2. Contractor Questions:

Q1. Specification Section 03 64 23.12 (Epoxy Injection). Will the Government change the method of measurement and payment for Contract Line Item Number 0004 (Epoxy Injection) from a job price to a unit price (Gallon) as there is no way to calculate the total quantity of epoxy injection material required to fill the actual concrete voids which may exist in the field utilizing only the data provided?

USACE Response – Estimated Quantity and Unit of Measure have been changed as part of this amendment.

Q2. After thorough examination of the bid documents, there is no indication of the extent of damage that will require epoxy injection. CLIN 0004 Epoxy Injection is quantified on the bidding schedule as “1-JOB.” Will the government consider changing this item to a quantifiable volume that will be paid by unit measure?

USACE Response – Estimated Quantity and Unit of Measure have been changed as part of this amendment.

Q3. Section 02 25 16.16 Item 1.6 states that the GPR supervisor must have 15 years of experience in ground penetrating radar data collection and interpretation. GPR is a relatively newer technology, and it will be very difficult to find a representative that meets this criteria. Will the government consider relaxing this requirement?

USACE Response – Requirement to remain as stated in the solicitation.

Q4. On sheet C-005, it shows the ability to enter the north access road from Highway

61. Will the current on-going construction interfere with the contractor utilizing this access point?

USACE Response- C-005 only shows access from West Irene Road to avoid the ongoing construction operations at HWY 61.

Q5. The current bid date is February 15, 2021. That day is a US Federal holiday and many General Contractors and Subcontractors are closed for business that day. Please consider moving the bid date and time to at least 2 or 3 days later than the current Federal holiday it is scheduled for. We also find more activity from subs when bids are due in the afternoon rather than in the AM. Please advise.

USACE Response – Bid date has been revised as part of this amendment.

Q6. As there is no defined quantity of epoxy injection required ( Item 0004 of the bidding schedule) thus it is nearly impossible to establish a hard price and specific quantity

( Example 500 cubic yards) for the amount of epoxy needed on this project.

Presently Item 0004 is a LUMP SUM. Similar project bids such as this one will usually stipulate a specific quantity of Epoxy Repairs ( Example 500 cubic Yards) rather than a LUMP SUM and have a separate clin or line item for “unit cost” for any quantities over the stipulated quantity ( Example 500 cubic yards) in the base bid.

Would the client please consider consulting with the engineers and revising to a bid schedule such as described? If the bid schedule is left as it stands, we believe it would encourage GC bids to be higher as the GC’s are left to guesstimate on the quantity amount of possible “unforeseen” conditions and uncertainty of depth, width, length and thus cubic yards needed for Epoxy Injection. Please review and advise.

USACE Response – Estimated Quantity and Unit of Measure have been changed as part of this amendment.

Q7. As water removed and ground water back flowing into the area to be repaired is a concern as some of the voids needing repair are apparently 10’ to 12’ deep, has USASE considered a coffer dam water stop system to possibly eliminate newly epoxy injected voids from failing due to immediate hydration? An example of water back flow issues is noted in Anthony Gallodor, EDS in his report Dated 3-31-2020 in Core # 2, and Conclusion # 6. Please review this matter/ condition and advise.

USACE Response – Requirements to remain as stated in the solicitation.

Q8. They is no product brand or manufacturer specified for use in Section 03 64 23.12.

As there are a multitude of products on the market, will the client please consult with the engineers and provide list of products and their manufacturers for the material to perform this work according to this section? Please advise.

USACE Response – Requirements to remain as stated in the solicitation Paragraph 2.1 “Epoxy.”

Q9. On the solicitation home page in Beta.Sam in the Section “Description” just prior to the attachments, the “Description” states “epoxy injection of up to 12” deep lamination”.

Is that a typo as it seems to be a conflict with the other bid documents? Please clarify that all cracks/ voids are to be filled to the full depth on the crack/ void.

USACE Response – Requirements to remain as stated in the solicitation.

Q10. Will the USACE change the bid item for epoxy injection to a lump sum based on a given quantity with a unit price per gallon for anything over that amount? If each contractor is required to “guess” at this quantity which is unknown to everyone the bids will be so distorted that they won’t be “apples to apples”.

USACE Response – Estimated Quantity and Unit of Measure have been changed as part of this amendment.

Q11. Will the USACE provide the number of SF of deep injection required?

USACE Response – Total volume of epoxy will be provided after award.

Q12. Will the USACE provide the number of SF of shallow injection required?

USACE Response – Total volume of epoxy will be provided after award.

Q13. Specification section 01100 - Paragraph 3(i), requires a full-time Site Safety and Health Officer (SSHO) at the construction site. Please clarify if the SSHO can have collateral duties.

