2.1.2 Fathometer

All survey soundings shall be taken with a precision, high-resolution (0.1 ft.) fathometer. The acoustic ping rate shall be, at minimum, 10 soundings per second. To limit signal attenuation in areas of unconsolidated bottom sediments, the acoustic frequency utilized shall be within the range of 24-28 kHz and Low Frequency Low Pulse Width shall be in accordance with the Manufacturers recommended settings for unconsolidated bottom sediments in shallow water depths (i.e., 0 to 150 feet). If a dual frequency fathometer is utilized, the low frequency shall be within the 24-28 kHz range. At minimum, the equipment shall be capable of recording depths of water ranging from 3-feet under the transducer face(s) to a maximum of 50-feet.

At this maximum depth, the sounding accuracy must be 0.5-foot (28 kHz transducer) and 0.1-foot (200 kHz transducer). Acoustic returns shall be recorded on thermal chart paper by a fixed, high-resolution printing element (no stylus). The paper chart scaling shall be in English units, with chart division annotations at the 0, 10, 20, 30, 40, and 50-foot chart levels. The instrument shall, at minimum, be capable of adjusting transmit power receiver sensitivity and time-varied gain settings and of inputting the correct speed-of-sound, vessel draft and tide values. Additionally, the fathometer shall automatically print these control parameter settings on the chart paper at start-up and when any control setting is changed.

During the surveying of run lines, the fathometer shall be capable of annotating periodic event marks on the paper chart as directed by other surveying system components (positioning, controlling software) and be capable of transmitting each event sounding back to these system components for horizontal position tagging and data storage. A digital fathometer may be used instead of paper charts as directed by the Contracting Officer's Representative, but the Contractor must still be capable of producing paper charts unless otherwise directed by the Contracting Officer's Representative. Additionally, the surveyor shall print the control parameter settings on the chart paper at start of all surveys and when any control settings are changed and before and after all bar checks. Prior to the contractor taking Pre-Dredging surveys, control parameter settings shall be turned into the Government Inspector for review to insure the settings meet the surveying parameters.

2.1.2.1 Calibration

Hydrographic fathometer calibrations shall be performed at the survey site by methods described in EM 1110-2-1003, chapters 4-10 (a through m) and at a frequency listed in table 4-6 for navigation and dredging support surveys with soft bottom materials. The acoustic traces of the bar or ball check calibrations shall be captured on the fathometer paper chart (at the 10, 20, 30 and 40 ft. depths or as directed by the Government Representative) along with a notation indicating the site location (i.e. station, lat/lon, x,y), the date and time. Additionally, if a velocity meter probe is utilized, the average speed-of-sound reading for the entire water column and the location, date and time of the probe sounding must also be noted on

Mississippi River Southwest Pass Hopper Contract 1-2021 OM21001 the fathometer paper chart. A digital fathometer may be used instead of paper charts as directed by the Contracting Officer's Representative, but the Contractor must still be capable of producing paper charts unless otherwise directed by the Contracting Officer's Representative. All calibration and soundings shall be made in the presence and to the satisfaction of the Government Representative at the job site.

2.1.2.2 Low Frequency Signal Parameters

The Low Frequency Pulse Width range of cycles (ie. 1 to 10) used shall not produce signal lengths less than 35 microseconds or greater than 125 microseconds.

For example, using an Odom MKIII 24 kHz transducer with a LF Pulse Width Setting of 2, will result in a 83.3 microsecond long signal.

2 cycles (i.e. LF Pulse Width Setting = 2) / 24,000 Hz = 83.3 microseconds

2.1.3 Horizontal Positioning Equipment

The hydrographic surveying vessel(s) must utilize Differential Global Positioning System (DGPS) instrumentation for determining horizontal positioning during surveying operations. This DGPS instrumentation must have a positioning accuracy of 1-3 meters 2DRMS. Commercial DGPS Subscription Services or the U.S. Coast Guard DGPS Radiobeacon Navigation Service may be used for real-time pseudo-range (differential) corrections.

If the USCG system is to be utilized, then the English Turn beacon site shall be the source for differential corrections. The GPS antenna on the survey vessel(s) must be physically positioned directly above the fathometer transducer or the hydrographic surveying software suite must be capable of aligning the horizontal and vertical sensors.

PART 3 EXECUTION

3.1 SURVEYS

Calibration checks shall be run at the beginning and completion of each day's survey or portion thereof. Results shall be furnished daily to the Contracting Officer's Representative. All electronic surveys shall be tied to a fixed station. The station may be a Government-furnished point or a temporary point established by the Contractor and approved by the Contracting Officer's Representative. Should the electronic measuring device fail to indicate the known distance within the factory-defined error range for the device, the device shall not be used for determining survey positions.

