AMENDMENT 0001
Amendment 0001 Bidder Questions and Government Responses
Point Pleasant Seepage W912P820B0027
Q1: Specification Section 33 26 00.00 12
1.7.3 Drilling Log, Sampling, and Testing. Item 7.
Please clarify as to whether split spoon samples are required to be collected in order to identify and seek USACE approval of soil intervals where screen and solid pipe sections should be installed. Criteria and site conditions indicate that split-spoon samples will be collected at 2.5 foot intervals in order to determine the depth intervals where well screens and solid pipe sections will be installed. It also states that grain size analysis (ASTM C136) or Atterberg limit test be performed on all split spoon samples.
This would be consistent with the recently awarded Upper Pontchartrain Seepage Project.
A1: Collecting and testing of samples (per the specifications) will be required in order to identify and seek USACE approval of soil intervals where screen and solid pipe sections should be installed.
Q2: Are the permanent materials to be installed tax exempt?
A2: USACE-MVN does not provide tax exemption certificates for construction projects in the State of
Louisiana
Q3: Specification Section 33 26 00.00 12
In regards to CLIN 0009 Relief Wells, 0009AA is First 1,284LF and 0009AB All over 1,284LF is an additional 321 LF. Is the additional 321 LF for the possibility for additional relief wells? Or for the possibility that through the split spoon process additional footage may be added to each relief well?
A3: From a geotechnical standpoint, additional footage may be needed based on the sampling/testing results, but not additional relief wells.
Q4: Specification Section 01100, par. 18 High River Work Restrictions Would the COE consider issuing a waiver to allow work on this project to continue when the river reaches +11.0 at the Carrolton gage?
A4: Contractors can request a waiver, but typically, waivers involving subsurface work will likely not be granted when river stages reach +11 (on Carrollton Gage) and are predicted to rise.
Q5: Can you please provide the "Relief Well Schedule" which would show the placement of Well Screen, Riser and Elevations for placement please? Or could you direct me to where I can locate within the drawing package please.
A5: Refer to drawing C-04, lower left corner.
Q6: Sheet E-01 shows the pump in the vicinity running electrical to this Entergy Pole.
The note outlined in orange shows the pumps between P15 and P16. Does Entergy have a pole across from P15 and P16 to connect power or should we be connecting power in the location shown on Sheet E-01?
A6: Sheet E-01 will be part of amendment 001.
Q7: Specification – Ascension Parish LA Relief Well
When reading the specification the min and max percent by weight passing the screen is backwards. For example on the #25 sieve the spec is saying that Max % passing is 27.2% and the Min % passing is 60.
This would mean that there has to be at least 60% passing and no more then 27.2%. It seems that the two columns are switched. It should read that there has to be at least 27.2% passing (min) but not more then 60% passing (max). When looking at the graph below you will see that the lower spec limit aligns with the Max and the Upper Spec Limit aligns with the Min in the spec.
Here is the recommended change in the specification (switch the Min and Max).
US Sieve
MAX %
Passing
MIN %
Passing
#18 100 91.3 #20 95.8 77.3 #25 81.9 51.9 #30 60 27.2 #35 32.9 0 #40 14.4 0 #45 1.2 0
I have also included a sieve analysis chart showing the Min and Max Lines that correlate with the recommended change in specification.
A7: The information listed in the two columns provided in the specs should be used to plot two separate lines.
The two lines provide upper (max) and lower (min) boundaries.
The gradation curve for the filter material must fall within those boundaries.
Q8: Re drawing C-03:
a. Why is the area of clearing and grubbing shown to extend to the other side of LA highway
405?
i. Other than installation of the power supply & conduit to the pump station, is there any work required under this scope on the southern side of LA 405?
b. Please confirm – Is it the intent of the documents to require Safety Fence from station
4733+00 to 4653+00 along the shoulder of Hwy 405 approximately 1’-2” from the edge of pavement.
i. Is this item paid under Mobilization?
c. Is it the intent to clear & grub continuously down the length of the levee from station
4733+00 to 4653+00 on only at the immediate locations of the structures or embankments?
