Question 1.
Scalable drawings and provided electronic files of the full scale drawings and scalable half size or 11x17 printable files for the drawing sheets.
The existing solicitation can only be printed on 8.5 x 11. None of the drawings are to scale and will not reasonably print as 11x17 or allow accurate bidding. Dependent on when all bidders are in receipt of these accurate drawings, we request a bid date extension.
Response 1.
New drawings were submitted to the contractor via amendment 0001 and posted onto FedBizOpps to clarify this matter.
Question 2.
Would you consider using RTK GNSS methods to verify all project bench marks per Section 21? It is over 70 miles of levelling that would be required between the points and two of the project bench marks are on the east side of the river and one is on the west side. It is not very cost efficient or practical to do differential levelling.
Response 2.
Amendment 0002 replied to this question: 21. PROJECT BENCHMARKS Benchmark and Project Temporary Benchmarks (TBM). To ensure local/internal consistency, the contractor shall verify all project benchmarks using differential leveling in accordance with Section D of the "USACE New Orleans District Guide for Minimum Survey Standards".
Question 3.
Contract Time: In reviewing the drawings and site conditions there is not enough time to dewater the project under the base contract. The ditches will required to be clean and deepen. The material is very wet and will required time to dewater in order to begin excavation and processing the material for placement. Additional 160 days is recommended.
Response 3.
Ditching & Draining work for CDF-7 was completed April 2019 giving the disposal area approximately 6 months to drain/dewater from the last dredging event. Some remnant amount of water is to be expected but will not impact excavation. Therefore, no additional time will be granted.
Also, no changes to the Plans and specifications are required at this time.
Question 4.
Can the USACE provide CADD files for this project?
Response 4.
The scope of work as well as all the necessary information and details required to successfully prepare a bid for this solicitation has been provided with the Plans and Specifications. The successful contractor will be issued CADD drawings and surveys as needed to complete the construction post contract award.
Solicitation Number W912P8-20-B-0018 Amendment 0003
Question 5.
Based on the Drawing C‐12, C‐13 and the section for this work, calculations indicate that there is not enough material to construct the wok for option 2. Has the government confirmed that the amount of borrow for this area? If there is not enough where is the material the additional material to be provide?
Response 5.
The following revisions have been made to the Plans and Specifications to address concerns about the availability of borrow material for dike construction on CDF-2.
Specifications A. Section 31 23 00.00 20 – Excavation and Fill, Paragraph 3.1.1 Borrow-General revised to read as follows:
“Excavation for borrow shall start from the borrow top edge of cut (B.E.C.) with a cut slope of 1 vertical to 3 horizontal to a depth no greater than the maximum borrow depth of elevation of 5.5’ NAVD88 for CDF-7, and -6.0’ NAVD88, for
CDF-2”
Drawings A. Note 5 on Sheet C-13 has been revised to read as follows: “Borrow may be excavated from the T.E.C. on a 1V:3H cut slope down to a max bottom edge of cut (B.E.C.) of El. -6.0’.
B. Sheet C-14 has been revised to show a max borrow depth elevation of -6.0’.
Question 6.
6a. What is the Pay Item for the Clearing and Grubbing associated with Disposal Facility CDF-2?
Response 6a.
Clearing and grubbing for CDF-2 is considered incidental to dike construction.
Question
6b. Note 3 on Drawing C-04 states that “Fill is not required where borrow is.” Does the same exclusion apply to degrade material? (Note: Degrade where borrow is would be allowable borrow).
Response 6b.
Per Section 31 23 00.00 20 Excavation and fill, Paragraph3.3.1 CDF-7 Degrade, CDF-7 site degrading within the limits of the borrow area of CDF-7 is not required, if excavated below elevation 12.5' NAVD88 for embankment fill.
6c. Does degrading of material need to be performed where Dike Construction is happening? (Note: This area is being filled with dike construction material. See Drawing C-06, Theoretical Dike Section #2).
Response 6c.
Degrading within the dike and berm footprint is not required.
