SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0001

Contractor Questions and Responses

Question 1: For the area along the dike between Points N34-N5 on Sheet C-01 of the plans, there is no adjacent disposal area. Can we assume that this section of dike will need to be loaded and hauled away utilizing tracked trucks?

Response 1: All dike degrade material must be disposed of in the Borrow Canal Backfill

Areas shown on Drawing C-01. If there are no adjacent Borrow Canal Backfill Areas, then the degraded dike material must be transported to one, by whatever means the contractor deems most efficient.

Question 2: On Sheet C-02 of the plans, can we assume that this is only for reference purposes of the existing conditions? Our assumption is that we are to only remove the bulkheads, and NOT replace them with new ones.

Response 2: Correct. Drawing C-02 is provided as reference of the existing bulkheads which are to be removed. The bulkheads are not to be replaced.

Question 3: For the vegetation that is currently on the dike, would we be able to place directly into the disposal area? Or will we need to cut/grub the vegetation first and allow it to dry out before cutting the dike?

Response 3: Any vegetation removed from the retention dike prior to degrading, can be placed directly into the disposal area. It is not necessary to "cut/grub the vegetation first and allow it to dry out before cutting the dike". All vegetation and dike degrade material can be immediately placed into the disposal areas.

Question 4: Will an office be required to be posted on the project site, or would it be allowable to have a small deck-barge to keep the office on during the course of the project?

Given the site conditions, it appears that any structure placed on the project area would be subject to sinking.

Response 4: An office on a deck barge will be acceptable.

Question 5: Given the condition of the site, we don't believe it would be feasible to provide Corps personnel with an ATV (No.11 on pg. 01100-11). Is this specification strict, or will we be able to provide Corps personnel with whatever form of vehicle we see fit to navigate the site?

Response 5: The Corps will accept a vehicle that is sufficient to traverse the site. If the contractor provides access to the Government as needed, the Government will not require exclusive use of a vehicle.

Question 6: "In looking through the specs, I do not see benchmark verification listed. I know you will need us to provide a TBM on site, but I do not see a spec for the level loop between project benchmarks that is typically included in Corps projects." Would it be possible for us to still inquire whether the Surveyor will need to provide a level loop for benchmark verification purposes? Either way, thank you for all your help!

Response 6: Project Benchmark requirements have been added to the project per this amendment.

Question 7: We had questions concerning the site access. Upon visiting the site, we found that the only way to utilize the Equipment Interior Access Corridor (shown on Sheet C-01) would be to mechanically dredge the existing channel. At the current moment, the channel isn't deep enough to allow equipment or barges to access the site. Referencing Point No.22 on pages 01100-16 & 01100-17 of the specifications, we just want to make sure that mechanically dredging a channel wouldn't require special permissions or an alteration to the existing permit.

Response 7: Mechanical dredging is not a feature of this project and is not environmentally cleared. Contractor will need to track, pull, etc. to access the work area. As an alternative to pulling the piles, an alternative for cutting the bulkheads has been included in the amendment.

SECTION 01100

Add the following new paragraph immediately after paragraph 22”

“23. PROJECT BENCHMARKS

a. Benchmark and Project Temporary Benchmarks (TBM). To ensure local/internal consistency, the Contractor shall verify all project benchmarks using differential leveling in accordance with Section D of the “USACE New Orleans District Minimum Survey Standards”. The differential levels must be to Second Order Class II closure standards, as defined in Appendix 4 of the afore mentioned Survey Standards, and as follows: closure error (in feet) must be less than or equal to 0.035 x √(distance in miles). Ties between the three “project controls” identified on the drawings and the Contractor utilized temporary benchmarks shall be performed at least every 6 months using differential leveling. Field notes showing all data and the closure error shall be provided to the Government. Field records of these survey verifications shall be submitted in a survey report, which shall be updated with each periodic verification. The benchmark verification survey shall be performed and report signed and sealed by a Licensed Surveyor.

b. Records. Field records of these benchmark verifications shall be submitted to the Contracting Officer’s Representative in electronic format via CD, DVD, or portable hard drive within 7 days of the completion of the benchmark verification. The Contracting Officer's representative shall be notified immediately if any errors or inconsistencies in the benchmark verifications are found. Field records of the first benchmark verification must be received within 14 days of notice to proceed.”

Sheet Identification No. C-01, NOTES. Add the following new note as:

“4) CONTRACTOR MAY CHOOSE TO CUT THE BULKHEADS INSTEAD OF

REMOVING THEM IN THEIR ENTIRETY. ALL COMPONENTS OF THE BULKHEAD

SHALL BE CUT NO HIGHER THAN ELEVATION (-) 1.5. IF THE CONTRACTOR

ELECTS THIS METHOD FOR BULKHEAD REMOVAL, THE ENTIRE STRUCTURE AT

ELEVATION (-) 1.5 FEET SHALL BE COVERED FROM MATERIAL REMOVED FROM

THE DIKES TO ELEVATION (+) 1.5 FEET.”
