Q1. Please specify the anticipated time frame the barge would arrive at the shipyard, barring any unforeseen delays.

A1. In accordance with 3.1.1, the Contractor is required to accept delivery of the vessel within fifteen (15) calendar days after the date of receipt of the written notice of award or by a date mutually agreed upon by the Contractor and the Government.

Q2. Item 1.7.1 Clin 0004 We assume the 250 square foot will be one piece of plate. If not, please specify how many separate plates would make up the total 250 square footage being priced.

Q3. Item 1.7.2 Clin 0005 We assume the bilge knuckle replacement will be one 20’ piece. If not please specify the length of the separate pieces.

Q4. Item 1.7.3 Clin 0006 We assume the rake knuckle replacement will be one 20’ piece. If not please specify the length of the separate pieces.

Q5. Item 1.7.4 Clin 0007 We assume the structurals will be those related to item 1.7.1, Clin 0004. If, not please specify where the structurals will be located and size/poundage of each.

Q6. Item 1.7.5 Clin 0008 We assume the 10’ of rubrail will be in one continuous piece. If not, please specify the separate lengths involved.

A2 thru A6. There may be multiple repair locations. The number of locations and the quantity of material required at each location is unknown at this time. The quantity of each optional item required will be identified after a visual examination of the hull is made after dry docking and an evaluation of the ultrasonic thickness readings are completed by the COR.

Q7. Item 1.8.1 Clin 0009 Please clarify what a groove weld is. Do you require an arch gouge and welding or do want us to just weld over an existing eroded weld.

A7. A groove weld is defined by the American Welding Society A3.0 "Standard Welding Terms and Definitions" as “a weld in a weld groove on a work piece surface, between work piece edges, between work piece surfaces, or between work piece edges and surfaces.” A weld groove is defined as “a channel in the surface of a work piece or an opening between two joint members providing space to contain weld metal.” Paragraph 1.8 of the specifications requires the contractor to "prepare joints and apply welding". Welding procedure specifications are required to be qualified in accordance with ABS rules.

See the applicable requirements in the ABS rules for joint preparation requirements.

Q8. Item 1.10 Clin 0012 The specifications call out to weld up pitts in the barge plating anode mount locations. How can we know or price out the welding of pitts until we can look at them after the anodes have been removed.

A8. The area of the anode mounting strap that makes contact with the hull shell plate is available from manufacturer's data and is known. The corresponding area of the mounting location is then also known.

An estimate can then be computed to surface weld the total number of mounting locations per anode.
