Contractor Questions and Responses
1. (7/8/15) Will the Corps require the contractor to hire a construction materials testing firm to provide soil testing and inspection during construction of the proposed project?
The only soil testing required by this contract is as per Section 31 24 00.00 12, amended Paragraph 2.1.2 “Commercially Furnished Embankment Material”, which would only be implemented should a Contractor elect to supply commercially furnished fill for any portion of the Shoreline Restoration Reach of work.
2. (7/21/15) Is it possible for you to send me a copy of the USACE survey of the Marsh Creation Area and the Borrow Pit? If so would you please do so.
Survey data of the marsh creation area and borrow pit is available upon request.
3. (7/21/15) Question concerns Drawing C-03 and Drawing B-01. Drawing C-03 represents the top of existing available borrow material in the Primary and Secondary borrow areas to be at an approximate elevation of -9.0. But, the borings MIM-1G thru MIM-6G on drawing B-01 represent the ground elevation at approximately elevation +1.05 to +1.82. Please clarify this apparent discrepancy.
This discrepancy has been clarified by amended drawing B-01. The general top of existing available borrow material in the Primary and Secondary borrow areas is at approximate elevation -9.0 as indicated on drawing C-03.
4. (7/21/15) If a vendor has an alternative product to the erosion control bags (DeltaLok product) specified, do requests for substitution have to be submitted by the July 23rd deadline for questions?
Requests for approval for substitutions are gladly accepted prior to bid opening, or at the Contractors peril upon award of the contract. Substitutions (or equivalents) for the shoreline restoration reach revetment need to (1) properly articulate to cover the same required footprint, (2) provide satisfactory anchorage, (3) allow planting of required vegetative cover, and (4) afford similar deterrent to wave action.
5. (7/22/15) Is there any more geotech information on the boring samples available?
Specifically blow counts and compression tests along with liquid limits and plasticity information.
Available geotechnical data is available upon request.
6. (7/22/15) The boring samples provided for the Borrow Pit suggest that the ground elevation is at 1.05, 1.68, and 1.82. But the survey depths are at -9, -10, which would leave 8’ to 10’ of dig face in some areas. Can we get some clarification on this?
Please see response to question 3 above. In general, the Contractor is afforded approximately 10 feet of allowable dredging below the existing lake bottom throughout the limits of the primary and secondary borrow pits.
7. (7/23/15) Section 35 20 23.00 12, paragraph 3.1.2 states “Material beyond the allowable template is not impacted.” Please define the word “impacted” and clarify whether the cutterhead can disturb below -20’ NAVD88.
The intent of this requirement is that after dredging surveys reflect a bottom elevation as close as possible to -19.0’ NAVD88 and not to exceed -20’ NAVD88. It is understood that the cutterhead may be placed deeper to achieve this target elevation. As dredging progresses, after dredging surveys shall be monitored and the cutterhead depth adjusted to best achieve the desired target elevation and allowable tolerance.
8. Section 35 20 23.00 12, paragraph 3.1.2 states “Dredging shall be accomplished within each payment acceptance reach to fully exhaust available borrow materials.”
Please define the term “exhaust”.
The intent of this requirement is to minimize the impacted footprint of the Lake Pontchartrain borrow site, by maximizing the material taken out of the borrow acres used. In order to achieve this goal, the contractor is requested to maintain final borrow elevations within a 1 foot tolerance of the target elevation of -19.0’ NAVD88 (-18.0’ to - 20.0’). There is no anticipation on the part of the Government to require redredging of any completed dredging reach, however as dredging progresses, after dredging surveys shall be monitored and the cutterhead depth adjusted such that each successive dredge cut best achieves the desired target elevation and allowable tolerance.
9. The cut plan on page C-05 of the contract plans show a cut width of 215’. Can the Contractor cut wider than the provided plan?