Mississippi River Southwest Pass Hopper Contract 1-2021 OM21001

3.1.2 Pre-Dredging Survey (Calcasieu River Bar Channel Dredging Region)

a. No later than 5 days prior to the dredge commencing work, the Contractor shall submit to the Contracting Officer the following surveys. The Government reserves the right to direct additional surveys be taken at no additional cost to the Government.

(1) A hydrographic survey of the channel between C/L stations 0+00 and 400+00. The survey shall include channel cross-sections taken every 1000 feet, as well as at all utility crossings, P.C.'s, P.T.'s, P.I.'s, and P.O.T.'s. A chart layout of the cross-sections shall be prepared and approved by the Contracting Officer. This graphical chart must represent a scaled plan view of the survey area with the recorded 5 ft. interval depth soundings (0.1 ft. resolution) plotted at their x,y positions.

(2) A hydrographic survey showing the safe dumping depth of the dredge and the proposed location (station) of the landward most dump site. The dumpsite location shall be indicated on a hydrographic survey plot of the disposal area. The hydrographic survey shall include a cross-section of the disposal area at the proposed station of the landward most dumpsite and 2 cross-sections landward and gulfward of that station. The cross-sections shall be taken at 1000-foot intervals as well as a centerline (C/L) profile at 500-foot intervals. For instance, if the landward most dump site is proposed at station 250+00, disposal area cross-sections shown on the hydrographic survey plot shall include stations 230+00, 240+00, 250+00, 260+00, and 270+00. The purpose of this survey is to gather information necessary for issuing the first dredging assignment.

b. The Contractor shall layout its work from Government established baselines (centerline of the channel), bench marks (established gages) and channel markers indicated on the plates and shall be responsible for all measurements in connection with the layout.

c. Should the Contractor be given other dredging assignments in the Secondary Dredging Regions listed in Section 35 20 23.23, paragraph entitled "Secondary Dredging Regions", details of the survey requirements for the respective regions will be given to the Contractor by the Contracting Officer's Representative prior to the start of work.

3.1.3 After Dredging Cross-Sections

a. After dredging cross-sections of the channel shall be taken at approximately 500-foot intervals along the channel, as well as at all utility crossings, P.C.'s, P.T.'s, P.I.'s, and P.O.T.'s. Depth soundings shall be made with the hydrographic surveying system (as described in paragraph entitled "Survey Equipment") and the recorded sounding density shall be one sounding for every 5 ft. along the cross-section runlines (normal to the centerline). The recorded depths shall be to a resolution of 0.1 ft. The sensitivity/gain control setting that is selected for the survey area bottom material-type must also be used for the bar check calibrations and must not be adjusted during hydrographic surveying (EM 1110-2-1003, chapter 4-6). In areas of consolidated bottom material, the digitized and recorded depth soundings shall indicate the true channel bottom. However, in survey areas containing unconsolidated bottom materials, acoustic measurements

Mississippi River Southwest Pass Hopper Contract 1-2021 OM21001 must be augmented with leadline measurements. These leadline measurements must be notated on the fathometer paper chart and taken at a minimum of 5,000 foot intervals; on the channel centerline and both edges of cut, or as determined by the Government representative on the jobsite. The procedures for surveying in unconsolidated bottom material areas are outlined and described in EM 1110-2-1003, Appendix P and more specifically in P-10. The real-time fathometer paper charting of the surveying runs, to include calibration and leadline events and all survey notations, shall be furnished to the Government. Electronic or digital fathometer read-outs will not be acceptable. Stored hydrographic data (x,y,z) shall also be furnished to the Government in a structured ASCII format on compact disk (CD) media.

b. The actual location of each sounding taken on each before dredging cross-section range shall be provided. This information shall be in the form of printout tabulation giving the actual distance of the soundings from the baseline (on an azimuth normal to the centerline of the cut). Soundings shall be to the nearest 0.1-foot referred to the water surface. This information shall also be plotted on a printout sheet, horizontal vertical scale, along with a section showing the required dredging dimensions. The time and date taken shall be shown and the gage reading applicable to the survey shall be shown. The applicable gage shall be read to the nearest 0.1-foot prior to and after each day's survey. More frequent readings may be required when directed by the Government Representative.

3.1.4 Acceptance Profiles

Upon completion of dredging in a designated reach, waterway profiles shall be taken over the same dredging reach.
