1. Page 4, add the following new paragraph immediately after paragraph 1.3.2:

“1.3.1 Settlement

Settlement gage installation is not mandated. If the Contractor elects to install settlement gages, measurement of additional fill material placed by reason of foundation settlement will be based on measurements on the respective settlement gage installed, as applied to respective measurement range determined by the Government approved settlement plate layout proposed by the Contractor. Methodology for settlement allowance will be coordinated prior to any placement of fill materials. In instances where settlement plates have been set and cannot be found after completion of the fill operation, no measurement for settlement will be made, and any payment which may be due the Contractor for the settlement range applicable to that settlement gage will be forfeited.”

2. Page 5, add the following new paragraph immediately after paragraph 1.3.6.5:

“1.3.6.6 Settlement Gages

The cost of furnishing, installing, and maintaining settlement gages, if used, including measurements required to be made by the Contractor shall be at the expense of the Contractor. No separate payment will be made for compaction of fill around and over the settlement gages or for interference with the Contractor's operations resulting from the settlement gage installations, if used.

Measurements required to be made by the Contractor shall be at the expense of the Contractor.”

“2.3 TOP SOIL

Topsoil as defined by ASTM D 5268 shall be standard topsoil used for landscaping purposes. The total salts content shall be less than 1500 ppm.

The pH shall be tested in accordance with ASTM D 4972. Topsoil shall be free of sticks, stones, roots, and other debris and objectionable materials.”

5. Page 10, add the following new paragraph immediately after paragraph 3.2.11:

“3.2.12 Additional Fill”

Should the Contractor desire payment for placing additional fill due to foundation settlement during construction, they will be required to submit for approval a Settlement Gage Plan which includes a layout plan for proposed settlement gage installation, elevation at which plates will be installed, proposed applicable measurement reaches of each specific gage installed, method of monitoring and preserving integrity of the gages, etc. Contractor is advised that partial sand filling of the borrow pit is likely required to assure a smooth level surface for plate installation. Upon approval of the submitted plan and agreement as to methodology to apply gage readings towards settlement calculations, the Contractor shall furnish and install settlement gages for determination of such settlement. Prior to placing fill material, each gage shall be installed on a prepared foundation at the locations provided on the approved plan, and shall be maintained during construction. Each gage shall be set on a smooth level surface. Leveling of gage beds shall be accomplished by partial filling with sand as necessary to produce an even foundation and in such manner that the density of gage beds will remain at the same density as the undisturbed adjacent ground. Burying the settlement gage below the existing ground surface will not be permitted. The type of gage used shall be as shown on the drawings. The Contractor shall determine elevations of the gages prior to placing fill material, and again within 72 hours after compliance cross sections have been taken over the completed marsh creation platform for each fill material. The 72-hour requirement is an absolute pre-condition for payment for settlement of the foundation. The initial and final elevation of the gages will be verified by the Contracting Officer's representative at the site. Measurement of additional fill material placed due to

W912P8-16-B-0039 settlement of the foundation will be as stated in paragraph "MEASUREMENT."

Installation of and measurement on gages shall be at the option and expense of the Contractor. Failure to utilize settlement gages in strict accordance with the specifications and drawings will result in total forfeiture of any payment that may otherwise be due the Contractor for settlement of the foundation. In each case of 1) failure to recover any settlement gage, or 2) failure to comply with the 72 hour requirement for determining gage elevations, payment will be totally forfeited for the reach attributable to each gage so affected.”

Questions and Responses

As of: 30 June 2016

The intent of this section is to provide questions & comments received from interested parties on the above Scope of Work, and our responses to those questions and comments. It is possible that the information below does not reflect 100% of the questions and responses. The questions and comments do not necessarily represent questions received from any particular contractor.

Questions and responses are provided for information only and are not made part of the Scope of Work.

No. Question Response

6.

Section 31 23 00 Part 3.1.2 Clearing discusses the possibility of leaving “desirable” trees within the area flagged for clearing. What type of trees are considered desirable, and how many of these types of trees does the USACE anticipate in each area (Horseshoe Canal & Millaudon Canal)? Will there be additional contract days given while the Contracting Officer makes the determination?

Desirable trees include large native species, cypress for example. We do not anticipate desirable trees in all of the canal cuts. Revisions have been made to alignments during P&S preparation. The intent of this requirement is to ensure desirable trees are left in place. No additional contract days will be added if desirable trees are located.

7.

Are the CAD Files for the project locations available to the Contractors? If so, we would like to request that these files be made available?

CADD files will be forwarded to the successful bidder upon contract award.

8.

Plan sheet CE‐104 depicts the board road ending at the construction ROW with access note 1 stating that the contractor shall access at the launch point shown. Sheet CE‐106 shows the board road extending to the intersection of the roadway to be built between the sand berm and the board road.

Which is correct?

CE‐106 correctly identifies the full required board road limits as this sheet is for truck access. CE‐104 does not show the full length.

9.

Assuming the board road will extend to the roadway leading to the sand berm; will the contractor be allowed to construct a temporary truck turnaround between the end of the board road and the sand berm?

Required board road does extend to the sand berm as shown on CE‐106. The Contractor may install additional board road, like your proposed turnaround. Per Note 1 of CE‐101, the Contractor may install additional board roads as it determines necessary (means and methods) based on Contractor’s work plan without additional cost to the Government.

10.

Will the contractor be allowed to build a haul road and/or board road to connect the east end of the clay retention dikes to the required board road?

The Contractor may install additional board road, like your proposed clay dike access. Per Note 1 of CE‐101, the Contractor may install additional board roads as it determines necessary (means and methods) based on Contractor’s work plan without additional cost to the Government.