Yes, the Contractor is allowed to cut wider than the provided plan. As per Section 02 21
10.00 12, Paragraph 3.1.3.2 “Before and After Dredging Cross Sections”; “The number of consecutive dredge alignments/cuts shall be determined by the Contractor based on the swing width of the dredge proposed by the Contractor.” In addition Section 02 21
10.00 12, Paragraph 3.1.3.1 “General” states, “The Contractor shall specify the proposed dredge swing width at the preconstruction meeting.”
10. When is the anticipated date that the notice to proceed will be issued?
As indicated in Note 3 of the Bidding Schedule, it is anticipated that NTP will be issued immediately after verification of acceptable performance and payment bonds.
11. Are there any turbidity requirements for this project?
There are no turbidly requirements in this contract. Section 35 20 23.00 12, Paragraph
3.3.5 states “The pool level in the disposal area shall be controlled by a spill box weir(s) of a height sufficient to maintain water flow over the weir and maximize the retention of solids.”
12. Please provide all project permits.
There are no permits associated with this solicitation.
13. (7/23/15) Where shall the contractor place excess material (material above +1.0’) from the flotation access dredging for the shoreline restoration reach?
All material excavated from the flotation access corridor will be cast landside of the excavated channel. The requirements for earthen fill material to construct the shoreline restoration reach have been modified to allow usage of this material in the construction of the embankment if the contractor elects to do so. Or the material may be used to restore the bankline area between the excavated channel and the embankment alignment. Remaining material, if any, shall be placed within the marsh creation area.
14. (7/23/15) An abandoned Northwest dragline is located in the centerline of the shoreline restoration reach. Does this need to be removed from the project site?
The abandoned dragline does not need to be removed from the project site. The dragline will fall outside the footprint of the shoreline restoration embankment and is not to be disturbed. See amended paragraph 3.1.5.1 “Pre-Construction Shoreline Restoration Surveys” in Section 02 21 10.00 12.
15. (7/23/15) Can the woody vegetation on the existing containment dikes be chipped instead of buried in the marsh restoration area?
Chipping of vegetative debris as a result of clearing the existing containment dikes and uniform spreading of resulting mulch will be allowed.
16. (7/23/15) Do the stumps in the shoreline restoration reach need to grubbed?
Grubbing in the shoreline restoration reach is not required. As per amended paragraph
3.6 CLEARING of Section 35 20 23.00 12, “Growth standing in water at the proposed northern dike and/or lake shoreline restoration reach may be cut off so as not to protrude more than 12 inches above the existing water surface.”
17. (7/23/2015) Is the flotation channel in front of the Shoreline Restoration feature required to be backfilled prior to demobilization?
No, the contract does not require backfilling of the flotation channel fronting the shoreline restoration reach. Material removed from the flotation channel excavation will be used to enhance the existing shoreline, restoration structure footprint and/or marsh platform.
18. (7/23/15) The Interior Access Canal shows a width of 35 ft. The bucket dredges and barges capable of performing this work are 40 ft wide. Please change the width to 45 ft.
Design is restricted by available environmental clearance and available ROE requirements. As such, the channel template remains unchanged, and bids shall be made accordingly. However, due to the nature of this bucket dredging effort, an allowable one foot tolerance beyond the theoretical section would give in excess of 40’ at the mandatory bottom elevation.
19. (7/23/15) When does the Corps expect to issue NTP?
As indicated in Note 3 of the Bidding Schedule, it is anticipated that NTP will be issued immediately after verification of acceptable performance and payment bonds.
20. (7/23/15) Can the cut off trees within the shoreline feature be left in place and buried?
Please see amended paragraph 3.6 CLEARING of Section 35 20 23.00 12. Debris resulting from tree removal may be chipped, removed from site, or trimmed and placed within the marsh creation site. Growth standing in water at the proposed northern dike and/or lake shoreline restoration reach may be cut off so as not to protrude more than 12 inches above the existing water surface.
21. (7/23/15) As there is plenty of material on site capable of raising the shoreline feature from a +1.0 to a +4.5, please provide an onsite borrow area for this location.
The Solicitation has been amended such that Commercial Fill is not mandatory. The contractor is allowed to use borrow as defined in amended paragraph 2.1.1 “Material Source” of Section 31 24 00.00 12.
22. (7/23/15) Are the dikes that are at sufficient elevation for material containment required to be cleared and grubbed?
Yes, as per the newly inserted “CLEARING” bidding schedule line item, the entire retention dike footprint will be cleared. See amended paragraph 3.6 CLEARING, of Section 35 20 23.00 12.
23. (7/23/15) What is the contractor required to do with the dragline and boom in the shoreline feature?
The main body of this abandoned dragline will fall immediately outside the shoreline restoration footprint, and it is currently desired to leave this relic in place. The remnant visible disconnected metal debris which would fall within the embankment footprint will be removed under the newly inserted “CLEARING” bidding schedule line item.
24. (7/23/15) Can you tell me if a magnetometer survey of the borrow pits and the flotation canal for the retention dikes be required?
NO – taking of magnetometer surveys are not a contract requirement.

GENERAL NOTES:
3) INTERIOR WEIRS MAY BE CONSTRUCTED IF DESIRED BY THE CONTRACTOR, AND
SHALL BE INCLUDED IN THE DISPOSAL PLAN FOR APPROVAL BY THE COR. WEIRS,
IF CONSTRUCTED BY THE CONTRACTOR SHALL NOT EXCEED ELEVATION +2.5 NAVD88.
6) LENGTHS OF RETENTION DIKE TANGENTS AS SHOWN ON DRAWING C-01
ARE APPROXIMATE AND WILL BE FIELD VERIFIED.
5) UNDISTURBED PLUGS/NATURAL CROSSINGS AT LEAST EVERY 500 FEET ARE
REQUIRED IN ANY BORROW PITS FOR THE PERIMETER RETAINING DIKES TO
PREVENT EROSIVE CHANNELING BY THE EFFLUENT WATERS ALONG THE
DIKES AND TO INCREASE RETENTION TIME. THE DISCHARGE LINE INTO THE
DISPOSAL AREA SHALL HAVE MANIFOLDS OR BAFFLES ON THE POINT DISCHARGE.
1) THE CONTRACTOR WILL BE RESPONSIBLE FOR CONTAINING ALL DREDGED
MATERIAL WITHIN THE BOUNDARIES OF THE RESTORATION AREA. RETENTION
DIKES ARE REQUIRED TO RETAIN THE MATERIAL WITHIN THE RESTORATION
BOUNDARIES, AND SHALL BE CONSTRUCTED FROM IN-SITU MATERIAL
OBTAINED FROM WITHIN THE MARSH CREATION BOUNDARY. BORROW MATERIAL
SHALL BE TAKEN AT LEAST 55 FEET FROM THE CENTERLINE OF THE RENOVATED
DIKES. PERIMETER RETENTION DIKES SHALL BE CONSTRUCTED WITH A MINIMUM
5' CROWN WIDTH TO ELEVATION +4.5 NAVD88, EXCEPT FOR THE APPROXIMATE
1000' REACH ADDRESSED IN NOTE 2. SEE THEORETICAL DIKE SECTION PROVIDED
ON DRAWING C-06.
12) THE ALLOWABLE BORROW PIT POLYGON AND COORDINATES DEFINED ON
DRAWING C-03 REPRESENT THE ULTIMATE TOP EDGE OF CUT. IF A BOX
CUT IS IMPLEMENTED, IT SHALL ACCOUNT FOR ALL EXCAVATION REMAINING
WITHIN THIS DEFINED BOUNDARY. AT NO TIME SHALL EXCAVATION FOR
BORROW BE PERFORMED OUTSIDE THIS ALLOWABLE BOUNDARY.
16) PLANVIEW BACKDROPS WERE FROM PHOTOGRAPHY DATED 2010.
11) THE CONTRACTOR SHALL ESTABLISH A GRID OF STAFF GAGES WITHIN THE
MARSH CREATION FOOTPRINT AS SHOWN ON DRAWING C-04. STAFF GAGES
SHALL CONSIST OF 3 INCH PVC PIPE OR 4 INCH BY 4 INCH WOODEN POSTS,
MARKED AT HALF FOOT INTERVALS.
10) EFFLUENT WEIRS OR SPILL BOXES SHALL BE CONSTRUCTED AND MAINTAINED
TO MANAGE EFFLUENT WATER LEVELS, WHICH SHALL NOT EXCEED
ELEVATION +3.5' NAVD88. THESE STRUCTURE(S) SHALL BE LOCATED IN THE
NORTH AND/OR WEST RETENTION DIKES. THE CONTRACTORS PLAN FOR
MANAGING EFFLUENT WATER ELEVATIONS SHALL BE INCLUDED IN THE
DISPOSAL OF DREDGE MATERIAL PLAN.
15) COORDINATES SHOWN ON THESE DRAWINGS REFERENCE STATE PLANE,
NAD 83, LOUISIANA SOUTH ZONE 1702, U.S. SURVEY FEET.
13) THE PRIMARY BORROW PIT SHALL BE EXHAUSTED TO THE SATISFACTION
OF THE COR PRIOR TO RELOCATING TO THE SECONDARY BORROW PIT
FOR EXCAVATION. EXCAVATION SHALL BE MONITORED BY BEFORE AND
AFTER DREDING CROSS SECTIONS (SEE NOTE 4 ON DRAWING C-05).
14) THE NOAA NAUTICAL CHART REFERENCED IN PARAGRAPH 3.2.2 OF
SECTION 35 20 23.00 12 OF THE SPECIFICATIONS INDICATE AN AUTHORIZED
CLEARANCE OF 40 FEET AT THE ENTERGY OVERHEAD TRANSMISSION LINE
SHOWN ON THE CONTRACT PLAN DRAWINGS. THE CONTRACTOR SHALL
COORDINATE CROSSING UNDER THIS AERIAL TRANSMISSION LINE TO
ASSURE SAFE ACCESS. ALL EFFORTS SHOULD BE MADE TO ACCESS UNDER
THESE LINES WITHOUT REQUIRING THE LINES TO BE DE-ENERGIZED, OR TO
MINIMIZE DOWNTIME. THE CONTRACTOR SHALL PROVIDE THE UTILITY
OWNER A MINIMUM OF SIX (6) WEEKS LEAD TIME PRIOR TO ACCESSING THE
UTILITY CROSSING(S).
17) ALL ELEVATIONS ARE IN SURVEY FEET AND IN NORTH AMERICAN
VERTICAL DATUM 1988 (NAVD88), 2006.81 EPOCH. SURVEY DATA SHOWN IN
PLAN AND CROSS SECTION VIEWS WERE TAKEN IN MARCH 2012. THE
ELEVATIONS IN THESE PLANS AND SPECIFICATIONS ARE BASED OFF OF THE
FOLLOWING MONUMENTATION ESTABLISHED IN USACE SURVEYJOB# 12-055C.

2) THE SOUTHERN BORDER OF THE MARSH CREATION FOOTPRINT CONTAINS AN
APPROXIMATE 1000' REACH OF SHORELINE BREACH, ALLOWING LAKE WATERS
TO ENTER THE PROPOSED MARSH CREATION SITE. THIS REACH SHALL BE
REPAIRED WITH AN EARTHEN SECTION TO MINIMUM ELEVATION +4.5' NAVD88 HAVING A
MINIMUM 20' CROWN WIDTH AND 1 VERTICAL ON 4 HORIZONTAL INTERIOR SIDE SLOPES, AND
1 VERTICAL ON 3 HORIZONTAL SIDE SLOPES LAKE SIDE TO ACCOMODATE EROSION
CONTROL GEOTEXTILE BAG PLACEMENT. THIS REACH OF SHORELINE RESTORATION
SHALL BE PROTECTED WITH A LAYER OF EARTHEN FILLED GEOTEXTILE BAGS.
FURTHER INFORMATION ON THIS PROTECTION MEASURE CAN BE FOUND IN THE
SPECIFICATION SECTION "EROSION CONTROL". REFERENCE THEORECTICAL
SHORELINE RESTORATION SECTIONS PROVIDED ON DRAWING C-06.
7) THREE (3) ACCESS CORRIDORS ARE AVAILABLE FOR USE BY THE CONTRACTOR.
THE WESTERN 200' WIDE "PIPELINE CORRIDOR" IS FOR PIPELINE ACCESS TO THE
MARSH CREATION SITE. NO EXCAVATION WITHIN THIS CORRIDOR IS ALLOWED.
THE SECOND "EXTERIOR ACCESS CORRIDOR" ALLOWS FOR EXCAVATION TO A 60'
BOTTOM WIDTH, NOT TO EXCEED ELEVATION -6.0 NAVD88. MATERIAL EXCAVATED MAY BE
STOCKPILED AS SHOWN ON DRAWING C-019. DISPOSAL AREAS WEST OF THE EXISTING
BREAKWATER SHALL BE BACKFILLED INTO THE CORRIDOR PRIOR TO DEMOBILIZATION.
THIS CORRIDOR SHALL BE USED FOR ACCESS TO THE SHORELINE RESTORATION
SITE, OFFLOADING EQUIPMENT, AND MATERIALS. THE "INTERIOR ACCESS CANAL" MANDATES
EXCAVATION TO -5.0' NAVD88 BY 35 FOOT BOTTOM WIDTH. DISPOSAL IS EAST OF THE EXISTING
BREAKWATER. THE EXISTING NAVIGATION CANAL PARALLELING THE EASTERN BOUNDARY OF THE MARSH
CREATION SITE MAY BE USED TO THE LIMITS INDICATED ON THE DRAWINGS FOR TRANPORT OF PERSONNEL
AND SUPPLIES, BUT AT NO TIME SHALL LOCAL WATERWAY TRAFFIC BE OBSTRUCTED.
9) BORROW DEPTH WITHIN LAKE PONTCHARTRAIN HAS BEEN ESTABLISHED AT
ELEVATION -19.0' NAVD88, WITH ALLOWABLE 1' OVERDEPTH TO -20.0 NAVD88.
EXCAVATION SHALL AT NO TIME EXCEED ELEVATION -20.0' NAVD88.
18) A CULTURALLY SIGNIFICANT SITE IS INDICATED ON THE DRAWINGS WITHIN LAKE
PONTCHARTRAIN. THE CONTRACTOR SHALL MINIMIZE IMPACTS BY AVOIDANCE OF THIS AREA.
8) FLOTATION EXCAVATION IS ALLOWED ADJACENT TO AND ALONG THE LENGTH OF THE
SHORELINE RESTORATION FEATURE. ALLOWABLE EXCAVATION SHALL NOT EXCEED
60 FEET IN WIDTH AT ELEVATION -6.0 NAVD88. MATERIAL EXCAVATED SHALL BE USED
IN THE CONSTRUCTION OF THE SHORELINE RESTORATION FEATURE, REHABILITATION OF THE
SHORELINE LANDSIDE OF THE FLOTATION CANAL, FILL MATERIAL FOR THE EXISTING INTERIOR
BORROW DITCH, PLACED WITHIN THE MARSH CREATION AREA.
4) EXISTING RETENTION FEATURES RESIDE ON THE EASTERN, WESTERN,
AND PARTIAL SOUTHERN BOUNDARIES OF THE MARSH CREATION SITE
WHICH MAY BE ADEQUATE FOR RETENTION OF DREDGED MATERIAL, OR
MAY REQUIRE REHABILITATION BY THE CONTRACTOR PRIOR TO DREDGING.
CLEARING OF THESE RETENTION DIKES IS MANDATORY, WITH VEGETATIVE
WOODY DEBRIS BEING REMOVED FROM SITE, CHIPPED, OR TRIMMED AND
PLACED IN THE MARSH CREATION SITE AND BURIED DURING THE FILLING OPERATION.
