Award will be made as a whole to one bidder.

NOTE 1: The unit “JOB” as used in this Bidding Schedule is synonymous with the term “LUMP SUM” used elsewhere within these plans and specifications.

NOTE 2: Bidders shall furnish unit prices for each item listed in the Schedule requiring a unit price. If the bidder fails to insert a unit price in the appropriate blank for required item(s), but does furnish an extended total, or an estimated amount for such item(s), the Government shall deem the unit price to be the quotient obtained by dividing the extended amount for that line item by the quantity. IF A BIDDER OMITS BOTH THE

INELIGIBLE FOR AWARD.

NOTE 3: Any bid may be rejected if the Contracting Officer determines in writing that it is unreasonable as to price. Unreasonableness of price includes not only total price of bid, but the price for individual line items as well. EVALUATION OF SUBLINE ITEMS (Dec 2019 - AFARS 5152.211-9000).

Item No. 0008 is subdivided into two or more estimated quantities and are to be separately priced. The Government will evaluate each of these items on the basis of total price of its subline items.

(End of Clause)

VARIATIONS IN ESTIMATED QUANTITIES - SUBLINE ITEMS (Dec 2019 –

AFARS 5152.211-9001).

This variation in estimated quantities clause is applicable only to item No. 0008.

(a) Variation from the estimated quantity in the actual work performed under any second or subsequent subline item or elimination of all work under such a second or subsequent subline item will not be the basis for an adjustment in contract unit price.

(b) Where the actual quantity of work performed for item No. 0008 is less than 85% of the quantity of the first subline item listed under such item, the Contractor will be paid at the contract unit price for that subline item for the actual quantity of work performed and, in addition, an equitable adjustment shall be made in accordance with the clause at Federal Acquisition Regulation (FAR) 52.211-18, VARIATION IN ESTIMATED QUANTITY.

(c) If the actual quantity of work performed under item No. 0008 exceeds 115% or is less than 85% of the total estimated quantity of the subline item under that item and/or if the quantity of the work performed under the second subline item or any subsequent subline item under item Nos. NONE exceeds 115% or is less than 85% of the estimated quantity of any such subline item, and if such variation causes an increase or a decrease in the time required for performance of this contract the contract completion time will be adjusted in accordance with the clause FAR 52.211-18, VARIATION IN ESTIMATED QUANTITY.

1. Amendment 0001 was issued on Friday afternoon, 06/04/21, and made numerous changes to the specifications including reissuing the entire set of contract drawings. None of the changes made via Amendment 0001 are denoted via highlights or drawing callouts requiring contractors to review everything anew to ascertain the changes. In addition, Amendment 0001 established a prebid site visit for Wednesday, 06/09/21, at 10:00am (two days prior to current bid date). However, the Amendment 0001 states that the proposal due date of Friday, 06/11/21, at 11:00am remains unchanged. We are requesting a minimum of a two-week bid extension to allow a reasonable amount of time for contractors to review/incorporate the Amendment 0001 changes and incorporate site condition information from the scheduled prebid site visit into contractor proposals. The Technical Approach section required by the RFP is highly dependent on the Amendment 0001 clarifications/changes and the existing site conditions that are to be ascertained on 06/09/21.

Due date for proposals is now 1 July 2021.

2. Note 4 on drawing sheet S-103 was added via Amendment 0001 and adds a design requirement for the conceptual formwork design shown in sections A and B requiring the formwork to withstand a direct impact of 1485 Kips. We have several questions regarding this new requirement:

The contractor is responsible if the formwork is damaged. The formwork does not need to withstand 1485 kips as a standalone component, but does needs to be made integral with the other concrete pours.

a. 1485 Kips is a large load. Over what area is the 1485 Kips to be distributed?

The area is determined by the draft of the barge which is on average 7ft

b. What is the direction of the impact load, i.e., normal to dolphin face?

0 degrees, normal to the dolphin nose

c. What is the duration of the impact loading?

The duration is a one time impact due to errant, fully loaded barges

d. Note 4 states that the 1485 Kips applies “when fully integrated into the permanent structure”. Please clarify that the intent of applying the 1485-kip load is after the dolphin is completed.

Yes once the dolphin is completed; barge collisions could occur during construction. The protection plan should address these rare occurrences

e. What is the impact load that the permanent dolphin is designed for?

1485 kips

f. Will USACE provide dolphin design information and calculations to the successful contractor in order to meet this requirement?

No calculations will be provided. The weight of the barges (9000 metric tons) was used to determine the design strength to withstand a direct impact at 0 degrees normal to the nose of the dolphin, as this is the worst case scenario\

3. Detail 1 on drawing sheet S-201 calls for 12 rows of UHMPE rub rails. However, sections A and B on drawing sheet S-504 both show there to be 15 rows of UHMWPE rub rails. Please clarify the correct quantity of rub rail rows.

