CONTINUATION PAGE

Contractor Questions and Governments’ Response

(NUMBERING IS A CONTINUATION FROM AM_0003 WHICH INCLUDED

QUESTIONS #1-6)

#7) Inspectors Crew boat, Spec Section 35 20 23.00 12, Para 1.8.3, requires the contractor to supply a crew boat with operator that is available 24-hours per day for the inspectors use. Please clarify if there is a minimum length for this vessel. The specification references USCG regulations for vessels 18-feet, or less.

RESPONSE: Bayou Segnette is an inland waterway with a short distance anticipated to a launch. No specific length is required, however the crew boat provided must meet requirements of Section 35 20 23.00 12, paragraph 1.8.3 (1).

#8) Access Routes, DWG G-003 shows the water access routes for the project.

a. Is the contractor allowed to use alternate water access routes to the project site?

RESPONSE: Water access routes shown on G-0003 are for bidders potentially unfamiliar with SE Louisiana. Coordinates are not provided in order to allow flexibility in actual routes. The Contractor IS allowed to use alternate water route alignments.

b. The only water depths for access routes provided are those shown on DWG CE- 101, between Lake Cataouatche and Yankee Pond. Please provide water depths along the Bayou Segnette and Geo-Crib water access routes.

RESPONSE: Surveys were not taken for other segments of the water access routes shown in Lake Cataouatche and Lake Salvador on sheet G-003. As part of the Bayou Segnette Waterway project, a January 2016 survey of the waterway is included in this amendment. This survey of the waterway is given in feet, referenced to MLG datum. 0.0 feet MLG equals (-) 1.37 feet NAVD88 (20004.65) at the Bayou Segnette gage (82740). Contractor shall field verify accessibility with its proposed plant and proposed access route prior to preparing a bid for this solicitation.

c. There are numerous private docks and structures along the water access route north of Couba Island. Please provide the navigable width for this channel.

RESPONSE: Assume the comment is in reference to the docks and structures along the Bayou Segnette Waterway. This is the only federal channel shown on CE-101 with authorized dimensions. Current project dimensions are (-) 6.0 feet MLG by 80 foot bottom width. The Bayou Segnette Waterway is not dredged to maintain authorized dimensions due to low project funding. As such, actual available dimensions are less than authorized dimensions.

#9) Floatation Channel at Bayou Segnette, DWG CE-201, Section A; Can the material from the floatation channel shown in Section A on DWG CE-201 be utilized to construct the Bayou Segnette Dike (east side dike)?

RESPONSE: Yes, however it is envisioned that the flotation channel excavation is required for sand base placement, which is required prior to the earthen cap. Concern for the Contractor should be re-handling the material as direct placement into the dike/berm footprint prior to sand base construction shall be avoided. It is not the intent of this contract to create a soft foundation for the Bayou Segnette Dike.

#10) Payment for Yankee Pond Dike Construction

a. Note 1 on DWG CE-103 states that the pre-dredge survey at Lake Cataouatche borrow pit cannot be performed until borrow operations for dike construction at Yankee Pond are complete.

RESPONSE: Note has been revised per this amendment to state that “A pre-dredging survey of the borrow pit shall be completed and approved prior to the exaction from the Lake Cataouatche borrow site”.

b. Spec Section 35 20 23.00 12, Para. 3.6.4, states that dike and berm material shall come from Lake Cataouatche borrow pit.

RESPONSE: Specification is correct, and the Contractor shall note that all excavation from the lake will be paid under CLIN 0006 for “Mechanical Dredging.” This should be considered in formulating pricing for CLIN 0007 for “Bayou Segnette Dike Construction.” Any alternative dike/berm material source submitted would be considered if provided under RFI during construction but not subject to a change in contract price.

c. c. Spec Section 35 20 23.00 12, Para. 1.3.2, states that dike and berm material for the marsh side dike and Keyhole Canal dike will be measured and paid for under Mechanical Dredging.

RESPONSE: Specification is correct.

d. Please clarify the above conflict with regard to how the dike & berm construction will be measured and paid.

