Questions:

Page C1-9, Paragraph 7.5.4 Coarse Aggregates and Paragraph 7.5.4.1 Storage of Coarse Aggregates the contract states the following- “Material from different aggregate sources shall be stockpiled separately.”

Q: Will the contractor have to stockpile aggregate from similar sources separately, the sources we utilize are delivering coarse aggregate that is similar in specific gravity and water absorption, is it the intent to separate stockpiles based on different types of coarse aggregate (i.e. crushed stone, washed gravel, sandstone) or is it based on different suppliers?

In accordance with Page C1-9, Paragraph 7.5.4, coarse aggregate (i.e. crushed stone, washed gravel, sandstone) shall be stockpiled separately from different aggregate sources. Coarse aggregate that is similar in specific gravity and water absorption maybe stockpiled together.

NOTE: The Contractor is responsible for providing specific gravity and water absorption test results proving the aggregates are similar.

Page C1-14, Paragraph 8.12.1 Concrete Mixers Q: Will a uniformity test be required and at what cost does the government propose for that test?

Yes, tests are required if the Contractor proposes to reduce the mixing time. The Government will not compensate the Contractor for any expense associated with assisting the Government personnel in conducting the uniformity tests for either manpower, equipment or materials.

When the contractor proposes to reduce the mixing time, uniformity tests at the reduced mixing time will be made by the Government at Contractor’s expense to determine whether the reduced mixing time meets the requirements of the specifications. The Government will not compensate the Contractor for any expenses, such as manpower, equipment or materials associated with assisting Government personnel in conducting the uniformity tests.

Page C1-16, Paragraph 9.1.2 Articulated Concrete Mattress Q: If the contractor is required to utilize a government supplied mix design how are we (the contractor) going to be held accountable if the concrete does not meet 3,000 psi threshold at 90 days? What consequence will the contractor bare if the concrete does not meet the 3,000 psi requirement? As you are aware the 30,000 mats to be poured this contract will be completed well before the 90 day breaks.

Under Paragraph 1(f), Page E-2, the Government will require correction of nonconforming supplies.

Page C1-17, Paragraph 9.1.3.6 Slump Q: Will there be any latitude for individual batches to get the slump in the specified range? With concrete it is difficult to forecast the slump on the first few batches of the casting day.

The maximum allowable variation in the slump is stated on Page C1-14, Paragraph 8.12.1

Page C2-4, Paragraph 3.1.2 Drainage Ditch Maintenance Q: Are the slopes going to be stabilized before the condition is transferred to the contractor?

By 5 May 2016, ditches will be pumped dry and grass will be planted on the slopes.