A8: (a) Work is to continue and will be conducted on the other side of LA 405.
(ai) There is no other work required under this scope on the southern side of LA 405.
(b) Safety fence required from Station 4733+00 to 4753+50 extending to 1-2’ from edge of pavement.
(bi) From specs (1100 document), payment for all work associated with the safety fence shall be distributed amongst the existing bid items.
(c) Clearing and grubbing of the existing ditch will be required.
Q9: Re drawing C-04:
a. The title of the plan view at the top left calls the concrete aprons “Reinforced”. Do the concrete aprons require any type of reinforcing steel, mesh or fiber mesh?
b. The note toward the top right of Section A-A also uses “Reinforced” in its description.
Please confirm – Is there reinforcing required?
c. How big are the areas of pavement around the relief wells? How are we to determine the uphill/downhill dimension of the areas of pavement?
d. Are the well locations as plotted on the aerial photographs on drawings C-01 & C-02 located such that the dimension from the well location to the bank of the ditch can be scaled within a reasonable accuracy?
A9: (a&b) As stated on the top right of Section A-A, reinforcing is required.
(c) The dimensions of the pavement areas around the relief wells vary. The only variable distance is the center of well to top of ditch. The other dimensions are as shown.
(d) The well centers are shown by the x/y coordinates on the plan sheets or drawings C-01 & C-02. The apron construction can be built from this point.
Q10: Is the concrete paving around the relief wells to be measured & paid for under the bid item 0015 – Concrete Sloped Pavement?
a. Is the sloped pavement at the pump station discharge pipe to be measured & paid under this same bid item?
b. Is the concrete pavement ditch lining in the area of the pump station to be paid under same bid item?
A10: The concrete paving around the relief wells to be measured will not be paid for under bid item 0015 – Concrete Sloped Pavement.
(a) The sloped pavement at the pump station discharge pipe to be measures is to be paid under bid item 0015 – Concrete Sloped Pavement.
(b) The concrete pavement ditch lining in the area of the pump station is not to be paid under bid item 0015 Concrete Sloped Pavement.
Q11: Under what bid item is the pump station vault to be paid?
A11: The pump station vault is to be paid under the contract job price for submersible pumps.
Q12: The pavement around the wells contains dummy joints. Is a dummy joint simply a tooled joint as is typically found in sidewalks?
a. Is there a detail available for dummy joints?
b. Do dummy joint require sealant?
A12: (a) See attachment at the end of the document.
(b) Yes, the dummy joint does require sealant.
Q13: Re drawing C-05 and related drawings – There are several conflicting notes regarding the size of the area of sloped pavement on the flood side of the levee for the pump station discharge pipe. Please confirm:
a. Length, or the dimension up & down hill.
i. Drawing C-05 Note 1 at the top left says refers to existing sloped pavement. Is there any existing sloped pavement?
ii. Drawing C-05 – Section D shows new pavement at the top and existing pavement at the bottom. Is this the case?
iii. Drawing M-02 – Section 2 – Pump Discharge Detail shows the pavement below the pipe to be existing & and new pavement from that point up.
iv. Drawing C-05 – Plan View – At Discharge Lines is confusing…
v. The cross hatched area is noted to be “Proposed Concrete Slope Pavement” and an unhatched area of pavement that is noted to be “New Concrete Slope Pavement”.
1. What’s the difference in New & Proposed slope pavement?
2. What’s the uphill/downhill dimension any required new section?
vi. There’s a note on the right of this detail that calls for a “New Expansion Joint At New And Existing Concrete”. Is the cross hatched pavement existing?
vii. Where does the top of the slope pavement occur?
1. Note 1 on C-05 locates the top at the edge of the crown. Or should that be
6” from the crown?
