About this file
This document provides responses to contractor questions on solicitation W912P820B0048 from the U.S. Army Corps of Engineers for maintenance dredging of the Calcasieu River and Pass in Louisiana. The solicitation is for firm fixed price contracts for dredging between mile 5.0 and mile 17.0 of the waterway, with optional work for dredging Devil's Elbow and Cameron Loop. Services required include dredging, disposal of dredged materials in designated confined disposal facilities with retention dikes already in place, surveys, optional ditching and draining of disposal areas. The estimated value of work is between $25-100 million. The response document clarifies that dike construction is only required for disposal areas used by the contractor. It also explains that two line items for dike construction in one disposal area are related to base work and optional work. The point of contact for the solicitation is provided.

SECTION SF 30 - SF 30 CONTINUATION
The following have been added by full text:
AMENDMENT 0002
Amendment 0002
Contractor questions (Q) and Corps of Engineers response (R) for solicitation W912P820B0048 are provided below;
Q1: According to Specification Section 3.3, Paragraph 3.3.1.3, “Most CDF(s) available for use may already have spill box weirs on site from previous dredge contracts. Can the Government clarify which CDF’s have spill box weirs in place already?
R1: All CDF’s available in the contract for disposal have spill boxes in place ready for use.
Q2: The bidding schedule has 2 instances of dike construction in CDF M, one in the base and one in option 3. Can the Government clarify if this is intended?
R2: Assumption is that the Contractor meant Option 2. The contractor may or may not decide to use CDF-M for the base work. Should CLIN 0013 be exercised, the Contractor is directed to put material dredged from Cameron Loop into Disposal Area M. CLIN 0014 “Dike Construction CDF-M Cameron Loop – OW2” is meant to compensate for dike work necessary should CDF-M not be part of the base disposal plan or any additional dike work required in CDF-M in order to accommodate the dredged material resulting from Dredging of Cameron Loop as determined by the Contractor. If the Contractor does not submit CDF-M for the base disposal plan, the CLIN 0014 should cover the full effort to build the disposal area per specifications.
Should CLIN 0013 be exercised without CDF-M in the base disposal plan, both CLIN 0010 and CLIN 0014 will not be made, just CLIN 0014.
Q3: According to Specification Section 1.3, Paragraph, 1.3.3, “The Government will only pay for disposal areas that the Contractor uses and submits in the Disposal Plan.”
Can the Government confirm that this means that dike construction is not required for disposal areas not used?
R3: Dike construction is not required for disposal areas not used by the contractor. The contractor is also reminded that dikes shall be constructed, per specification requirements (Section 35 20 23.00 12, Paragraph3.31.2 “CDF Retention Dikes”), on every disposal area where dredged material will be pumped. If the contractor builds the dikes and elects not to pump into the CDF he is still entitled to receive full payment. If the contractor elects not to use a CDF, as originally contemplated, that is to say, no dikes are built per specifications requirements, then the CLIN corresponding to that CDF won’t be recognized as payable. Same situation applies to CDFs where the
W912P820B0048 preconstruction profiles may show that no additional dike construction is required to meet the minimum requirements.
