W91P819R0007 – Responses to Questions

1. There is wording in the solicitation for “Include the firm's ACASS and DUNS number in SF 330, Block 3b. For ACASS information”. ACASS has now been changed to CPAR and I cannot find a block 3B to input our ACASS number? We have our Duns number at all required locations, but am unsure about the ACASS part.

Please see revised notice.

ORIGINAL VERBIAGE: Include the firm’s ACASS and DUNS number in SF 330, Block 3b. For ACASS information, see Internet site HTTP://WWW.HQ.USACE.ARMY.MIL/cemp/e/es/acassweb, or call

(503) 808‐4590.

REVISED VERBAIGE: Include the firm’s DUNS number in Block 4 of the SF330.

2. Do we have to submit a full SF330 document for each subcontractor, or just include relevant parts (i.e. resumes) within the Prime's document?

The requested SF330 is for "the proposed team, including the prime firm and all joint venture partners, subcontractors, consultants and free‐lance associates." The quoted requirement does not indicate separate SF330's, it indicates that the prime firm should submit the SF330 and it should include the prime firm's resources and experience as well as the resources and experience available to the prime via all of the other entities listed, i.e. "the proposed team".

The reason each of those entities is separately listed is because the resources and experience of each entity should be separately listed and attributed to the owning entity. This avoids any misrepresentation of whether a resource is "directly owned" by the prime firm or is "available" to the prime firm via another member of the proposed team.