2. Section 2 on M-02 locates the top 1’ above the top of the pipe.
3. Section at station 4740+00 on X-03 shows the top at the bottom of the pipe.
b. There’s also some ambiguity as to the width of the pavement – the dimension up river/down river. Please confirm the desired width.
i. Drawing C-01 says “20 Ft. Width Extend to Toe of Levee”.
ii. Drawing C-05 Note 1 says extend the pavement 10’ each side of the pipe station discharge pipes which would be a total width of 26’-0¾”.
iii. Drawing C-05 Note 5 says extend the pavement 5’ each side of the pipe station discharge pipes which would be a total width of 16’-0¾”.
c. Please confirm the 6” thickness shown on the Ditch Cutoff Wall detail is incorrect.
i. Is there any 6” pavement in this project?
A13: (ai) There is existing slope pavement along part of the project, as seen in aerial photos on C- 01 and C-02.
(aii) Yes, new pavement is at the top and existing pavement at the bottom on drawings C-05- Section 2.
(aiii) It is all new pavement below the Pump Discharge point.
(aiv) Some of the discharges have 2 lines while others have 1; in this instance this discharge has 2 lines.
(av1) The new and the proposed slope pavement are the same.
(av2) The uphill/downhill dimensions are along the length of the slope.
(avi) Cross hatched pavement is proposed and not existing.
(avii) The top of the slope pavement occurs at the crown breakover.
(avii1) At the edge of the crown.
(avii2) Where additional slope paving is added just for the discharge pipes, 1’ above top of pipe is adequate.
(avii3) Field verification is to be verified by the contractor per notes on the sheet.
(b) The desired width of the pavement is 20 ft.
(c) The Ditch Cutoff Wall is correctly shown at 6” thickness.
(ci) At the anchor there is 6” pavement in this project.
Q14: Drawing C-05 – Cross section of levee at Pump Discharge (Sta 4740+00) shows the pavement at the pump discharge w/ several “tick” marks called out to be “SLP”. What is SLP?
a. Same drawing – what is “EC”?
A14: The “tick” marks called out on Drawing C-05 are called out as SLP or slope. These are survey shots for information only.
(a) These are survey shots for information only. EC means Edge of Concrete.
Q15: Drawing C-05 – Cross section of levee at Pump Discharge (Sta 4740+00) seems to indicate the existing levee surface with the discharge pipe laid above the existing surface and covered with imported fill.
Also the sloped pavement seems to be on embankment. Both of these appear to be in conflict w/ the cross section at station 4740+00 on drawing X-03 which appears to indicate the discharge pipe is installed in a trench. With respect to the pump station discharge pipe, please confirm the trenching and fill requirements.
a. Are we to trench into the existing levee to install the pipe?
b. Are we to cut the road at the top of the levee to install the pipe?
A15: (a) No penetrating the design levee section is not allowed, therefore trenching into the existing levee shall not be performed.
(b) Cut the road at the top of the levee to install pipe as required, but to a depth that doesn’t penetrate the design levee section.
Q16: Regarding trench details for the discharge pipe, what is the:
a. Bedding material and thickness?
b. Haunching material & thickness
c. Initial backfill material?
d. Final backfill?
e. Is all of the above either existing material or excavated material?
A16: (a) All the material for the discharge pipe if from the pump to the outlet is levee material.
Thickness shall be measured to maintain positive drainage.
(b) All the material for the discharge pipe if from the pump to the outlet is levee material.
Thickness shall be measured to maintain positive drainage.
(c) All the material for the discharge pipe if from the pump to the outlet is levee material.
(d) All the material for the discharge pipe if from the pump to the outlet is levee material.
(e) All the material for the discharge pipe if from the pump to the outlet is levee material.
Q17: Drawing C-05 – Regarding joint requirements in sloped pavement.
a. Plan View – At Discharge Lines shows the joints running up hill to be both the Traverse & the Longitudinal Joints. Which is which please?
b. Also on this drawing we see a Longitudinal Joint detail that calls for a 15’ max spacing.
c. And we see a Traverse joint detail… Is that intended to be a 10’ max spacing between traverse joints?
d. Please clarify if longitudinal joints run up hill or level.
e. And if traverse joints run uphill or level.
i. And if applicable, what is the max spacing on traverse joints?
