SUMMARY OF CHANGES

SECTION SF 30 - SF 30 CONTINUATION

AM0002

Amendment 0002 provides responses to questions, makes changes to the specifications, and provides a breakdown of the quantities for items listed as “job” in the bid schedule is being provided based on a request.

Responses to Questions:

1. Q: Is SSHO a stand‐alone position for this project?

A: The SSHO shall be a stand‐alone position for this project.

2. Q: Ref. Section 01100 Par. 24 (b) – It appears that periodic lock closures and navigation blockages are acceptable and expected. Please provide periods of time and specific days that closures will be allowed?

A: No, work should be planned to avoid any lock closures or navigation blockages.

Per Section 1100 Par.21 (b): "the Contractor shall stage the work accordingly to allow for safe passage of vessels at all times through the channel area.

Work may be performed in the channel during curfew times in accordance with the requirements listed in Section 1100 Par. 21 (d).

3. Q: Are daily traffic logs available?

A: The attached document provides yearly statistics for the IHNC Lock. More recent daily logs are available at the following website: http://corpslocks.usace.army.mil/ (SEE ATTACHED)

4. Q: In addition to the boring logs contained in the drawings, can you please provide the full geotechnical report?

A: The soil parameters used to design the end cell and guidewall is attached. (SEE ATTACHED)

5. Q: For corner section of end cell, would you allow Z‐sheets in lieu of the PS31 flat sheets? In a straight‐line configuration, we are concerned with excessive deflection when that portion of cell is excavated.

A: Z‐Sheets would be considered in lieu of PS‐31 flat sheets for the corner section of the end cell contingent on necessary revisions to properly support the plate straps on the end cell.

6. Q: Paragraph 3(n) of Section 01100 requires the contractor to provide an SSHO at the project site.

Paragraph 3(n) further states that the SSHO position may be a collateral duty responsibility unless specified differently in the contract. This paragraph refers to EM 385‐1‐1 Appendix A. In the past, there have been different interpretations as to whether the EM 385‐1‐1 allows the SSHO to have collateral duties. Please clarify whether the SSHO for this contract can have collateral duties.

A: The SSHO is to be a stand‐alone position and not have collateral duties.

7. Q: Paragraph 19.2 of Section 01100 states that the contractor shall anticipate damage to the access roads because of GVW load limits set by Orleans Parish and the current condition of the access roads indicated in the Contract Drawings. There are no access roads shown on the Drawings. Please provide the access roads & route that this paragraph is referring to. Please also provide the GVW restrictions that will affect concrete truck and other land‐based deliveries to the project site.

A: This paragraph is referring to the public streets that must be travelled on from either North Claiborne Avenue or St. Claude Avenue to reach the Lock Facility as shown on G‐101 and G‐103.

8. Q: Paragraph 24 of Section 01100 is titled “Lock Closures”. However, there are no lock closure schedules or times provided under this section. Based on the size of floating plant required to install the pontoon support structures, the crane barge will need to work from the channel, as there is not enough draft behind the guidewall. Please provide the lock closure schedule and times that the contractor will be allowed to work from the channel area.

A: See Paragraph 21 (d). These specify the lock closure times that may utilized by the Contractor for work in the channel.

9. Q: Paragraph 26 of Section 01100 provides Noise Control guidelines. Please clarify which party will be responsible for monitoring project site noise levels. If the contractor is responsible for monitoring noise levels at the project site, please provide guidelines for equipment to be utilized, number of monitoring stations, and location of monitoring stations so that contractors can price accordingly.

A: The Government is not going to dictate guidelines for equipment utilized or specific number and location of monitoring stations. The Contractor shall take reasonable measures with the equipment and work plan utilized to accommodate the noise control outlined in Section 1100‐26.

10. Q: Section B on Drawing S‐102 shows +2.00’ as the Minimum Water Level and also shows ‐2.00’ as the Minimum Water Level. The +2.00’ is shown on multiple drawings as the Minimum Water Elevation. Please clarify the Section B drawing notations, and clarify if +2.00’ is the correct Minimum Water Level for the project site.

A: EL. (+)2.00’ is the correct Minimum Water Level. We will delete the bad reference

11. Q: Drawing G‐103 indicates Existing Wharf Remnants in the Contractor Barge and Mooring Area. There is also an existing pedestrian bridge in the water at this location. Can the contractor remove the Existing Wharf Remnants that conflict with mooring area use? If so, is the contractor responsible for replacing any structures removed?

A: Yes, the Contractor is free to remove any wharf remnants provided no disturbance done to the bank.

The Contractor is not responsible to replace these existing structures.

12. Q: Section B on Drawing S‐202 indicates that underwater soffit formwork is required. Can the soffit formwork be left in place?

A: Yes, it can be left in place.

13. Q: Section B on Drawing S‐202 states that concrete pours shall be limited to 3’ to limit deflection of SSP.

Please clarify if this note applies only to the corner section of cell, or if restriction applies to all Zone One and Two concrete pours.

A: The note applies only to the corner. The flat sheet piling in this area are vulnerable to bending.

14. Q: Drawing S‐202 shows concrete anchors installed on each sheet pile. We cannot find a detail or size specification for the concrete anchors. Please provide a callout for concrete anchors and an installation detail.

A: The detail for the anchors is shown on S‐203, Section E/S‐202. However, we are going to revise the diameter and length by amendment. All anchors shall be 1” Diameter by 9” in length minimum.

15. Q: Note 2 on Drawing S‐202 states that the 30” underwater piles shall be filled with sand up to existing ground line, then filled with concrete from existing ground to top of pile. If the piles are filled with in‐situ material after pile driving, i.e. no soil plug, will the underwater piles require mucking out for installation of sand and concrete? If so, please clarify to what elevation underwater piles will be required to be mucked out.

A: No mucking required. Prior to placement of concrete in piles, sand fill needs to be up to existing ground line.

CHANGES TO THE SPECIFICATIONS:

SECTION 01100

Page 7, paragraph 3, subparagraph (n). Delete this subparagraph in its entirety and substitute the following therefore:

“(n) The Contractor shall have a qualified Site Safety and Health Officer (SSHO) on the construction site at all times that work is being performed to manage the Contractor’s Accident Prevention Plan. The SSHO shall be a full time responsibility. (see EM 385-1-1, paragraph 01.A.17). The person(s), as a minimum, shall have completed the 30-hour OSHA Construction Industry Safety Class (may be web based training if the student is able to directly ask questions of the instructor by chat / phone) or an equivalent course (see Appendix A, paragraph 3.d.(3)) applicable to the work to be performed, and given by a qualified instructor. Such training shall have been completed within the last three

(3) years. SSHO’s shall maintain competency through taking 8 hours of documented formal, on-line, or self-study safety and health coursework every year. For projects with multiple shifts, an alternate SSHO shall be assigned to assure coverage of the project during all working hours. Alternate SSHO’s (as listed in the Contractor’s APP) must meet the same requirements as the primary SSHO. Alternate SSHO’s may hold other positions when not functioning as an

SSHO.”