USACE Response – No.

Q14. Please provide the government quantity estimates for the non-unit priced bid items.

USACE Response – Total volume of epoxy will be provided after award.

Q15. Bid Item 0004, Epoxy Injection, is currently listed as a lump sum price for the entire Job. The amount of epoxy injection required for this job is not quantifiable based on the information provided. Please change Bid Item 0004 for the Epoxy Injection work to a unit priced bid item with an estimated quantity of epoxy injection for contractors to base their bids on. This is the fairest pricing method for both parties given the unknown quantity/size of subsurface voids requiring epoxy injection.

USACE Response – Estimated Quantity and Unit of Measure have been changed as part of this amendment.

Q16. Drawing C-004 identifies three areas of repair. Note 4 on Drawing C-004 requires the entire flume surface to be epoxy injected to repair delamination. We have the following questions.

a. The delamination area is not indicated on the drawings. Please specify the station numbers for the limits of delamination repairs and clearly identify the area/limits for delamination repairs.

USACE Response – The stationing is shown on Drawing C-004 for Areas 1, 2, and 3. The entire area shall be injected.

b. Are any vertical surfaces to be epoxy injected? If so, please indicate the repair locations.

USACE Response – No vertical surfaces.

c. The delamination repair discusses repair of voids between the topping slab at approximate depth of 14”. Are there surface cracks to repair as part of the delamination repair work? If so, please provide estimated size and quantity of surface cracking to be repaired.

USACE Response – There are cracks in the surface that will need to be sealed on the surface prior to injection to contain the epoxy. The estimated volume of epoxy is adressed in this Amendment. There is no estimate on quantity of cracks.

Q17. At the Site Visit, all epoxy injection work areas were covered with water. Please provide photos of the flume and delamination areas taken while the flume was previously unwatered for GPR survey.

USACE Response – The delamination in between the upper slab and lower concrete is a combination of delamination between the concrete placements and honeycombing along the reinforcing steel. (see core photos in the report.)

Q18. Specification section 03 64 23.12 – Paragraph 3.5.2, requires concrete core samples be performed after epoxy injection work is complete to verify potential voids from GPR survey. Subparagraph d. discusses Areas 1 and 2, but not Area 3. We have the following questions.

a) Subparagraph d. states the number of cores will not exceed 3. Please clarify if the 3 cores are for each Area, or for all Areas (1-3).

USACE Response – As stated in subparagraph d, there will be up to 3 cores required in each deep void in areas 1 and 2. See C-008 for location of deep voids.

b) Please clarify the maximum depth of verification cores for Areas 1, 2, and 3.

USACE Response – Deep voids in Area 3 will not be cored. Deep voids in Area 1 shall be cored at least 7 feet deep and deep voids in Area 2 shall be cored at least 6 feet deep.

Q19. Specification section 03 64 23.12 – Paragraph 3.5.2, requires concrete core

GPR survey. Subparagraph e. requires 3 cores for each monolith for verification of delamination injection. We have the following questions.

a) Please clarify how many monoliths there are for delamination injection. Please list the monolith numbers for clarification.

USACE Response – There are 5 monoliths.

b) Please clarify the maximum depth of verification cores for delamination area.

USACE Response –The cores shall be at least 14 inches deep. No maximum specified.

Q20. Specification section 03 64 23.12 – Paragraph 3.5.2, requires concrete core

GPR survey. Subparagraph e. states that more than 3 cores at each monolith may be required at no expense to the Government. This scope of work is not quantifiable. Please provide a unit price bid item for verification cores with an estimated quantity for bidders to base their pricing on.

USACE Response – Issue addressed as part of this amendment.

Q21. Specification section 01100 - Paragraph 9, Order of Work, indicates multiple GPR surveys. Please provide a unit price for GPR surveys with an estimated number of surveys.

USACE Response – There will only be one GPR survey if the Contractor’s epoxy injection meets the acceptance requirements. If the acceptance requirements are not met, the Contractor shall inject areas not meeting the requirements and will be required to perform GPR or coring or both, as determined by the Contracting Officer, to verify acceptance requirements are met. This additional coring and GPR shall be at no expense to the Government.

Q22. Will a preconstruction GPR survey be required to confirm the location of voids at time of work and any changes since the 2020 GPR survey?

USACE Response – No

Q23. Specification section 01100 - Paragraph 17, Inspector’s Field Office, requires a site office with air conditioning, heating, etc. During the site visit there were no electric services noted in the vicinity of the staging area. Please clarify if there are any electrical services available at the project site.

USACE Response – No services currently at site. Previously, electrical distribution came from HWY 61. DEMCO or Entergy Distribution.