A17: (a) At discharge lines, joints running up hill are longitudinal joints and traverse joints are across.
(b) This is correct as longitudinal Joint detail shall be 15’ max spacing.
(c) The intent is to be a 10’ max spacing between traverse joints
(d) Longitudinal joints run up hill.
(e) Traverse joints run level.
(ei) Max spacing on traverse joints is as shown on the plans.
Q18: Drawing C-05 shows a detail of the Levee Crown Crossover which shows the earthen ramp over the pipes. It appears from X-03 that the pipe is trenched through the road with adequate cover.
a. Is the ramp required only where the pipe as indicated on X-03 does not have sufficient cover?
b. What is the desired slope of the ramp on each side of the pipe?
A18: (a) A ramp is required over the discharge pipe across the crown.
(b) Desired slope of the ramp on each side of the pipe 1V:20H.
Q19: Spec section 22 14 29.00 12 sub section 2.2.2.4 calls for 16” steel casing.
a. Is this required and if so, where?
A19: (a) The 16” casing pipe is not required. The casing pipe pertained to a ramp crossing which due to de-scoping prior to advertisement, is no longer included in this project.
Q20: Spec 22 14 29.00 12 section 2.2.2.3 HDPE Pipe calls for DR26 pipe. Drawings call for DR21 pipe.
What is the required DR?
A20: Required DR is as follows: DR21 if PE3406, DR26 if PE3408/PE4710
Q21: Is the HDPE pipe iron pipe size (IPS) OD, or Ductile Iron (DI) OD?
A21: IPS was assumed during design, since the steel pipe is required at the levee crossing exceeded since it exceeds normal DIP lengths for single piece pipe. However, if the remainder of the piping system is consistent and compatible with all required fittings shown DIP piping would be acceptable.
Q22: It appears that on each end of the HDPE pipe where the material transitions from HDPE to steel, the bell end of the coupling is drawn affixed to the HDPE pipe and the plain end is on the steel pipe.
That’s backwards. Normally the transition from HDPE to MJ is the other way around with the plain end on the HDPE using an HDPE MJ adapter, aka a Harvey adapter, and with the MJ bell on the rigid pipe. Will the use of a conventional HDPE MJ adapter be allowed at these locations?
A22: Yes, it’s drawn backwards. A conventional HDPE MJ adapter (butt fusion x MJ HDPE section with SS stiffener ring) was the design intent, and will be acceptable.
Q23: Drawing M-01 Pump Intake and Plan shows a piece of flanged x plain end 12” steel pipe approximately 2’ long after the 10” x 12” reducer. Would it be allowable to use a ductile iron flanged by MJ pipe here instead, so we can have the MJ bell, and to enable make up to the Harvey adapter mentioned above?
A23: It would be acceptable to use a ductile iron flanged by MJ pipe here instead, for the MJ bell, and to enable make up to the Harvey adapter.
Q24: Same drawing as above, the Pump Discharge Plan at the top of the levee shows the transition from HDPE to steel pipe. Would we be allowed to use an MJ x MJ solid sleeve to make this transition, which would provide two MJ bells and allow for the use of Harvey adapters as mentioned above and enable transition to steel pipe.
a. MJ joints using Harvey Adapters are restrained joints by their nature. The joint between the MJ solid sleeve and the steel pipe can be restrained using retainer glands with set screws similar to the arrangement shown on the drawings.
A24: A threaded MJ-FAB or welded on MJ bell adapter is preferred here to reduce joint length, and keep all mechanical joints clear of the levee road.
Q25: Drawing X-03 shows 12” DR-21 HDPE pipe under the road of the levee. Drawing M-02 shows steel pipe under the road. Is HDPE allowable under the levee road?