15 rows of UHMWPE rub rails are shown on S-504 are for the parapet wall sections that coincide with what is shown of S-201. Detail 1 shows 12 rub rails. It should be 15

4. Q&A 13 in Amendment 0001 references points 1 and 6 on drawing C-100 for riprap limits. There are multiple points labeled 1 and 6 on drawing C-100. We have the following questions regarding existing riprap.

a. Please clarify the station limits that contractors should expect to encounter riprap at the site.

In the vicinity of stations 20+00 to 19+74. The exact locations are not known as the rip rap could have shifted over time due to the velocity of the river flow

b. Please provide an estimated thickness/depth of riprap that contractors should expect to encounter at the site for contractors to base their bids on.

The rip rap is 24” thick

c. Does the riprap extend into the area of new 36” pipe pile?

The historical plans do not denote the any rip rap further than stations 20+00 to 19+74.

As previously stated, the rip rap may have shifted over time

5. Q&A 23 in Amendment 0001 states that there are no special order of work requirements for this contract. However, Note 3 on drawing sheet S-103 states that fabrication of concrete formwork cannot begin until all piles are driven. Please clarify if Note 3 is a requirement, or suggestion. If the fabrication of concrete formwork cannot begin until pile driving is complete, this will add a substantial restriction to the work sequence and result in a period of time that the potentially submerged pipe piles are exposed to impacts by vessel traffic.

All piles do not need to be driven, but the piles for that specific portion of formwork must be driven before that concrete formwork is cast.

6. Q&A 28 in Amendment 0001 references the notes on drawings sheets S-300 and S-301. The only mention of composite timber in these notes is Note 1 on drawing sheet S-301 and Note 1 only references 3”x10” diagonals at the mooring bit locations. The majority of the cross-brace materials are not 3”x10”. This is very confusing. We have the following questions regarding which members are polymeric and which members are timber.

a. Are the 3”x12” cross brace members timber or polymeric?

Timber

b. Are the 6”x10” cross brace members timber or polymeric?

Timber

c. Are the 3”x6” cross brace members timber or polymeric?

Timber

d. For clarification, please call out the members on drawing sheet S-300 that are intended to be polymeric.

All members shall be timber except the 12”x12”x20’ girts, 12” x 12” wales and the blocking will be polymeric. The 6”x10”, 3”x12”, 3”x10” Shall be timber along with the walkway as denoted in Specs Section 31 62 19.00 12 paragraph 2.1.

7. Paragraph 4 of specification section 01100 requires the contractor to provide a field office with electricity for the government’s use. Is electricity available to the contractor at the Land Staging Area shown on drawing sheet C-100?

110V minimal shall be available

Q8. Paragraph 1.9, Proposal Submission, of specification section 00130 states that proposals are to be submitted electronically via DOD SAFE and provides a website address. The DOD SAFE web portal requires a request code issued by the recipient in order for users to drop-off files. Please provide instructions for obtaining the required request code for DOD SAFE bid submission and any additional instructions for submitting proposals electronically through the DOD SAFE web portal.

A.8 Please send an email to katherine.b.younts@usace.army.mil requesting a DOD SAFE link for proposal submittal.

Q9. It appears you are requiring the UHMW to be formed, that is going to be quite difficult and expensive. Is this correct or am I mistaken?

A9. Yes, we will need them formed and do the heat bending on the 4” material. We need to make sure we pursue a horizontal pattern as well to abate the possibility of a barge clipping them.

Q10. Can the Government confirm the laydown and staging area? Further, if the laydown and staging area is changed from the current shown on the plans, please provide requirements (who will install ramp access, are temporary fences required, etc).

A10. The laydown and staging area is identified in this amendment (AMD 004). Operations Division will lay rock on the road, and fix the ramp onto the levee, CTR will fix any damage to road or ramp. Fencing for the area is the responsibility of the CTR.

Q11. Can the top of the existing levee be utilized for concrete trucks and other material deliveries?

A11. Heavy equipment greater than HS-20 loading (72,000lbs) is not allowed over the levee or in the batture without an approved stability analysis

Q12. Can the water depth behind the guidewall to be removed be provided?

A12. Not by the Government

Q13. On Sheet S-201, Section B includes the typical rub rail elevation view w/ a 6’-0” dimension provided. Note 1 states that “other varying lengths shall be constructed similarly”. Please confirm that lengths > 6’-0” shall be used w/ 1’-0” bolt spacing and 2 each bolts 6” from the end.

A13. Yes, lengths >= to 6’-0” will follow the same bolting pattern.

Q.14 At the prebid meeting on 06/09/21, alternate landside staging areas for contractor use were discussed. Please clarify the additional staging area location(s) that the contractor will have access to.

A14. Refer to amendment 004 showing the new location. Heavy equipment greater than HS-20 loading (72,000lbs) is not allowed over the levee or in the batture without an approved stability analysis, and no parking/stockpiling within 10 feet of the levee toe.

Q15. At the prebid meeting on 06/09/21, it was noted that there is a 15-ton limit on the Hwy 75 pontoon bridge that is required to be crossed for landside access to the west side of Lock and new SW Dolphin location. For concrete deliveries, will the contractor be allowed to stage concrete trucks and operations on the east side of the Lock?

