QUESTIONS AND ANSWERS

BELOW ARE RESPONSES TO QUESTIONS RECEIVED FROM BIDDERS RELATIVE TO SOLICITATION

W912P819B0039. CONSIDER THESE RESPONSES TO ALSO SERVE AS CLARIFICATIONS/ REVISIONS

TO THE PLANS AND SPECIFICATIONS WHERE APPLICABLE.

Q1: The Calcasieu Lock on the GIWW is closed now 12 hrs. per day and there have been times when the wait to get through has been over 72 hours. I did not see that this delay was added into the performance time for the projects.

Can the contractor receive priority lockage for these projects so we will not have to wait to get through? This would have a huge cost impact on the projects if we could not get priority.

A1: The repairs at Calcasieu Lock are scheduled to be completed in the very near future and before this contract is awarded. In any case, the Contractor can request priority lockage for this project through the CO. This is not unusual and has been provided for Corps contactors on numerous occasions.

Q2: Must all work be performed from the water only or is the delivery; stockpiling; operation of heavy equipment and working from land on the existing island disposal sites and shorelines permitted?

A2: The project is designed to be constructed from the Calcasieu River ship channel. However, some work will be required along the land side of the optional bank armoring/ paving, between CDFs 17 and 19 (grading of bank, installation of geotextile which is required to extend a minimum of 5’ beyond where the paving meets the Top of Bank of the dressed area, as well as stone placement). As for repairs to the foreshore dikes, equipment is allowed along the banks to assist in moving/ placing stone to the meet the required theoretical section. However, no construction is permitted landside of the repairs proposed to the Optional Dugas Landing Sites “A”, “B” and “B- 1”.

The bidders should, however, note that the areas landward of the foreshore dikes fronting CDFs 17, 19, 22, D and H are disposal areas that are actively used by the Corps for annual maintenance dredging of the Calcasieu River ship channel, and may be quite wet and soft. In fact, all of the above mentioned areas, with the exception of the area landward of the foreshore dike fronting CDF D, are included in a current, ongoing maintenance dredging contract, awarded to Mike Hooks, Inc. and are subject to possibly being used for placement of hydraulic fill this year. So conditions may make it impractical to stockpile stone, as well as operate equipment behind these sites. In any case, work should be limited to the bare minimum required to perform required surveys and to shape the backside slope of the repairs to the dikes fronting these sites. The integrity/stability of the foreshore dikes, as well as the channel side earthen dikes of all CDFs, shall not be compromised. Any adverse impacts to these dikes as a result of the Contractors operations shall be repaired by the Contractor for this contract at its cost.

Q3: Is operating equipment and/or working on top of the new revetments permitted?

A3: Heavy equipment shall not be operated on top the foreshore dikes as it could impact the stability of the dikes.

Crossing over the dike (s) to access the backside is allowed, as long as it is performed at designated access locations/ corridors and submitted for review and approval prior to construction. Any damage resulting from equipment cross overs will result in the dike(s) being repaired to the required theoretical section and at no additional cost to the Government.

Q4: Can stone be stockpiled at various spots along the existing island disposal sites and mainland shore land and then transported and placed?

A4: See response to Question 2 above.

Q5: Are the access channels mandatory?

A5: If the intent of the question is to get clarification as the whether or not dredging for floatation access is mandatory, then the answer is no. The P&S simply provide the maximum allowable floatation/ access dredging.

Floatation needs are the Contractor’s responsibility as long as they comply with the maximum allowable floatation specified in the contract.

Q6: Please clarify (and to ensure the accuracy of barge displacement readings for measurement and payment), that pre-loading and post-loading barge displacements be measured at the quarry's loading facility.

A6: Not exactly sure of the purpose of this question which is relative to loading of the barges at the quarry for delivery. The Contracting Officer's representative will measure stone for payment by weight determined by barge displacement on the project site, and the displacement shall be determined before and after each barge is unloaded and the difference between these values shall be the quantity delivered. Barge displacement tables shall be provided for each barge used to deliver stone to the site. (See SECTION 35 31 19.03 12 of the specifications for further details)

Q7: We could not find in the documents any definition for an excusable weather delay. Sea state conditions at the project site can greatly impact the ability to work on certain days (such as today 5/21/2019). Please advise how this will be addressed during the Project.

A7: Time extensions for weather delays are not included. Extreme weather day delays, (i.e. an approaching tropical system) must be submitted by the Contractor and subject to approval by the Contracting Officer (CO).