Question
6d. What is the ground water elevation in CDF-7 and CDF-2? The ground water surface is not shown in the boring logs. What is the elevation of the river surface?
Response 6d.
Site specific phreatic information is not available. Real time stage hydrograph data may be obtained from the New Orleans district website specified under Section 00700, Paragraph “Physical Data”, subparagraph (g).
6e. The Embankment spec states that compaction equipment shall be a minimum of 16 tons. Standard sheep foot compactors (vibrating compaction roller) weigh approx. 12 tons and are commonly used in levee compaction. Is this 12 ton compactor sufficient for Embankment compaction?
Response 6e.
A 12 ton compactor may be used but the Contractor shall submit the manufacturer’s specifications for the smaller compaction equipment or government approval. Compaction requirements specified in the solicitation are based on a 16 ton compactor. Number of passes for compaction shall be adjusted accordingly.
6f. Under the Optional Work (CDF-2) Bid Item 0009, it states Spill Box Removal and Replacement. The spec states Removal and Relocation (Sec 31 24 00.00 12, page 3, 1.1.4 CDF-2 Work). Please clarify? Also, please clarify the work relative to all the spill boxes. In the Base Work, Bid Item 0005, it states Spill Box Relocation for CDF-7.
Please clarify that scope of work? In the Optional Work, Bid Item 0008, it states CDF-7 Additional Spill Box. Is this Bid Item 0008, where the (5) runs of steel pipe are to be installed (Drawing C-11). In the specs the scope of work for the spill boxes is not clear and inconsistent.
Response 6f.
Description for Bid Item 0009: “CDF 2 – Spill Box Removal and Replacement - OW” is accurate. The intention is to remove existing spill box and replace it with a new one which will be installed close to the location of the existing one.
Paragraph 1.1.4 CDF-2 Work has been revised to read as follows:
“If Optional Work is exercised, CDF-2 work will consist of construction of a new dike at CDF-2; as specified herein and in Section 31 23 00.00 20 Excavation and Fill, and the removal and replacement of the spill box; and other incidental work; as specified herein and as shown on the drawings.”
Work on CDF-7 consist of relocation of the existing spill box, which includes relocation of the existing culverts, and installation of a second spill box which will include 5 new culverts. Sheet C-11 provides the culvert layout for the 5 new culverts to be installed with the new spill box.
Please refer to Section 05 50 13 Miscellaneous Metal Fabrications, paragraph 1.2 Measurement and Payment for a complete description on work to be covered under CLINS 0005 and 0008. Culverts for the new spill box on CDF-7 shall be included under CLIN 0008.
6g. Is there a method or requirement for how the contractor needs to excavate the borrow areas? (Example: If the contractor begins excavation in the middle of the borrow area, the haul distances would be minimized and the hauling operation more efficient).
Response 6g.
Sequencing of degrading operations is the contractor’s means and method. Excavation plan will be discussed post-award.
Question 7.
7a. Please define any density requirements to be met on the levee dikes?
Response 7a.
No specific density is required. Embankment construction requirements for placement, spreading and compaction has been provided as well as required compaction equipment.
7b. Will any erosion control fencing be required around the perimeter of the dikes?
Response 7b.
Same footprint is subject to turbidity increases when dredging is perform and does not create turbidity levels above baseline conditions. No erosion control fencing is required.
7c. Will the degrade material be allowed to be spread back over the outside footprint of the dike area once the dike is in place?
Response 7b.
No material will be allowed outside the footprint of the dike area.
7d. Will contractor be required to hydro seed and/or plant grass on levee once it is complete?
Response 7d.
Planting is not a requirement in this solicitation.
Question
7e. What is the anticipated Notice of Award Date.
Response
Award is anticipated to occur within 30 days after Notice to Proceed.
Is there a location to be provided by the owner that will allow the contractor water access for equipment and material on/off loading or is it the responsibility of the contractor to secure a staging location for its own use?
Response
The contractor is responsible of identifying and securing an onload/offload facility in order to gain water access.
Section 01100 – General Provisions, Paragraph 12 “Access Plan” provide more details on requirements for the access plan.