A15. No, staging will be not be allowed on the east side of the lock. The only way to avoid bridge limits is to truck from Morgan City.

Q16. General Note 7 on drawing sheet G-003 states that all elevations refer to NAVD88 elevation datum, unless noted otherwise. The Hydrographs shown on drawings sheets H-001 and H-002 do not reference a different datum, but we cannot access the historical data via the USACE, Vicksburg, site for these gauges. Please clarify whether the elevations shown for the Hydrographs on drawing sheets H-001 and H-002 are NAVD88 elevations or if these elevations are based on some other elevation datum.

A16. NAVD88

Q17. Amendment 001 added two additional drawings labeled as Plate 3 and Plate 4. These drawings indicate that the elevations shown are based on NGVD datum. Please provide the conversion for the Plate 3 and Plate 4 elevations to convert these elevations to the NAVD88 datum utilized for the construction drawings.

A17. Gage set to NGVD29 (1976)

Adjustment to NAVD88 (OPUS 2010) = -1.21’

Q18. In the Amendment 0001 drawings on sheet C-102, the southwest guidewall is located 260’L of baseline at STA 17+52 and 18+52. In the table titled “Guidewall Offset from Baseline” on C-100, Points 2 and 3 indicate that the guidewall is located 282.38’L of baseline at STA 17+57 and 268.50’L of baseline at STA 18+50. This would affect the size of the floating staging area shown on sheet C-100. Which offset distances should be used for the existing southwest guidewall location?

A18. Refer to amendment 004 for the revised sheets: C-100, C-102, and E-100.

Q19. Paragraph 3.2.1.2 of specification section 31 62 19.00 12, Timber Guidewall Construction, requires fixed leads for batter piles. Fixed leads are not appropriate for floating pile driving rigs as the pile driving rig is floating and subject to movement during pile driving. Please clarify that a fixed stationary pile template will be acceptable in lieu of fixed leads.

A19. Fixed leads may be used as written in the paragraph 3.2.1.2 of spec section 31 62 19.00 12, but swinging leads can be used if the equipment is submitted and approved via the submittal process.

Q20. Drawing sheet S-300 indicates that the timber batter piles are on a 2:1 batter. Based on this batter and the elevations/pile lengths indicated, the pile and pile driving leads will extend over and into the navigation channel during batter pile installation. It appears that the intent of the RFP is to minimize impacts to navigation traffic and to identify all activities that will impact navigation. Please clarify if the 2:1 batter and batter pile length is accurate on drawing S-300.

A20. Yes, the pile batter noted on S-300 is accurate

Q21. Paragraph 3.1.1.1 of specification section 31 62 17.00 12, Steel Pipe Piles, requires full length leads. This is not typical for large diameter pile driving. Please clarify if offshore leads will be allowed in combination with a fixed stationary template system for the pipe pile.

A21. Offshore leads in combination with a fixed stationary template system will be allowable

Q22. At what gage level is navigation prohibited thru the Lock?

A22. 6.9 on landside gauge

Q23. Concrete Note 8 on drawing sheet G-003 states exterior formed surfaces not covered by backfill shall be Class “A” finish and surfaces covered by backfill shall be class “D” finish. Class A surface finish is typically reserved for surfaces prominently exposed to public view where appearance is of special importance. Considering the size, purpose, and mass pour of the concrete dolphin, will a class “D” finish be considered for the concrete dolphin?

A23. Class D can be used for the concrete dolphin

Q24. Note 1 on drawing sheet S-502 requires Grade E, FY=52 ksi material for the pipe piles. Welding procedures are not prequalified for this material and will require significant expense to develop individual welding procedures for tension connector welding. Will Grade D, which has prequalified welding procedures, be acceptable considering Grade D is FY=50 ksi material?

A24. No. Grade E is required as outlined in paragraph 2.1 in specs section 31 62 17.00 12

Q25. Can the aggregate road on top of levee surrounding the Lock be utilized by the contractor?

A25. No

Q26. The conceptual pile hangers shown in sections A and B on drawing sheet S-103 include detailed dimensions, sizes, and layout. Based on past experience, the USACE will not accept pile hangers as shown in section A and B. Please clarify whether the pile hangers detailed on drawing sheet S-103 have the capacity to support the plastic weight of concrete load when pouring the base of the concrete dolphin.

A26. This is a conceptual drawing. It is the CTR’s responsibility to design the hanger system to support the plastic weight of concrete.

Q27. Note 4 on sheet S-300 states that the face of Wales is permitted to be +/- inches off the Lock Chamber face. Please provide the +/- tolerance for Wales relative to the Lock Chamber face.

A27. Coordinate with the Project Engineer or on-site QAR for final tolerance, but Positive tolerance could rip off the timbers if navigational traffic going the opposite way. If offset, the CTR really needs to taper the walers. Zero negative tolerance, 1” positive (into the channel) and the walers would need to be tapered to be flush with concrete.

File details come from the government source that posted it. Updated .