11. Is there any silt fence required on the project? Silt fence is not required.

12.

I would like to request the USACE takeoff quantities for the above referenced project. Please let me know if there are any questions. Thank you.

Takeoff quantities are attached.

13.

Will there be a site walk for this project? There will not be a required site walk for the interested solicitors. Points of contact have been added per Amendment 0001 to coordinate a desired site walk.

As per this Amendment 0002, FAR 52.236- 27 Site Visit, Alternate I (Feb 1995) has been added and an organized site visit will be held on July 6, 2016 from 10:00 – 11:00 AM CST. See "FAR 52.236-27 Site Visit, Alternate I" in this Amendment for more information.

14.

The alignment given for the board road on Drawing CE‐106 places it in wooded areas that would require clearing and also places it in low areas that would require the addition of fill material prior to installation. Can the alignment be changed or field fitted to avoid disturbing the wooded areas or crossing the low areas?

The board road alignment may be changed or field fitted to avoid disturbing the wooded areas or crossing the low areas. As per note 1 on the referenced Drawing CE‐ 106, the board road location shall be field adjusted to ensure the board road stays on the flood side levee berm.

15.

On Drawing CE‐202, Note 2, it states that fill needed to build clay dikes shall be obtained from within the Hwy. 45 borrow site. Void created by clay dike borrow shall be backfilled with material hauled to the site. If cross‐sections used to determine the quantity of fill placed are taken prior to clay dike construction, the survey will not capture the void created by clay dike construction. Please consider allowing the original survey to occur after the dikes are constructed so the Contractor can receive payment for this additional fill.

We understand this concern. Surveys post dike construction would capture not only the excavation resulting from dike borrow, but the fill resulting from dike construction, both of which are within the confines of the fill site and would somewhat equal out.

However the specification states that surveys shall be performed before and after each lift. Dependent upon the timing of clay dike construction, the survey is allowed to occur after the dikes are constructed. As such, the Contractor can receive payment for this additional fill.

W912P8-16-B-0039

16.

In Section 31 23 00.00 12, Paragraph 1.3.2, it states that measurement for fill will be computed between the “before‐construction” cross sections and the required dimensions as show on the drawings using the average end area method. There are no provisions in Section 31 23 00.00 12 for measurement or payment of settlement. Please consider allowing the Contractor to install settlement plates as is typical for this type of construction. If the Government will not allow settlement plates, we request that all geotechnical and engineering analysis pertaining to settlement that has been prepared by the USACE along with soil borings be provided so Contractors can include the loss of fill material due to settlement in their proposals.

The Contractor, at their discretion is allowed to install settlement plates to capture the amount of settlement during construction. If desired, the Contractor will be required to submit a layout plan for proposed settlement plate installation, elevation at which plates will be installed, proposed applicable measurement reaches of each specific gage installed, method of monitoring and preserving integrity of the plates, etc.

Contractor is advised that partial sand filling of the borrow pit is likely required to assure a smooth level surface for plate installation. Installation of and measurement on gages shall be at the option and expense of the Contractor.

17.

In Section 31 23 00.00 12, Paragraph 2.3, it states that “Topsoil as defined by ASTM D 5268 shall be standard for topsoil used for landscaping purposes”.

Further in this same paragraph, the percentages of various materials used to create topsoil are given.

These stated percentages do not match that which is defined by ASTM D 5268. Please clarify which percentages of each material used to created topsoil shall govern. If the stated percentages will govern, please consider giving a range (i.e. 2% to 10%) that must be met and not a precise percentage.

Percentages provided in the referenced ASTM shall govern. The referenced paragraph has been amended as follows: “Topsoil as defined by ASTM D 5268 shall be standard topsoil used for landscaping purposes. The total salts content shall be less than 1500 ppm. The pH shall be tested in accordance with ASTM D 4972. Topsoil shall be free of sticks, stones, roots, and other debris and objectionable materials.”

18.

In Section 31 23 00.00 12, Paragraph 2.3 the test method for determining maximum particle sizes is defined as ASTM D 422. We have been informed that this test method has recently been rescinded and replaced with a new standard. Please provide us with the new standard for determining particle sizes.

See response to previous question.

19.

In Section 31 23 00.00 12, Paragraph 3.5.1.3 it states that “Additional top soil stockpiles may be available within the Bonnet Carre’. The Contractor may coordinate with the Bonnet Carre’ manager to identify location of adequate top soil borrow”. In order for the Contractors to determine if any of the material available for top soil is suitable prior to submitting a proposal on this solicitation, extensive testing will be required that will take upwards to two weeks. Since the Bonnet Carre’ manager has not been able to identify these areas to us other than the designated borrow pit, we request that the bid date be postponed allowing us to time to make the proper determination.

Bid opening date has been revised as per this amendment.

20.

Section 31 23 00.00 12 does not address the testing requirements or frequency of testing for either Government furnished or Contractor furnished clay borrow material. Chapter 2 of the “Construction Control Manual” only provides testing requirements for compacted embankment and un‐compacted berm material. Please define what, if any testing will be required on CLIN 0008 “Clay Fill” upon delivery and placement of the material.

Testing frequency and requirements shall be as defined in Chapter 2 of the “Construction Control Manual” for un‐compacted berm material.

21.

In Section 32 93 00, Paragraph 1.8.3, it states that “The Contractor performing planting operations shall hold a certified forester’s license in the state where the work is performed”. In Louisiana, our research shows that only a “Landscape Horticulturist License” is issued and not a certified forester’s license. If our research is correct, please change the requirement shown in this section.

The referenced sentence has been amended as follows, “The Contractor performing planting operations shall hold a certified forester’s license, which is a national certification.”