A25: HDPE is not allowable under the levee road. A single piece steel pipe without joints is required under levee road.
Q26: Drawings X-01 – X-08 show levee & ditch cross sections.
a. It is difficult to distinguish any differences in the line types for “Proposed Work” vs “Design
Levee Section”.
i. Is the solid line on the levee intended to be “Design Levee Section”?
1. Is the design levee section indicated for information only?
ii. Is the solid line in the ditch intended to be “Proposed Work”?
iii. Please confirm this scope does not include cutting the levees from “Existing Ground” down to “Design Levee Section”.
b. Please confirm these sections are provided to indicate required modifications to the roadside ditch.
c. What is the meaning of the numbers whose text is aligned vertically? For instance, in the section at 4399+00 “162.46” is aligned vertically. The left side of the fill is at approx. 158 so that’s not it. Please clarify what these vertical numbers mean.
A26: (ai & ai1) The solid line is intended to be???? The specs state that work is not to penetrate the design levee section.
(aii) The solid line in the ditch is intended to be “Proposed Work.”
(aiii) Any and all work is not to penetrate the design levee section (excepting the well itself).
(b) Roadside ditch work is required to ensure positive flow to pumps.
(c) The vertical number is the distance from the centerline of the levee to the top of proposed ditch.
Q27: There are two sizes of electrical racks detailed on S-01. It appears from drawing M-01 & 02 that only the 60” rack is required. Please confirm.
A27: The 90" wide equipment rack will be required.
Q28: Re M-02 the note to the top right of the section 1 through the pump station. Please clarify the intent of “Full Opening Dimension Hinged”. Is it the intent that the entire 10’ x 10’ area be hinged to open clear? One pair of doors maybe each leaf being 5’ x 10’? And rated for 300 psf? How is that to be accomplished? It seems this would be a substantial hatch/cover likely requiring a group of able bodied men to open it or some hoisting mechanism. Would it be possible for the Corps to provide clarification on what is required, and/or maybe a design?
a. What do the tops of the pump guide rails attach to? This typically would be an immovable part of the structure top immediately adjacent to the edge of a much smaller hatch. If the hatch is fully hinged, there is no place to mount the upper guide rail bracket; and nothing for workmen to stand on while installing or removing a pump.
A28: Full opening in the direction perpendicular to the road/levee is not needed. At the contractor’s option it would be acceptable to provide a partial opening around 60”-72” in this direction flush with the road side wall and full width/120” in the direction parallel to the road way, provided clear access for lifting pumps is maintained. There should be commercially available catalog products (such as an EJCO H721201903) available meeting this requirement. The remaining top area should be of similar construction to the floor (6” concrete slab with #4’s 5.5” O.C.) with a 9”x9” beam along the 120” span at the unsupported edge of the hatch. Beam should have 4 #8 bars longitudinally (centered on a 3” square) with #4 hoops at 6” spacing.
(a) Intent of guide rails was just to provide a short (2’ or 3’) length of rail off the discharge base/adapter to help guide the pump in place when lowered by truck crane. If a reduced section hatch is used, contractor is free to anchor rails to nearest adjacent edge if necessitated by the construction of discharge adapter.
Q29: Please provide the thickness of the pavement in the ditch near the lift station & say if any reinforcing is required.
a. Are there any grade beams or cut off walls required in the ditch pavement?
A29: Thickness of the pavement in the ditch near the lift station is 4”, unreinforced.
Q30: Spec section 26 05 00.00 40 section 1.5.1 says boring under the highway is required at 5 locations.
Please confirm the boring work is for one pair of 4” conduits in one location.
A30: Confirmed. Boring work is for one location.
Q31: SECTION 01100 - GENERAL PROVISIONS Paragraph 14. PROJECT BENCHMARKS, would you consider allowing a GNSS static survey to verify the benchmarks instead of differential levelling.
A31: GNSS static survey shall NOT be used to verify the benchmarks.
