Previous Bid Items Nos. 91, 92, 93, 94, and 114 were deleted. Note, some item numbers have changed.
*Denotes a change from the previous Bidding Schedule.
+ Denotes an addition to the previous Bidding Schedule.
Award will be made as a whole to one bidder.
NOTE 1: Bidders shall furnish unit prices for each item listed in the Schedule requiring a unit price. If the bidder fails to insert a unit price in the appropriate blank for required item(s), but does furnish an extended total, or an estimated amount for such item(s), the Government shall deem the unit price to be the quotient obtained by dividing the extended amount for that line item by the quantity. IF A BIDDER OMITS BOTH THE UNIT PRICE AND THE EXTENDED
TOTAL OR ESTIMATED AMOUNT FOR ANY ITEM, ITS BID SHALL BE
DECLARED NON-RESPONSIVE AND THEREFORE INELIGIBLE FOR
AWARD.
NOTE 2: Any bid may be rejected if the Contracting Officer determines in writing that it is unreasonable as to price. Unreasonableness of price includes not only total price of bid, but the price for individual line items as well. Any bid may be rejected if the prices for any line items or sub line items are materially unbalanced (See FAR 14.404-2).
00010-9 Ed 11-147
NOTE 3: THE NOTICE TO PROCEED (NTP): The successful bidder is advised that performance and payment bonds shall be submitted in accordance with the time frame in block 12B of SF 1442. The NTP will be issued immediately after verification of acceptable performance and payment bonds. Within seven (7) days after issuance of the NTP, the Contractor shall initiate a meeting to discuss the submittal process with the Area or Resident Engineer or his authorized representative. Physical work cannot start until the Accident Prevention Program, Contractor Quality Control Plan, and other submittals which may be required, have been submitted and approved and all preliminary meetings called for under the contract, have been conducted.
NOTE 4: OPTIONAL WORK ITEMS. The Government may require the delivery of the numbered line item(s), identified in the schedule as OPTIONAL WORK Items, in the quantities and prices stated in the schedule. The Contracting Officer may exercise the OPTIONAL WORK Items by written notice to the Contractor. The Government will exercise Optional Work 1 no sooner than 100 calendar days and no later than 200 calendar days after Notice to Proceed of this contract. The Government will exercise Optional Work 2a and Optional Work 2b no sooner than 350 calendar days and no later than 500 calendar days after notice to proceed of this contract. Bidders shall bid on all items including optional items (see “Evaluation of Options” FAR 52.217-5). Failure to bid on all items will result in a non-responsive bid.
NOTE 5: EVALUATION OF OPTIONS (FAR 52.217-5 JUL 1990). Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for this basic requirement.
Evaluation of options will not obligate the Government to exercise the option(s).
If an option is to be exercised at the time of contract award in accordance with FAR 17.208, FAR clause 52.217-4 shall be used in place of FAR clause 52.217- 5.
NOTE 6: TIME ADJUSTMENT IN THE EVENT OF THE EXERCISE OF
OPTIONAL WORK. In the event that OPTION WORK items (Items 081 through 0129) are exercised under the terms of the contract, the time required for completion of the contract will not be adjusted but shall be performed concurrent with the original contract duration of 1,460 calendar days established for the
BASE WORK items specified in the Contract Clause entitled
“COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (FAR 52-
211-10 – APR 1984)”.
14-R-0036; SELA 26 Florida Avenue Canal Phase IV Clarifications
1. Based on the quantities provided for the Foundation Jet Grouting on page 26 of Amendment #1, it appears that the Government’s calculated quantity for CY of treated volume only includes a treatment area that covers from inside belly to inside belly of the TRS sheet piling. The Jet Grout/Cofferdam Details shown on sheet S-301 of Volume II confirms this assumption. This assumption would create an untreated area along the alignment of the TRS between the inside and outside bellies of the sheet piling. Is it the Government’s intent to only treat the area the inside belly of the sheets, or should the typical detail and estimated quantities be revised?
Response: The jet grout should extend to the outer belly. Revised quantities will be provided.
2. We’d like verification of quantities and unit of measure on the following bid items:
• Bid item 0118 - 12” diameter sewer siphon (OW-2a)
• Bid item 0119 - 30” diameter sewer siphon (OW-2a)
• Bid item 0132 - 8” diameter sewer siphon (OW-2b)
Response: Quantities and units of measure will be corrected in an amendment. The unit of measure is correct and the quantities will be revised.
3. Page 25 of Amendment 0001 indicates that 8,936 lf of 4”-6” waterline is to be removed as part of Bid Item 0010, “Selective Demolition”. While we have located these lines to be removed in the Utility Disposition Plans, CU-408 to CU-410 and CU-415-423 for Volume 1 and Volume 2, respectively, the plans indicate that these lines are to be removed and relocated.
We have not found where the installation of the relocated 4”-6” waterline are paid for in either the Base Work items or Optional work items in the Bidding Schedule, Section 00010. Please indicate how we will be paid for these relocations.
Response: 4” and 6” lines will not be relocated. If being replaced, they will be replaced with the 8” lines as shown in the drawings.
