EVALUATION FACTORS FOR AWARD
A. BASIS FOR CONTRACT AWARD.
1. This is a “Best Value” solicitation in accordance with FAR Part 15. The Government will award a contract to the responsible Offeror whose offer conforms to the solicitation and is considered to be most advantageous to the
Government, price/cost and other factors considered in accordance with FAR 15.101-1, Tradeoff Process. The awards will be made with appropriate consideration given to the following three evaluation factors: (1) Past
Performance, (2) Specialized Experience and Technical Competence, (3) Price/Costs/Cost Related Information.
Factor 1 is slightly more important than Factor 2. The non-price factors (1) and (2) when combined are significantly more important than Factor (3) Price/Cost.
2. To receive consideration for award, a rating of no less than “Acceptable” must be achieved for Factors 1 and 2.
This will be determined by evaluation of the offerors’ proposals based on criteria set forth below. After the
Government individually evaluates and rates each proposal, the Source Selection Authority will determine which proposal(s) represent the best value. The Government reserves the right to accept other than the lowest priced offer or to reject all offers. In accordance with FAR 15.306, the Government intends to make award(s) without discussions; however the Government reserves the right to hold discussions if necessary. The Government will not award a contract to an Offeror whose proposal contains a deficiency, as defined in FAR 15.001. If there is/are lower priced, conforming offer(s), the Source Selection Official must determine that the added value of a more expensive proposal would justify award to that Offeror. The contemplated contract is anticipated as Indefinite
Delivery/Indefinite Quantity (IDIQ) with capability to issue task orders on a firm fixed-price basis.
B. EVALUATION FACTORS AND SUBFACTORS.
1. The offeror’s proposal must adhere to the proposal submission instructions and address the Contractor’s and its
Subcontractors’ experience in the various planning, project management, program management, economics, engineering, and environmental disciplines.
2. In order to determine if an offeror meets the Governments requirements, the offeror will be evaluated for acceptability based upon the following factors:
NON-COST (Technical)
1) Past Performance
2) Specialized Experience and Technical Competence
COST
3) Price
C. EVALUATION FACTOR 1: PAST PERFORMANCE.
1. For a Contractor’s proposal to be considered acceptable, it must, at a minimum, accomplish the following:
a) The Contractor’s proposal must address knowledge/experience of the firm in delivering traditional USACE
Civil Works Projects including Project Partnership Agreement (PPA) Development, General Investigations (GI), Planning Assistance to States (PAS), Continuing Authorities Program (CAP), Flood Plain Management Services
(FPMS), Silver Jackets (SJ), International and Interagency Support (IIS), Environmental Infrastructure (EI), and
Coastal Wetlands Planning Protection and Restoration Act (CWPPRA) flood control, hurricane storm damage risk reduction, ecosystem restoration, water and wastewater treatment and multi-hazard digital mapping, and FEMA emergency and evacuation planning.
b) The Contractor’s past performance will be evaluated based on recent projects to determine the Contractor’s probability of successfully performing the Contract requirements. Recent is defined as past performance information within the last eight (8) years.
c) The Contractor shall submit no more than six (6) recent projects for this factor and shall provide the information outlined in the format of Attachment 2 – Sample Projects for each project. Contractors are cautioned to take extreme care in selecting projects for review that are both relevant and accurately reflect the Contractor’s recent performance capabilities. If the Contractor chooses to provide more than six (6) projects, the Government will evaluate only the first six (6) projects submitted under this evaluation factor. Any additional projects submitted beyond the six (6) requested will NOT be evaluated. While projects outside the New Orleans District’s Area of
Responsibility (AOR) will be accepted, preference will be given to projects submitted within the New Orleans
Districts AOR.
d) The Contractor shall submit one (1) recent project for each of the following categories:
1) General Investigations (Flood Control/Hurricane Storm Damage Risk Reduction, Navigation, or
Ecosystem Restoration)
2) Planning Assistance to States (Master Planning or Technical Assistance)
3) Continuing Authorities Program
4) Flood Plain Management Services (Silver Jackets, Geographical Information System, or Technical
Assistance)
5) Project Partnership Agreement Development
6) Environmental Infrastructure
e) The Contractor’s proposal must demonstrate an understanding of the contract performance requirements. The proposal should also demonstrate the ability of the Contractor to manage multiple task orders concurrently.
f) Note: In the case of a Contractor without a record of recent projects in the selected categories or for whom information on recent projects is not available or so sparse that no meaningful rating can be reasonably assigned, the
Contractor may not be evaluated favorably or unfavorably on past performance (See FAR 15.305 (a)(2)(iv)). In this case, the Contractor’s past performance is unknown and assigned a performance confidence rating of “Neutral
Confidence”. However, a past performance rating of “Satisfactory Confidence” or “Substantial Confidence” will be considered worth more than a “Neutral Confidence” rating in evaluating a proposal.
2. Factor 1 will be evaluated using the adjectival rating methodology shown in the table below:
ADJECTIVAL DEFINITION
Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Neutral Confidence
No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.
Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will successfully perform the required effort.

E. EVALUATION FACTOR 3: PRICE.
1. The Government will evaluate all prices and costs for reasonableness and evidence of unbalancing to help determine best value to the Government. This factor will not be adjectivally rated. The techniques and procedures described under FAR 15.404-1(b) will be the primary means of assessing price reasonableness. The Government will evaluate the reasonableness of all prices and costs to determine whether they are reasonable for the work to be performed; reflect a clear understanding of the requirements; and are consistent with the methods of performance described in the Offeror’s proposal. The agency may reject an offer that is found to be materially unbalanced or reflects a serious lack of price reasonableness or evidence of unbalancing.

The Government will evaluate the costs for reasonableness when compared to the Offeror’s technical approach for the services specified in the sample task order. The Government will evaluate completeness of the cost data, whether the costs reflect the Offeror’s understanding of the requirements, and whether the costs are consistent with the proposed method used in the sample task order. This will be determined from the information provided and will be used to establish whether the costs are reasonable for the work to be performed.
4. For purposes of Contract award, the overall price for the sample task order will be considered in the best value trade off analysis.
5. It is requested that the prices in the offeror’s proposal are held firm for 90 calendar days from the date specified for receipt of offers. The offeror’s total evaluated price for the purpose of evaluation shall include: the base period, four one-year options and additional option items, plus six additional months of service at the same prices as specified for option period four (NOTE: the additional six months of service is to allow for the execution of extensions under FAR clause 52.217-8, Option to Extend Services., if required and approved by the Contracting
