Questions and answers
1. Question - The KTR to mat over a duct bank that runs parallel to the road between survey points 11 and 12 on Contract Drawing C-100.
Answer - The Contractor should mat over the pipeline.
2. Question - Confirm all elevations shown on the drawings. Is the bottom of the Monolith Elevation -2.0? Sheet S-103 shows bottom of cap at EL -2.0 and above that shows elevation -
4.0. Please Clarify.
Answer - The elevation at the bottom of the monolith is -2.0. The EL. -4.0 shown on Sheet
S-103 indicates the top of pile elevation and is incorrect. This elevation should be -1.0 as shown on the attached revised drawing.
3. Question - Confirm length of the 6 - #7 180 deg. Hook Bars that are to be welded on the top of each pile.
Answer - The hook bars extend 1’-6” beyond the top of the pile and extend 1’-0” into the pile.
4. Question - Confirm the plate thickness of the rub rail shown on S-102, Detail 1.
Answer - This plate is ½” thick, as indicated by the callout. Note 1 has been corrected in the attached revised drawing.
5. Question - Confirm lengths of the typical monolith and length of the handrail that runs on the backside of each monolith.
Answer - The base slab of the typical monolith is 49’-0” long. However, the walkway atop the wall on the typical monolith is 50’-2”, as it cantilevers 7” on either side. The handrail on the typical monolith is 50’-0” long.
6. Question - Can Handrails be welded in lieu of using Hollaender Speed Rail?
Answer - No, the handrails cannot be welded. They must be Hollaender Speed Rail or equivalent.
7. Question - Do the Handrails get bolted on the backside of the 3 ft wall?
Answer - The handrails shall be bolted to the land side of the 3 ft wall.
8. Question - Will the existing 12" x 12" composite wales the USACE supplied going to be used on the new quidewall?
Answer - USACE has a stockpile of new 12” x 12” composite wales located at the lock which will be provided for use on the new guidewall.
9. Question - On subsurface obstructions - to what elevation is the contractor responsible for?
Answer - The contractor is responsible for removing the timber piles on the existing guidewall to the mud line and for all connections above that point.
See specification Section 02 41 00, Demolition.
10. Question - Can the contractor be allowed to lower the water elevation inside the bay area?
Does the Locks have dewatering pumps on the lock system that can be utilized by the contractor?
Answer - The contractor is allowed to lower the water elevation during the time navigation will be shutdown as long as the contractor is able to raise it up again before navigation resumes.
The contractor would have to provide their own pumps to accomplish this.
11. Question - Can the contractor drive sheetpiles inside the bay area for dewatering purposes?
Answer - Sheetpiles may not be driven inside the channel.
12. Question: The elevation of the bottom of the monolith foundation is called out to be -2.00.
Please issue an addendum to include an underwater concrete mix design to be used for pricing by the concrete suppliers.
Answer - The Contractor must pour in the dry.
13. Question - Will Dayton Superior "Form Savers" be allowed?
Answer - They may be considered, but are not allowed at construction joints.
14. Question - Would it be possible for the chamber to be pumped down below -2 EL. on a daily basis for the entire construction process? Or will the contractor be required to build a coffer dam?
Answer - The contractor is allowed to lower the water elevation during the time navigation will be shutdown as long as the contractor is able to raise it up again before navigation resumes.
The contractor cannot build a cofferdam.
15. Question - Reference Plan Sheets H-001 & H-002. Due to very small print, the drawings are very difficult to read. The Gage readings are listed in NAVD88. However, the website that supports the East and West Calcasieu Gages record stage values in MLG. Please provide a conversion between MLG & NAVD88 so the bidder can obtain a more clear understanding of what water elevations to expect.
Answer - 0.0’ NAVD88 = 1.98’ MLG
16. Question - See Plan Sheet S-104. The suggested precast soffit approach assumes the pipe pile will attain sufficient bearing capacity to support the soffit formwork and concrete cap. What is the required pipe pile bearing capacity?
Answer - The required allowable compression load is 71.3 kips.
17. Question - Will pile tests be required on the 18” pipe pile? If so please pile test specifications.
Answer - No pile tests are required.
18. Question - The location Map shown on G-002 indicates an access road to the LOCK site on the South Side of the GIWW. Will this road be allowed for use during the construction of the Guidewall?