4. Re: Amendment 1, Volume 1, sheets CU-110 through CU-112, the D.I.C.B. W/ GRATE “B” appear to be incorrectly numbered. There is a total count of 15, not 17 as numbered. Please correct the numbering, and the quantity on the bid form for bid item #0074.
Response: The quantities will be updated in an amendment. There is no need to adjust numbering.
5. Re: Amendment 1 discusses a NS Special Provisions document for the 5 discussed changes in Appendix A. Should Contractors anticipate another amendment including the referenced changes for Appendix A?
Response: Please see attached.
6. Re: Amendment 1, Answer No. 97. In response to the question, the Government admits that the 1460 day POP “…was not established to meet a specific completion date.” However, Block 11 of the original SF 1442 still lists the period of performance as “mandatory.” With the 408 required weather days and the scope of work added with Amendments 2 and 3, the 1460 day POP is not reasonable and, per the response to Question No. 97, unnecessary. Amended Drawings CG-401 through CG 407 in Amendment 2 and the revised Bidding Schedule in Amendment 3 add the installation of over 1,000 LF of 72” pipe, over 1,100 LF of 60” pipe, over 250 LF of 54” pipe, over 200 LF of 48” pipe, and over 650 LF of 72”-96” steel casings to the project. Additionally, the required sequencing shown on the revised Drawings place nearly all of this added effort on the critical path of the project. All of this work also requires the completion of other portions of the project by at least 3 other entities over whom the Contractor has no authority or any privy of contract. The Government, in response to Questions 98, 101, 102, 115, 117-122, 126 and 131, has already acknowledged a dozen situations that could give rise to an issue per the Changes clause. Regardless of the contractor chosen, the current 1460 day POP will be a high risk schedule and will likely cause significant debate during contract execution.
We suggest that the POP be extended so that the Government can evaluate overall proposal submittal based on reasonable scheduling and pricing.
Response: Question 97 requested the significance of the completion DATE. The completion DATE was not handpicked, mandated or pre-determined, but will be determined by the POP duration and estimated NTP. POP is mandatory and defined as the amount of time it would take to complete the effort, with more than one crew. The duration will not be changed. The additional 72” and 60” pipe installation can be completed concurrently with other efforts.
7. Amendment 2, Reference Section 33 11 00 2.7 and Volume I drawings (CU series). The drawings call for model 48A valmatic air release valve; however, the specifications call for ARI 2” D 040. Will the Government please clarify the correct valve?
Response: The correct valve is ARI 2” D 040 which will be clarified in an amendment.
8. Amendment 3, Revised Section 00010- Bidding Schedule and Volume 2 drawings, pages C- 142 through C-193, shows multiple catch basins labeled, per the legend, as “3 - Req’d Std.
Combination Vertical Catch Basin and Manhole and 4 – Req’d Std. Single Mountable Catch Basin”. The bid schedule does not include bid items for these 2 types of catch basins. Will the Government please provide bid items and quantities for these types of Catch Basins?
Response: The question is not referencing an amendment however the bid schedule will be adjusted to include these items.
9. Reference specification 01 57 23.02 09 page 7 section 3. What bid item should the contractor price the temporary drain lines listed in this section?
Response: The question is not referencing an amendment. However, the measurement and payment paragraph defines how the Government will pay for this item.
10. Amendment 3, Revised Section 00010 – Bidding Schedule, we have encountered some large quantity discrepancies. Bid item 0072 shows a quantity of 31 each, we have found 14 ea.
Bid item 0073 shows a quantity of 21 each, we have found 4 ea. Bid item 0075 shows a quantity of 149 each, we have found 130 ea. Bid item 0120 shows a quantity of 87 each, we have found
30. Please review and revise appropriate quantities, as these discrepancies impact direct and indirect costs, as well as the schedule.
Response: A new bidding schedule will be issued by amendment. Quantities for bid items 0073, 0075 and 0120 will be adjusted. Bid item 0072 is correct with a quantity of 31.
Please see the structural drawings which indicate that some of the side drains will tie into the top of the box culvert via drainage manhole. Abundance street has 9 of these drainage manholes.
11. Amendment 3, Revised Section 00010 - Bidding Schedule - We are coming up with significant quantity differences than provided quantities for bid items 0091, 0092, 0093, 0094, 0114, 0124, and 0130.
Response: A new bidding schedule will be issued by amendment. Bid items 091, 0092, 0093, and 0094 will be deleted. Quantities for bid items 0114 and 0124 are being adjusted and quantities for bid item 00130 shall remain as is.
12. Amendment 3, Revised Section 00010 – Bidding Schedule, bid items 0091 (10” Diameter Gravity Sewer Line) and 0092 (12” Gravity Sewer Line) in Optional Work 1. We have not been able to locate these quantities on the drawings. Please provide location of these bid items.
Response: These bid items will be removed from Optional Work 1 by amendment.
13. Amendment 2, revised Volume 2 drawings and Amendment 3, revised Section 00010 – Bidding Schedule, bid items 0073 (Drop Inlet Catch Basin with Grate “A”) and 0074 (Drop Inlet Catch Basin with Grate “B”).
