1. Contracting Agency:
U.S. Army Corps of Engineers, New Orleans District P.O. Box 60267 7400 Leake Ave.
New Orleans, LA 70160-0267
2. Description of Action:
The Morganza Control Structure Operations Manager requested an emergency contract for the rental of dump trucks for the repair of three major slides on the Morganza Forebay South Guide Levee. These slides occurred after the 2015 winter flood and must be repaired as soon as possible. The request is for the trucks to be rented for a minimum of two months, with an option for two more months as required in the repair effort.
3. Description of Supplies/Services:
Rental of four (4) tandem dump trucks for two months with an option of two additional months. Operators are not required but can be included depending on the contractor’s operational policies. The trucks must be capable of transporting material off-road on levees, dirt roads, and highways. The trucks must have a minimum capacity of 12 cubic yards with steel beds.
4. Authority Cited: Authority permitting other than full and open competition for procurement of these services is 10 U.S.C. 2304(c)(2) and FAR 6.302-2(a)(2), Unusual and Compelling Urgency, and FAR 13.106-1(b)(1)(i), Soliciting from a single source for purchases not exceeding the simplified acquisition threshold.
5. Reason for Authority Cited:
The trucks will be used for the emergency repair of levees at the Morganza Control Structure that were damaged during the 2015 winter floods. The levees must be repaired as soon as possible before spring water levels start to increase. Attached is a detailed description of the repairs required and the forecasted water levels for the Mississippi River.
6. Market Survey (eg. Notice of Intent posting, SAM search, SBA recommendation):
Surveys were conducted to find responsible vendors that could supply the trucks with the necessary requirements. Only one local vendor, Hertz Equipment Rental, has the necessary equipment available.
7. Technical Certification:
I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.

Mississippi River & Tributaries
Morganza Forebay South Guide Levee
Repair Critical Levee Slides
Justification for Urgent Contract Action
After the floodwaters from the Winter 2015 flood receded, the Morganza Forebay South Guide Levee developed multiple slides within the first two critical miles adjacent to the Mississippi River Mainline Levee. The largest slide extends from the crown of the levee to the toe for approximately 300ft. Engineering Division has flagged this slide as a critical repair that must be completed before the Mississippi River begins rising again. The repair will consist of digging out the failure section of levee, hauling borrow material and stone to the jobsite from pre-identified stockpile areas, and placing the material in lifts until the levee section is regained.
This work is estimated to take at least 45-60 days to complete. The NOAA long range forecast as of February 26, 2016 shows the Mississippi River to turn around on Saturday, February 27, 2016 and rise to 47.0 ft at Red River Landing. Once Red River Landing reaches 51.5 ft, water will begin re-entering the Morganza Forebay and get against the failed section of levee. If the levee is not repaired before this happens, the levee could completely fail and unravel back to the Mississippi River Mainline Levee and Louisiana Highway 1 resulting in uncontrolled flooding of the Morganza Floodway; as well as, jeopardize the Morganza Control Structure’s ability to safely pass the Project Flood should operation be required.
The Corps does not have dump trucks readily available to haul the borrow material and stone from the designated stockpile sites to the repair location. Therefore, an emergency contract is required to rent at least four dump trucks to perform this work. The contractor will supply the dump trucks for a minimum of 2 months and the Old River Hired Labor personnel will provide the operators. The dump trucks are required onsite no later than Monday, February 29th to provide enough time to complete the repairs before the spring flood season. The dump truck and Old River crews will be operating 12 hours for the next two months to ensure the repair work is complete.
