AMD 0002 - RESPONSES
Q1. There is a fiber optic line coiled up in the existing shop. What is to be done with this cable?
R1. Fiber will have to be routed into existing manhole. This feeds internet to the Control House.
Q2. Can the new sewer line in the shop be tied into the clean out next to the building on the north east side of the shop?
R2. Yes
Q3. Can boat traffic be shut down through the locks at planned times during day light hours for concrete pours?
R3. Yes. We can pass traffic through Gate structure #2.
Q4. There is an existing water well in the foundation of the shop. What is to be done with this water well?
R4. This isn’t a well but an old supply for the fire hydrants that are no longer on site. It can be removed with the building.
Q5. Will the new awning be connected to the building on the north east side? If it will be connected, are there any details for the connection?
R5. The awning and the building will not be connected.
Q6. Sheet S‐06 shows there being an expansion joint between the grade beams of the shop and awning.
Can this expansion joint be removed to allow for these grade beams to be poured monolithically?
R6. No, they are designed to act independently.
Q7. Will a filing of a Building Permit be required through Cameron Parish for the structural, mechanical, electrical, and plumbing scopes of work? If so, who is responsible for permit and inspection fees?
R7. No permit is necessary for project in federal government property.
Q8. Under Section 01 100, Part 4, please confirm the requirement for an Inspector’s Field Office under this solicitation.
R8. An inspector’s field office is not required for the Government personnel. The Contractor shall provide their own office space.
Q9. Section 01 100, Part 18, Paragraph (i) (Water for Construction Purposes) specifically refers to locations where public water supply is available. As this does not apply to this location, can the existing water supply line for USACE facilities be utilized for construction?
R9. The existing water supply can be used for normal use. If large scale amounts of water are needed for activities such as portable concrete batch plants, alternate sources of water must be sought.
Q10. With regards to temporary power for construction purposes, will the Contractor be required to install a temporary pole, meter, and service panel and procure electrical service through the local provider? If so, who is the electrical power service provider for the area?
R10. The Contractor may use the existing power at the structure.
Q11. Can an existing channel/structure be temporarily blocked for periods during construction by re‐ routing marine traffic through one of the alternate channels/structures?
R11. Yes, traffic can be passed through Gate Structure #2.
Contractor Performance Evaluations – Construction
In accordance with the provisions of Subpart 36.201(Evaluation of Contractor Performance) of the Federal Acquisition Regulation (FAR), construction contractor’s performance shall be evaluated throughout the performance of the contract. The United States Army Corps of Engineers (USACE) follows the procedures outlined in Engineering Regulation 415-1-17 to fulfill this FAR requirement. For construction contracts awarded at or above $700,000.00, the USACE will evaluate contractor’s performance and prepare a performance report using the Construction Contractor Appraisal Support System (CCASS), which is now a web-based system. After an evaluation (interim or final) is written up by the USACE, the contractor will have the ability to access, review and comment on the evaluation for a period of 30 days. Accessing and using CCASS requires specific software, called PKI certification, which is installed on the user’s computer. The certification is a Department of Defense requirement and was implemented to provide security in electronic transactions. The certification software could cost approximately $110 - $125 per certificate per year and is purchased from an External Certificate Authorities (ECA) vendor. Current information about the PKI certification process and for contacting vendors can be found on the web site:
http://www.cpars.gov/. If the Contractor wishes to participate in the performance evaluation process, access to CCASS and PKI certification is the sole responsibility of the Contractor.