Answer - There isn't an access road on the south side of the GIWW.
19. Question - Will storage of material or use of equipment be allowed on the South Bank with proper matting to support distribution of surface loading? If yes is there an acceptable pound per square foot of loading allowed or a gross total weight of loading allowed on the South Bank?
Answer - Neither storage of material nor use of equipment is allowed on the south bank.
20. Question - RE: S-103 GUIDEWALL REINFORCEMENT DETAIL
a) Can the rebar hook be welded on the exterior of the pipe pile?
Yes.
b) Can the orientation of the hook be rotated for ease of installation of the rebar mat?
No.
c) Do the 18” pipe pile need to be filled with concrete?
The 18” pipe piles do not need to be filled with concrete.
The contractor can cover the top of the piles.
21. Question - Does the stone protection of the bottom need to be replaced if it is required to be removed for installation of the piling?
Answer - Any riprap that is removed must be returned to the existing grades and thicknesses shown on Sheet REF-001.
22. Question - Drawing S-103 indicates the bottom of the channel to be -22.0. Is this the required depth to be provided upon completion?
Answer - The bottom of channel elevation corresponds to the lowest point in the channel, as per the Lock Profile on Sheet REF-001. Upon completion, the bottom of the channel must be returned to existing elevations as shown on Sheet REF-001. Please note the elevations on Sheet REF-001 are shown in MLG and the elevations for the new construction are in NAVD88. The conversion is: 0.0' NAVD88 = 1.98' MLG.
23. Question - What are the elevations and limits of the rip rap upon completion of the project?
Answer - The elevations and limits of the riprap upon completion of the project shall be the same as shown on Sheet REF-001.
24. Question - RE: Section 01 45 04. 00 10 Paragraph 3.7.4, what is the frequency that the Concrete test cylinders will have to be delivered to Leake Ave in New Orleans?
Answer - Concrete test cylinders shall be delivered as often as necessary to meet the requirements of Section 03 31 00.00 12, Cast-In-Place Structural Concrete.
25. Question – Reference Section B on Plan Sheet S-101. Would cast-in-place anchors of equal design capacity be considered acceptable?
Answer - Yes, cast-in-place anchors of equal design capacity are acceptable.
26. Question - Reference Section B on Plan Sheet S-101. Note 1 indicates that the timbers will be supplied by the Government. Are these timbers currently located on the existing South Guidewall?
Answer - USACE has a stockpile of new 12” x 12” composite marine fenders located at the lock which will be provided for use on the new guidewall. They are located towards the northwest end of the lock.
27. Question - Specification Section 01100, Paragraph 22(a) & (b) appear to be in conflict with each other. Paragraph (a) restricts vessel positioning for the purpose of preventing lock closures while paragraph (b) allows for full lock closure during the stated hours of the day. Will the contractor be able to operate floating equipment on the channel side of the guidewall without restriction during lock closures?
Answer - The intent of paragraph 22(a) is to reduce lock closures whenever possible. Paragraph 22(b) stipulates the hours when closures and obstructions will be permitted. During lock closures, the contractor will be able to operate floating equipment on the channel side of the guidewall without restriction.
28. Question - Can you confirm the quantity of Mooring Bollards to be installed?
Answer - 15 mooring bollards are required.
29. Question - Do the 18" piles receive a concrete plug? If so, how deep? Provide detail please.
Answer - A concrete plug is not required. The contractor can cover the top of the piles.
30. Question - Will USACE allow any precast solutions?
Answer - USACE will allow precast solutions, but the contractor would need to submit a VE proposal.
31. Question - Is use of Type IV concrete allowed for temperature control?
Answer - Type IV would be considered for approval in a mix design, but similar properties can be obtained by using a blended cement.
32. Question - Can USACE confirm requirement of 25% mag particle testing on the double flare bevel welds for the rebar tension rods?
Answer - As per specification Section 05 50 13, subparagraph 3.2.1.9.b, the double flare bevel welds for the rebar tension rods require 25% random testing by magnetic particle testing procedures.
33. Question - Where will the Govt supplied timber fenders be delivered?
Answer - The Government furnished fenders are already onsite at the lock. They are located towards the northwest end of the lock.
