The following have been added by full text:
52.236-16 QUANTITY SURVEYS (APR 1984) - ALTERNATE I (APR 1984)
(a) Quantity surveys shall be conducted, and the data derived from these surveys shall be used in computing the quantities of work performed and the actual construction completed and in place.
(b) The Contractor shall conduct the original and final surveys and surveys for any periods for which progress payments are requested. All these surveys shall be conducted under the direction of a representative of the Contracting Officer, unless the Contracting Officer waives this requirement in a specific instance. The Government shall make such computations as are necessary to determine the quantities of work performed or finally in place. The Contractor shall make the computations based on the surveys for any periods for which progress payments are requested.
(c) Promptly upon completing a survey, the Contractor shall furnish the originals of all field notes and all other records relating to the survey or to the layout of the work to the Contracting Officer, who shall use them as necessary to determine the amount of progress payments. The Contractor shall retain copies of all such material furnished to the Contracting Officer.
(End of clause)
Note: In paragraph (c), the word “Promptly” is defined as “within three (3) calendar days.”

Questions and Answers
Below are responses to questions received from bidders relative to Solicitation W912P819B0039. Any changes/clarifications included in the responses are now contract requirements with the issuance of this amendment.
Q1: Will the contractor be allowed to use the CDF’s to unload equipment and stone materials to access the placement areas?
A1: All access and staging areas must be from within open waters of Calcasieu River ship channel and Calcasieu Lake Q2: Can the contractor work on the new dike with heavy equipment and place stone from within the dike footprint?
A2: Heavy equipment shall not traverse the footprint of the foreshore dikes as it could impact the stability of the dikes. However, equipment may traverse the 30 foot rock berm where required. Any damage resulting from equipment will result in the dike being repaired to the required theoretical section and at no additional cost to the Government.
Q3: Can the contractor stage stone along the stone dike area even if it surpasses the limits of the dike template?
A3: Stockpile is not allowed outside the horizontal extents of the dike footprint.
Q4: Can you please confirm the total excusable weather days in the contract?
A4: Time extensions for weather delays are not included. Extreme weather day delays, (i.e. an approaching tropical system) must be submitted by the Contractor and subject to approval by the Contracting Officer (CO).
Q5: If no flotation channel is needed where do we get the material for the earthen berm on the southern reach CDF- E?
A5: As stated in Section 35 31 19.03 12 STONE, Paragraph 3.3 EARTHEN BERM, material stockpiled from excavation of the flotation channel shall be used in construction of the earthen berm. At a minimum, the Contractor must remove enough material to construct the earthen berm from the allowable flotation channel.
Q6: If no flotation channel is needed is the turbidity curtain still needed for stone placement? There will be no turbidity while placing stone.
A6: As stated in Section 35 31 19.03 12 STONE, Paragraph 3.5 TURBIDITY CURTAINS, installation of turbidity curtains is required prior to stone placement and must extend in advance of the stone placement by 500 feet.
Q7: The Calcasieu Lock on the GIWW is closed now 12 hrs. per day and there have been times when the wait to get through has been over 72 hours. I did not see that this delay was added into the performance time for the projects.
Can the contractor receive priority lockage for these projects so we will not have to wait to get through? This would have a huge cost impact on the projects if we could not get priority.
A7: The repairs at Calcasieu Lock are scheduled to be completed before this contract is awarded. In any case, the Contractor can request priority lockage for this project through the CO. This is not unusual and has been provided for Corps contractors on numerous occasions.
Q8: We have reviewed the specification for the project and would like to see if the specification can be revised as to not include any elongation at break specification reference as long as the geosynthetic meets the minimum 5% strain value or the 10% value lowered or changed to an average 10% (not minimum). To our knowledge, no known higher strength geosynthetic manufactured has a minimum 10% elongation at break on a continuous basis during the manufacturing process including all of the allowed polymers specified. On many USACE projects where Reinforcement Geosynthetics are specified, typically, we see an Ultimate Strength at break/rupture/failure with no reference or line item of just elongation at break. We believe changing the elongation part of the spec will still give the same performance for its intended purpose.
