W912P8-19-R-0022 INDEFINITE DELIVERY/INDEFINITE QUANTITY IDIQ UNRESTRICTED AE CONTRACT FOR GEOTECHNICAL DESIGN AND RELATED SUPPORT SERVICES WITHIN THE LIMITS OF THE NEW
ORLEANS DISTRICT, THE MISSISSIPPI VALLEY DIVISION AND GULF COAST REGION
QUESTIONS AND ANSWERS
Q. Is one person permitted to fill 2 roles for this ID/IQ? For instance, can we use the same person to fill both the Environmental Engineer and Hydraulic Engineer positions if they meet the requirements set out for both?
A. Yes, a person with multiple qualifications can fill multiple roles.
Q. Our question is whether a company can be a subcontractor/consultant for another company and also submit as a prime. One of our subcontractors has decided that they would like to prime and all parties are wondering if they can still be listed as a sub on our team.
A. It is allowable for the same contractors to be primes and/or subs on multiple teams, but contractors should keep in mind the following requirement:
If the contractor is a joint venture or utilizes subcontractors, the prime firm must perform at least 50% of the work utilizing in-house resources as measured over the life of the contract in order to meet or exceed the requirements of FAR Clause 52.219-14 (c)(1), Limitations on Subcontracting. The majority of the anticipated work will be subsurface exploration and laboratory testing.
Q. In reference to “Primary Selection Criteria”, Section C, it is understood that a USACE Validated lab within 50 miles of NOD headquarter is needed to perform soil and concrete testing. However, several other personnel and equipment requirements are also listed in Section C. Considering the relatively large geographic area under the jurisdiction of NOD, would selection consideration be given to Contractors that provide some of the requested personnel and equipment listed in Section C from other offices with the NOD’s jurisdiction area but not within 50 road miles of the NOD headquarters building?
A USACE validated lab will still be provided within 50 miles of NOD headquarters.
A. The location requirement for professional personnel and technicians applies only to two of the three required drill crews. As noted elsewhere, the contractor shall also provide a USACE Validated laboratory within 50 miles of the New Orleans District Headquarters building.
Q. In reference to “Primary Selection Criteria”, Section C, the list of equipment to accomplish the prescribed the work is very specific (e.g., 10 vibration monitors, five 4-inch diameter consolidoemeters, etc.), is the quantity of equipment needed based on simultaneous task requirements or redundancies?
Would selection consideration be given to Contractors that provide the requested equipment but in quantities that vary from those prescribed in the solicitation?
A. The requirement for a validated lab in proximity to the New Orleans District Headquarters is to assure that samples will not be transported across the country for testing, which can cause disturbance of samples and compromise the accuracy of test results. It is therefore required that equipment to perform specified tests, and in sufficient quantities to assure timely testing of all samples, is available as listed at the validated lab within 50 miles of the New Orleans District Headquarters building.

Inserted Text Section 1.(2) does not address the lab. The Lab is mentioned in Section 2. (2). I thought we addressed this answer earlier with ED. For purposes of a fair evaluation, The contractor selected for award will be required to provide the laboratory services required by the contract at time of award.
