I went on beta.Sam.gov to view specifications or links to the bidding documents and did not find any. Is it possible for you to send the bidding documents or let me know where I can obtain the documents?

The notice states "for work that involves aggregates, concrete, masonry, rock or soil the Engineering Testing and Inspection firm shall, at its own expense, obtain and maintain validation as an approved testing laboratory by the Materials Testing Center (MTC) of the Engineering Research and Development Center (ERDC)." Does the Laboratory need to be validated for all ASTMs listed in the notice? If yes and the Prime lab is not validated in particular ASTMs, can a sub-consultant be used to fulfill the requirement if they are validated?
Lab needs to be validated in all tests shown, but can sub out to other labs for any tests (as long as they are validated).
It does not reference sub-consultants in the notice. Can subs be used to fulfill requirements in the notice?

The Notice says "written quotes must be received no later than 21 August 2020 at 12:00pm, CST." Is this the SF330 or will a form be sent out as an addendum that we will need to fill in regards to pricing or quotes?

Can you please clarify if a SF 330 or will a Free-Hand Form suffice?
Although the solicitation appears to be A/E in nature, this requirement is considered commercial; therefore, a SF330 is not required. The Bidding Schedule is included in this amendment, within the enclosed Scope of Work; however, the fee schedule is not inclusive of all services that may be requested. Please provide pricing/quotes on the enclosed Bidding Schedule.

Each BPA vendor (Engineering Testing and Inspection firms) shall provide a fee schedule based on the forementioned Performance Work Statement that includes services they can provide and a unit rate for each. Where applicable, each Engineering Testing and Inspection service item should include a brief description of what the unit rate includes. For example the hourly rate for ACI Concrete Technician may include testing for slump, air content and temperature. The following is an example fee schedule and is not inclusive of all services that may be requested.

For work that involves aggregates, concrete, masonry, rock or soil the Engineering Testing and Inspection firm shall, at its own expense, obtain and maintain validation as an approved testing laboratory by the Materials Testing Center (MTC) of the Engineering Research and Development Center (ERDC). This shall be done in accordance with ER 1110-1- 8100 and ER 1110-1-261.
For work that involves vibration, steel, steel reinforcing bars, coatings inspections and other specialized construction material testing and inspection the Engineering Testing and Inspection firm should maintain personnel, procedures and equipment that meet applicable industry standards. Inspection and test methods for this BPA program include but are not limited to the following services and test methods;