A8: Minimum geosynthetic fabric must remain as specified in specification. This requirement has been used in previous jobs.
Q9: The solicitation listing on FedBizOps states the top stone size is 1500#, but a gradation table is not present in the specifications. Can you please provide a gradation specifications?
A9: Gradation curve is provided near the end of the specifications.
Q10: Must all work be performed from the water only or is the delivery; stockpiling; operation of heavy equipment and working from land on the existing island disposal sites and shorelines permitted?
A10: All delivery and staging must be from within open waters of Calcasieu River ship channel and Calcasieu Lake.
Stockpile is not allowed outside the horizontal extents of the dike footprint. Heavy equipment shall not traverse the footprint of the foreshore dikes or CDFs as it could impact the stability of the dikes. However, some work will be required along the land side of the optional work for bank paving at CDF-23.
Q11: Is operating equipment and/or working on top of the new revetments permitted?
A11: See response to Question 2 above.
Q12: Can stone be stockpiled at various spots along the existing island disposal sites and mainland shore land and then transported and placed?
A12: See response to Question 3 above.
Q13: Are the access channels mandatory?
A13: Access channels are required for site access and are mandatory. The Contractor shall determine which access corridors area needed. The P&S provide the maximum allowable flotation and access dredging. Flotation needs are the Contractor’s responsibility as long as they comply with the permissible flotation specified in the contract.
Q14: If channel dredging is not required, then where does the embankment material for the earthen berm shown on drawing C-09 come from?
A14: See response to Question 5 above.
Q15: Please clarify (and to ensure the accuracy of barge displacement readings for measurement and payment), that pre-loading and post-loading barge displacements be measured at the quarry's loading facility.
A15: The Contracting Officer’s Representative will measure stone for payment by weight determined by barge displacement on the project site, as stated in the specifications. The displacement shall be determined before and after each barge is unloaded and the difference between these values shall be the quantity delivered. Barge displacement tables shall be provided for each barge used to deliver stone to the site. (See SECTION 35 31 19.03 12 of the specifications for further details)
Q16: We could not find in the documents any definition for an excusable weather delay. Sea state conditions at the project site can greatly impact the ability to work on certain days (such as today 5/21/2019). Please advise how this will be addressed during the Project.
A16: See response to Question 4 above.
Q17: We visited the site today in very rough conditions. Based on this visit we have concerns with regard to the constructability of the underwater filter fabric placed under the revetments as shown on Drawing C-09. It will be very difficult to perform a visual QC check of this material. Holding the fabric in place during construction (even using setting templates) will be very difficult to control. The placing of this fabric material will also be a major controlling factor to the schedule. Would the engineer consider eliminating this fabric in areas of stable (firm) subgrade? Would the engineer consider substituting the fabric for a more controllable material such as a Geogrid or stone mattress?
A17: Sub fabric will not be considered for elimination. Specific fabric for substitution must meet minimum requirements as identified in specifications and will not be allowed without review and approval.
Q18: Can any clearing debris be left on the dredge disposal sites?
A18: No. As stated in Section 01 57 20.01 12 ENVIRONMENTAL PROTECTION, Paragraph 3.5 DISPOSAL OF NON-REGULATED DEBRIS AND OTHER WASTE, debris resulting from construction operations must be removed from site.
Q19: I have been trying to get out to the site to do a thorough survey but the winds have been strong out of the south and south east for the past 2 weeks and the waves have been too high to get on the lake. The long range forecast shows the pattern changing on June 6 to west and south west winds which will make the lake calm. Please consider pushing the bid date back 1 week for these projects.
A19: Due to the critical timeline of this project, bid opening date will not be pushed back.
Q20: Will the XYZ files from the survey be issued prior to bid time in order for contractors to accurately calculate dredging quantities?
A20: See attached the most recent survey data from September 2018.
