SECTION C1

Page 9, paragraph 1.6. Delete this paragraph in its entirety and substitute the following therefore:

“1.6 FIELD VERIFICATION NOTES

Contractor is responsible for accuracy and layout of work and must make necessary field measurements prior to preparation of shop drawings for the sector gates. Contractor shall survey the existing gates and gate bays and record the required measurements. The measurements shall be submitted to the CO for approval prior to preparation of the shop drawings. CO will revise the appropriate dimensions on the Contract Drawings (if required by the field measurements).”

SECTION C2

Page 10, paragraph 1.6. Delete this paragraph in its entirety and substitute the following therefore:

“1.6 FIELD MEASUREMENTS

Contractor is responsible for accuracy and layout of work and must make necessary field measurements prior to preparation of shop drawings for the HSS. Contractor shall survey the existing gates and gate bays and record the required measurements. The measurements shall be submitted to the CO for approval prior to preparation of the shop drawings. CO will revise the appropriate dimensions on the Contract Drawings if required by the field measurements.”

Page 20, paragraph 2.2.8. Delete this paragraph in its entirety and substitute the following therefore:

“2.2.8 Control Dimensions

Record measurements on each existing gate and gate bay and submit for government approval, all control dimensions listed in the chart on drawing G006 at the four separate milestones listed below the chart. Additionally, at the first milestone, the contractor shall verify the dimensions of each gate bay as described below. Verify and document all control dimensions so that they may be verified during inspection prior to fabrication, final assembly, painting, delivery or installation of each gate.

a. Channel side C/L hinge to curved face of recess wall – top and bottom

b. Channel side C/L hinge to centerline of seal plate

c. Channel side C/L hinge to centerline of roller track

d. Width of seal plate and roller track”

SECTION C5

Page 5, paragraph 2.1.1e. Delete this paragraph in its entirety and substitute the following therefore:

“e. Sprayed polymer coating backer material must be UNS S17400 (17-4 PH).”

DRAWINGS

SHEET IDENTIFICATION Nos. M-501 through M-503. Delete these drawings in their entirety and substitute the attached revised drawings: SHEET IDENTIFICATION Nos. M-501 through M-503 therefore.

Question: Is there an additional wage determination to be used for the work, other than divers, to be performed onsite?

Response: No, this is a supply contract award; therefore, wage rates are only required on the diving component of the requirement.

Question: Does the Government know when the installation of the gates will take place?

How long will the fabricated gates remain in storage at the site?

Response: The exact date of installation is not known. Gate 1 may be installed after delivery in FY 2022. Gates 2 and 3 will be installed after the end of this contract.

Question: Should any consideration be given in the storage of the gates and associated components to their exposure to storm? Tie downs. Elevation, etc.

Response: Gates should be set in the area indicated on the plans. Tie downs are not needed.

Additional details for design of the dunnage were provided in Amendment 003.

Question: Once delivered and inspected will delivery of gate 1 be considered completed and turned over to the Government prior to the completion of gates 2 & 3 and the completion of the balance of the contract?

Response: Gate 1 will be considered complete once the gate has been delivered and set at the site, and all closeout submittals associated with this gate (as-builts, weld test reports, etc.) have been approved by the government.

Question: G006 states that the final dimensional check will be on site. Would it be acceptable to install embedded temporary supports? This material would need to be removed by the installing contractor after the setting of the gates.

Response: Embedded supports may be installed in lieu of traditional dunnage or cribbing at the Contractor’s expense. If used, embedded supports may be left in place after the end of the contract.

Question: Addendum 3 states that the gear rack will be shipped attached to the sector gates. On drawing M-500 it states that the band for the rack will be machined by others.

Is the intent to install then disassemble these pieces? This would require an additional set of bolts.

Response: Only a single set of bolts for the gear rack need to be supplied by the contractor. For delivery, the bolts attaching the gear rack should not be tightened past a snug tight condition.

Final adjustment and installation of the gear rack will be performed by others after gate delivery.

If new bolts are needed, they will be supplied by others at that time.

Question: Note 3 on S505 states dimensions that must be met for the rack elevations. This is not part of the critical dimensions of the structure. Will this verification be done by others or is the contractor responsible for the surveying of these items?

Response: This verification will be done by others. Gear rack should be installed at the dimension shown measured from the top of the gate.

Question: There is no adjustment in the hinges nor the wheel of the gate from what is shown in the existing design drawings on page 24. Will the installing contractor be adjusting or reinstalling the track and seal plate to accommodate the gate.

Response: If needed, adjustments to the roller plate or seal plate will be the responsibility of others during gate installation.

Question: We just received our quote for the Kamatics material called out on the drawings. They quoted a 67 week lead time that exceeds the Phase 1 (420 days delivery after NTP). There isn't a substitution for the Kamatics material either. Can the Phase 1 delivery date be extended to 520 days to accommodate the long lead time on the specified item?

Response: The Phase 1 delivery date cannot be extended. The material for the hinges and roller has been changed from UNS S13800 to UNS S17400 to reduce the lead time. This is addressed in this amendment.