RESPONSE: The cost of excavating material from Lake Cataouatche, hauling material to Yankee Pond, and unloading material will be paid for at the unit cost per cubic yard under CLIN 0006 for “Mechanical Dredging.” The additional effort to handle the material to achieve berm and section for the Bayou Segnette Dike will be paid for at the unit cost per linear foot under CLIN 0007 for “Bayou Segnette Dike Construction.”

e. Spec Section 35 20 23.00 12, Para. 3.6.1, states that the Bayou Segnette dike construction can be performed concurrent with marsh fill operations, and the Bayou Segnette dike has its own bid item by the LF. Please clarify where the material for the Bayou Segnette dike should come from and how the measurement & payment for this material will be handled if the material is dredged from Lake Cataouatche borrow pit concurrently with marsh fill dredging.

RESPONSE: With the revised note CE-103 established by this amendment, material obtained for construction of the Bayou Segnette Dike from within the Lake Cataouatche Borrow Site will be measured for payment like all other materials excavated and hauled to the Yankee Pond Marsh Creation Site.

#11) Levee Design & Construction

a. Spec Section 35 20 23.00 12, Para. 3.6.1, states that the contractor is responsible for “designing, building, and maintaining the dikes to safely retain the dredged material.” This section also states that “Dike parameters are given as minimum requirements and are not to be interpreted as Government designed.”

i. Please clarify the design criteria, standards, and requirements that the contractor is to use for dike design.

RESPONSE: Parameters mentioned is the geometry (crown elevation and width, side slopes, etc.). Side slopes, for example, may vary in the field. The function for the marsh perimeter dike is to ensure no damage is done to adjacent marsh platform. The Contractor shall make best effort to achieve these dimensions.

ii. Are there any design calculations, submittals, or approvals required for the dike design?

RESPONSE: No. Shop Drawings submittal require surveys only. Pre-Construction submittal for typical sketch with an Engineering approval is to ensure the adjacent existing marsh is not impacted.

iii. Is a PE stamp required for dike design?

RESPONSE: No.

iv. Please provide the Geotechnical Investigation Report for this project so that contractors can properly estimate this requirement.

RESPONSE: Geotechnical Investigation report is not available for public distribution.

v. If the dike elevations and slopes provided on DWG CE-201 change during the design process after award, how will the contractor be compensated for the additional work and materials?

RESPONSE: Contractor should be able to achieve sections included in the solicitation package, however as all dike material is to be obtained from the Cataouatche Borrow Site, any additional materials needed to achieve section would be paid under the CLIN 0006 for “Mechanical Dredging.”

12) Marsh Fill Settlement

a. How will settlement of marsh fill material be handled on this project?

RESPONSE: The cost for excavating, hauling, and placing will be paid for under CLIN 0006, “Mechanical Dredging.” Any additional materials needed to compensate for settlement losses during construction will be included in this CLIN.

b. Is the contractor responsible for settlement on this contract?

RESPONSE: Yes. Until the time of acceptance of compliance surveys, settlement incurred shall be brought back to section. The cost for excavating, hauling, and placing additional materials needed due to settlement will be paid for under CLIN 0006, “Mechanical Dredging.”

i. If so, how will the contractor be compensated for placing marsh fill due settlement?

RESPONSE: See previous response.

ii. ii. If so, can a separate bid item be included for this operation since the costs for marsh fill will be significantly higher after access channels are backfilled and closed off.

RESPONSE: As access channel needs vary based on Contractor’s plant, staging, etc., no additional line item will be added with a unit of measure. It is envisioned that the Contractor shall overbuild adjacent to the access channels and degrade to assist in filling access canals upon completion, or build from back to from upon completion of dike construction. Use CLIN 0010, “Yankee Pond Access and Dressing” to place anticipated costs associated with additional cost to handle/re-handle the material during final dressing.

c. At what point will government acceptance of marsh fill sections occur, so that the contractor can backfill access channels without the risk of having to re-access area to fill areas due to settlement?

RESPONSE: Government acceptance of marsh fill could be made prior to full marsh platform construction. The request for consideration from the Contractor would need to consider the placement plan. Minimum area would likely be 250ksf. Acceptance area would need to be contiguous with a dike or previously accepted area. Acceptance area could not be intersected by an access channel. A perimeter would be set for reaches adjacent to open water based on the performance of the platform during filling operations, e.g., sloughing along wet perimeter with Contractor’s barge traffic in and out of Yankee Pond.