Q24. Specification section 32 92 19.04 12 – Paragraph 1.5 indicates to perform herbicide treatment on all areas of riprap within the construction limits. The construction limits are not clearly indicated on the Drawings. Please provide the construction limits.

USACE Response –See Drawing R-001 for riprap.

Q25. For epoxy injection ports, is coring required as drill method or is rotator hammer and/or rock drill bit acceptable?

USACE Response – Other methods maybe acceptable. Review and approvals will be handled utilizing submittals and requests for Information (RFIs) after the award of the contract. No pre-approvals.

Q26. The GPR survey provided in the solicitation is not very useful for determining the size and interconnectivity of the voids. For the deep injection work at Areas 1 -3 requiring 7-foot to 12-foot injection ports, can a unit priced bid item for injection port holes be added with an estimated quantity?

USACE Response – No. The number and location of ports, meeting the minimum requirements specified, will be selected by the Contractor to meet the acceptance requirements.

Q27. For clarification, the voids are just separations between slabs at a certain identified depth? If so, what is the expected gap of the separation?

USACE Response – The delamination in between the upper slab and lower concrete is a combination of delamination between the concrete placements and honeycombing along the reinforcing steel (See core photos in report.) The deeper voids are bigger areas of honeycombing and are shown in the GPR report.

Q28. When you refer to voids are you talking about slab separation gaps or large deep holes to be filled with epoxy material? Please clarify.

USACE Response – The delamination in between the upper slab and lower concrete is a combination of delamination between the concrete placements and honeycombing along the reinforcing steel (See core photos in report.) The deeper voids are bigger areas of honeycombing and are shown in the GPR report

Q29. When referring to drilling holes for epoxy ports, is the intent to install small diameter drilled holes, i.e., ½” +/- diameter, to set ports on top of and inject down to intersect the separation at 7 to 12 feet deep wherever it may occur?

USACE Response – Yes. As stated in Section 03 64 23.12 “Epoxy Injections” subparagraph 3.3.1 b., “At a minimum, install at least 2 ports in each of the void areas in Areas 1 and 2 at the locations. The ports in Areas 1 and 2 shall be drilled to a minimum depth of 7 feet and shall be spaced no more than 5 feet apart in each direction.

Additional port locations shall be chosen by the Contractor as needed to meet acceptance requirements. The ports in designated areas of Area 3 shall be drilled to a minimum depth of 12 feet and shall be spaced no more than 5 feet apart in each direction. There shall be a minimum of 2 ports in each area.”

Q30. Both epoxy injection (which appears to be neat resin) and also epoxy grout are referenced in the specifications. Is the intent to use both as a potential material and method for void fill?

USACE Response – The intent is to use epoxy resin.

Q31. Neat epoxy will flow far better than an epoxy grout, while an epoxy grout will require larger diameter injection holes. Please elaborate on the intent of the injection type and void sizes to be filled.

USACE Response – The intent is to use neat epoxy resin.

Q32. There is a reference to epoxy pasting the top of the cracks as part of the injection process which is a normal procedure for surface cracks. However, it appears that the specs are referring to horizontal separation cracks in the subsurface concrete and below the surface of the topping slab. Are there also surface cracks on the topping slab that will also need to be injected? If so, please provide an estimated quantity of surface cracks and widths for bidding purposes.

USACE Response – The intent is to fill the horizontal separation and voids, but there are cracks in the slab that may extend down to the delamination/voids to be injected. Sealing the top of some cracks may be required to contain the resin during injection.

Q33. The volume of material cannot be determined due to unknown depths/void sizes and crack lengths/sizes. It is suggested that LF unit price for specified surface crack widths be added, along with unit priced bid item or the volume of material injected into the cracks and voids. We are also suggesting a unit priced bid item be added for the different areas (Areas 1, 2, 3 and Delamination Repair Area) for the injection ports as the number and depth of ports cannot be determined based on the information provided.

USACE Response – Estimated Quantity and Unit of Measure have been changed as part of this amendment.. Note: Unit pricing for different areas will not be added.

Q34. 2.1 EPOXY Epoxy mortars and epoxy compounds must conform to ASTM C881/C881M, Type IV; Grade 1; Class appropriate for expected temperature. Epoxy shall be moisture tolerant and suitable for injecting into cracks and voids filled with water possibly under differential head and possibly flowing. The manufacturer shall certify in writing that the product is suitable for this application.

All of our Material vendors do not believe Epoxy mortars/compounds will meet this requirement above and will definitely not certify in writing their product for this application. Please request material specification that is the basis of design that Injection Contractor is to use in scope for Section 03 64 23.12.

USACE Response – The product used for basis of design is Chemco Systems, CCS grout, low viscosity.

2. Changes to Specifications:
