The following items are applicable to this modification:

AMENDMENT 0001

Amendment 0001 Bidder Questions and Government Responses

Q1: Specification – Ascension Parish LA Relief Well

When reading the specification the min and max percent by weight passing the screen is backwards. For example on the #25 sieve the spec is saying that Max % passing is 34% and the Min % passing is 87.6. This would mean that there has to be at least 87.6% passing and no more than 34%. It seems that the two columns are switched. It should read that there has to be at least 34% passing (min) but not more then 87.6% passing (max). When looking at the graph below you will see that the lower spec limit aligns with the Max and the Upper Spec Limit aligns with the Min in the spec.

Here is the recommended change in the specification (switch the Min and Max).

US Sieve

MAX %

Passing

MIN %

Passing

#18 100 93.3 #20 100 72.4 #25 87.6 35.0 #30 60 10.0 #35 23 0

I have also included a sieve analysis chart showing the Min and Max Lines that correlate with the recommended change in specification.

A1: The information listed in the two columns provided in the specs should be used to plot two separate lines.

The two lines provide upper (max) and lower (min) boundaries.

The gradation curve for the filter material must fall within those boundaries.

Q2: Specification Section 33 26 00.00 12

1.7.3 Drilling Log, Sampling, and Testing. Item 7.

Please clarify as to whether split spoon samples are required to be collected in order to identify and seek USACE approval of soil intervals where screen and solid pipe sections should be installed. Criteria and site conditions indicate that split‐spoon samples will be collected at 2.5 foot intervals in order to determine the depth intervals where well screens and solid pipe sections will be installed. It also states that grain size analysis (ASTM C136) or Atterberg limit test be performed on all split spoon samples.

This would be consistent with the recently awarded Upper Pontchartrain Seepage Project.

A2: Collecting and testing of samples (per the specifications) will be required in order to identify and seek. USACE approval of soil intervals where screen and solid pipe sections should be installed.

Q3: Are the permanent materials to be installed tax exempt?

A3: USACE‐MVN does not provide tax exemption certificates for construction projects in the State of Louisiana

Q4: Specification Section 33 26 00.00 12

In regards to CLIN 0009 Relief Wells, 0009AA is First 1,284LF and 0009AB All over 1,284LF is an additional 321 LF. Is the additional 321 LF for the possibility for additional relief wells? Or for the possibility that through the split spoon process additional footage may be added to each relief well?

A4: From a geotechnical standpoint, additional footage may be needed based on the sampling/testing results, but not additional relief wells.

“2.3 FILTER PACK

Material for the filter pack around the solid pipes and screens shall be a dry processed sand composed of hard, tough, and durable particles free from adherent coating. The filter pack shall not be crushed stone. The filter pack material shall contain no detrimental quantities of organic matter nor soft, friable, thin, or elongated particles in accordance with the quality requirements in ASTM C 33/C 33M, Table 1 and Table 3, Class 5S. Material sieve analysis testing shall be per ASTM C136/C136M. Test sieves shall be in accordance with ASTM E 11, Table 1.

The individual grading curves within the limits shown shall not exhibit abrupt changes in slope denoting skip grading or scalping of certain sizes. The filter pack shall meet the following gradation requirements:
