies to items 0001A and 0002A.

Government shall deem the unit price to be the quotient obtained by dividing the extended amount for that line item by the quantity. IF A BIDDER OMITS BOTH THE

UNIT PRICE AND THE EXTENDED TOTAL OR ESTIMATED AMOUNT FOR ANY

ITEM, ITS BID SHALL BE DECLARED NON-RESPONSIVE AND THEREFORE

INELIGIBLE FOR AWARD.

NOTE 10: Any bid may be rejected if the Contracting Officer determines in writing that it is unreasonable as to price.