GENERAL
A. In the spirit of the Federal Acquisition Streamlining Act, the U.S. Army Corps of Engineers
(USACE) and the Vendor enter into this agreement to further reduce the administrative costs of acquiring commercial services. BPA’s eliminate contracting and open market costs such as search for sources, the development of technical documents, solicitations, and the evaluation of offers.
B. A blanket purchase agreement is a simplified method of filling anticipated repetitive needs for services by establishing “charge accounts” with qualified sources of service. The use of BPA’s is economical when:1) there is a wide variety of items in a broad class of services that are generally purchased, but the exact items, quantities, and delivery requirements are not known in advance and may vary considerably; 2) there is a need to provide commercial sources of service for one or more offices or projects in a given area that do not have or need authority to purchase otherwise: and 3) the use of this procedure would avoid the writing of numerous purchase orders.
C. The BPA is not a contract. The Government is not obligated to place any orders, and the vendor is not obligated to accept any orders. Either party can cancel the BPA at any time.
The BPA is not enforceable against either party. An enforceable contract exists only when the Government places a call against the BPA and the vendor accepts that call.
D. The existence of a BPA does not justify purchasing from only one source (see III below).
BPA’s were established with more than one vendor for the required service. Individual requirements greater than $25,000.00 shall be competed. Additionally, authorized individuals placing calls under BPA’s are responsible for ensuring that prices are reasonable.
Individuals authorized to make calls greater than the micro-purchase threshold, are responsible for obtaining and documenting competition as required by FAR 13.303-5.
I. Authority, Responsibilities and Restrictions
A. In accordance with FAR 13.303-1(a), the Contracting Officers are authorized to establish
BPA’s and shall ensure that the following agreements between the vendor and the U.S. Army Corps of Engineers New Orleans District are reached:
1. The vendor agrees to furnish the requested services in accordance with the terms and conditions of the BPA, without the need of additional paperwork;
2. A written record of each purchase is prepared and a receipt is created at the time of delivery for each individual call; and
3. The vendor agrees to provide a summary invoice/statement.
B. Authorized Callers: Warranted Contracting Officers and authorized Call Officers within the
New Orleans District may place individual Calls against this BPA for no more than $25,000.00 per call. Only authorized individuals are authorized to place orders (Calls) under this BPA, and the Contractor shall not accept, nor is the Government liable, for payment of orders made by anyone other than authorized individuals. Any changes in the names of the authorized individuals shall be made only by the Contracting Officer. The list of authorized Call Officers will be available upon issuance of award.
C. Responsibilities: Call Officers are responsible for providing the vendor with complete ordering information to ensure that proper completion of work, billing, and prompt payment occurs. Call Officers should also ensure obligations and expenditures are kept within available funds.
II. Purchases Under BPA
A. Placing a Call: Calls shall be placed against this BPA directly with the vendor by fax, e-mail or hard copy to BPA.
1. The Authorized Caller contacts the BPA holders and, if required, request competitive quotes. When soliciting quotes, the vendors are provided a description of the type of service needed, the location and the required delivery date. Selection of the BPA will be made based on the best value to the Government based on price and non price factors, e.g.
vendor availability to perform tests to meet construction schedule.
2. Authorized Callers are required to ask the vendor to state any discounts on their invoice/statement.
3. Authorized Callers shall inform the vendor of the BPA number and Call Number that must appear on their invoice/statement.
B. Purchase File Documentation:
1. For calls that are anticipated to be from $2,500 to $25,000, and should circumstances of the contract action deem only one source reasonably available, that rationale shall be documented.
2. Each order placed against an established BPA should be entered on a log sheet. Separate call sheets (logs) shall be maintained for each vendor with whom a BPA has been established. Whenever a call is placed against a BPA, the authorized caller shall record the call number and enter the call (in order by date placed) identifying all testing ordered, purchase request number and amount, etc. Items ordered will be identified by a description.
III. Reviews by the Contracting Officer
A. Controls: The Contracting Officer shall be responsible for establishing administrative controls to assure that annual reviews are conducted (FAR 13.303-6) that purchases under BPA’s are made only by authorized individuals, and that the purchases conform to established regulations and procedures.
B. Annual Reviews: The contracting officer or a designee shall conduct a review of the BPA purchasing file at least annually:
1. Review the BPA for recurring purchase activity on a regular basis;
2. Analyze the “BPA Log Sheet/Receiving Report” to ensure that:
a. Only authorized individuals listed in the agreement are placing calls against the
BPA;
b. The BPA is used only for authorized purchases and items are not purchased on BPA in lieu of using mandatory sources;
c. As applicable, competition is obtained for requirements exceeding the micro-purchase threshold;
d. Requirements are not split to stay within the simplified acquisition threshold, the authorized caller limitation, or to avoid the competition requirement;
e. Transactions are fully documented (i.e. detailed item description, price of item, complete names, dates, etc.); and
f. Receiving and payment procedures are being followed.
SPECIAL PROVISIONS
1. DESCRIPTION OF AGREEMENT: The contractor shall furnish the services classified under NAICS 541380 Testing Laboratories if and when requested by the Contracting Officer during the specified period and within the stipulated aggregate amount.
2. EXTENT OF OBLIGATION: The Government is obligated only to the extent of authorized purchases in the quantities actually placed against this blanket purchase agreement. The Government is obligated only by the use of BPA calls.
3. DURATION: This BPA shall take effect on the date of award and continue for a period of five (5) years or a cumulative total of $1,000,000.00, which ever comes first.
4. PURCHASE LIMITATION: No individual call under this agreement shall exceed
$25,000.00, without being further competed. The BPA master limit is not to exceed 5 years and $1,000,000.00. Each BPA will have an estimated $1,000,000.00 ceiling.
5. DELIVERY TICKETS: All services under this agreement shall be accompanied by delivery invoices, which shall contain the following minimum information:
a. Name of Contractor
b. Blanket Purchase Agreement Number
c. Call number
d. Date of purchase
e. Name of individual who placed the call
f. Quantity, unit price, less applicable discounts
g. *Date of delivery or acceptance
*NOTE: Call Orders will include a delivery date for items ordered. Delivery location of all paper copies will be designated with each call.
6. INVOICES: An itemized invoice shall be submitted at least monthly or upon expiration of this BPA, whichever occurs first, for all deliveries made during a billing period and for which payment has not been received. These invoices shall be supported by copies of delivery invoices to verify vendor billing. Procedures for submitting invoices shall follow the procedures provided on the given USACE web page, Supply or Services;

7. SHIPPING: Shipping charges are to be included in the total cost of each item, and items are to be shipped FOB Destination to the agreed upon address reflected on each call document.
8. FUNDING: This is an unfunded blanket purchase agreement. Accounting and Appropriation Data will be cited on each call placed against the blanket purchase agreement.
9. STATISTICS AND TRACKING: The BPA vendor shall maintain a single consolidated record of all orders received from the New Orleans District within MVN. This report shall be submitted quarterly to the New Orleans Contracting Office. At a minimum, the reports shall contain the following information:
