Contractor Questions for West Bank and Vicinity, New Orleans, Louisiana, Hurricane Protection Project, East and West of Algiers, WBV-07, Planters Pump Station, Jefferson Parish, Louisiana

1. Specs 2451-9 indicate 40’ of the Dolphin pipe to be painted. Drawing S24 indicates 32’ to be painted. Please clarify.

A: Addressed in amendment.

2. Are there any formliners required?

A: No, formliners are not required.

3. The scour protection drawings indicate that the concrete is to be un-reinforced. Wire mesh and or rebar is not required?

A: Correct, scour protection slab is unreinforced.

4. There is no Section 02252 "Temporary Retaining Structure" in the specifications. Are we to be provided with this section?

A: Addressed in amendment.

5. No detail has been provided for the 6" paving placed on lightweight fill located over the existing concrete discharge basin slab. Please provide this detail. Also, what are the weight/horsepower requirements for machinery operating on top of the 6" pavement when finished?

A: Details are provided on new drawing C-10. The slab is not intended to have equipment on it.

If the Contractor wished to have equipment on the slab after casting, he will need to provide calculations showing the slab can support the equipment.

6. For construction of the Temporary Retaining Structures, details are needed for how the sheet piling is to be constructed around or attached to the T-Wall in transitioning from one TRS to another?

A: The TRS phasing and design is the Contractor’s responsibility. Any details on how one TRS joins with another is part of the Contractor’s phasing and design.

7. Section 02451 "STEEL PIPE PILES," page 9, part 3.3, requires that the upper forty (40) feet of each pipe shall be painted with coal-tar epoxy. Drawing S24 Section A of the plans states that 32 feet of pipe is to be painted. Please clarify.

A: Addressed in amendment.

8. Section 00130 "Proposal Evaluation Criteria" page 4, line 14 states that access to the site will be by both land and via Lake Ponchartrain through a floatation channel dredged by the contractor. Please clarify.

A: Addressed in amendment.

9. Section 02318 "Excavation" page 4, paragraph number 1 states that a washrack is available at the Drake Disposal Site to wash trucks. Line 3 of the same paragraph then tells us that the contractor shall design and submit to the contracting officer for approval, and provide two (2) hard-surfaced truck wash racks to be located at points of egress from the construction site during construction operations. The drawings only show one washrack at the construction site. Please clarify whether we are to provide 1 washrack or 2.

A: The information about the Drake site was removed in the amendment. One washrack is required at the pump station site.

10. For installation of the Dolphin Structures, is the water deep enough to perform construction from a barge or does a work platform need to be built? Section 02383 "Stone and Bedding Construction" says on page 8, paragraph 3.1.2, line 3 that excavation for floating plant on the protected or flood side of the levee will not be permitted. Please clarify.

A: If any excavation is done, the Contractor will have to submit stability analyses showing that the excavation does not impact the stability of the existing levee.

11. Drawing Sheet C4 indicates that the existing wing walls and discharge basin walls are to be demolished “Concurrent with TRS No. 1 Construction” for Pumps No. 1 thru 5 and “Concurrent with TRS No. 2 Construction” for Pumps Nos. 6 thru 9. Drawing Sheet S1A contains a note that states the TRS plan is for information only and that the numbering sequence does not indicate an order of construction. Please clarify when the wing walls and discharge basin walls are to be demolished. Can all of the walls be demolished on the front end of the project prior to TRS construction?

A: The walls need to be demolished to make sure the discharge can flow around the TRS structures. The timing of the wall removal is dependant on the Contractor’s TRS plan. The walls may all be demolished prior to any TRS construction.

12. Please provide design information pertaining to the existing walls, including footing thickness, footing width, foundation piling limits, size, and length, wall thickness, wall height, reinforcing, etc.

A: Only the top portion of the wall needs to be removed, basically from ground up. The existing conditions of this wall is not known at this time.

13. Do the existing discharge basin walls require complete removal? Or, for example in the areas of paving behind the proposed floodwall, do they require removal to below the specified grade for the area paving? Please clarify.

A: The walls require complete removal so that the discharge flow may be routed around the

TRS.

14. Drawing Sheet C4 provides hatched areas that indicate the limits of riprap requiring removal on this project to facilitate floodwall construction.

Please verify that there is no riprap requiring removal in front of Pump Nos. 1 thru 5.

A: Addressed in amendment.

15. Please clarify the difference between excavation hauled off site and structural excavation.

A: Addressed in amendment.

16. Please clarify to which Bid Item the concrete work for the Raw Water Structure should be charged.

o Specification Section 03301 – Cast In Place Structural Concrete does not specifically address where to charge this work. Specification Section 11316 – Raw Water System mentions everything attributed to this item, except there is no mention of concrete.

Please clarify.

A: It shall be paid for under new bid item, “Reinforced Concrete, Raw Water Structure”.

17. Please clarify to which Bid Item the concrete work for the concrete walkway caps and decks should be charged.

A: It shall be paid for under amended bid item “Reinforced Concrete, Pipe and Walkway Supports”.

18. Drawing Sheets S21 and S22 provide details of the un-reinforced 6” concrete scour protection. Specification Section 03150, Paragraph 3.2 discusses the expansion and contraction joint general requirements and refers to the drawings for locations. Drawing Sheet S22 provides one location for expansion joints, located at the interface with the proposed floodwall monoliths.

• Please clarify if this is the only location for expansion joints in the un-reinforced concrete slope paving.

A: Expansion joints shall be placed at all breaks in slope.

• Please provide locations, if any, for required contraction joints, saw cutting, and joint sealing in the un-reinforced concrete slope paving.

A: Contraction joints shall be placed 10-ft laterally and longitudinally.

• Please clarify that there is no reinforcing required for the toe beam at the base of the slope paving.

A: No reinforcing is required.

19. Drawing Sheet C10A, Section A indicates paving along the limits of Monos 103-104 at El. -

3.0, paving along Mono 105 transitioning from El. -3.0 to El. -5.0, and paving along Monos 106-108 at El. -5.0. Drawing Sheet C5 indicates a dotted line for limits of paving, one of which does not fall at a monolith joint.

o Please provide the limits and grades for the area paving required between the proposed floodwall and the existing flood protection.

A: Limits and details of the slab are shown on new drawing C-10.

o Please clarify whether or not the paving extend along the slopes at Monos 102 and

109.

A: No, the paving does not extend along the slopes at Monoliths 102 and 109. Details and limits are shown on new drawing C-10.

o Please clarify to which Bid Item this paving should be charged.

A: This item will be paid under new bid item “6” Paving”.

o Please provide details of required reinforcing (if required), expansion joints, contraction joints, joint sealant, etc. for this area paving.

A: Details are provided on new drawing C-10.

20. Drawing sheet E10 illustrates the light fixtures and fixture mounting details. The F4 fixtures are shown to mount to the wall, with cast-in-place anchor bolts. Drawing Sheet E3 provides the locations of the F4 fixtures, located in Quadrants C1 and C2, on what appears to be the existing discharge basin walls for Pump Nos. 6 thru 9. Please verify the location and mounting details for the F4 fixtures, as the existing discharge basin walls are to be demolished per Drawing Sheet C4.

A: Purpose of fixtures F4 is to light the area between the pump building and the walkway at the T wall. As the discharge basin walls are to be demolished, fixture F4 can not be installed as shown. Delete fixtures F4 as shown and replace with quantity 8 fixtures F1 equally spaced along the outdoor concrete walkway from the pump building to the T wall, between pumps P7 and P8.

Changes to drawings will addressed in amendment.

21. It appears in the specifications for the Planters Canal Pumping Station on FedBiz that Section

2252 – Temporary Retaining Structures was left out. Could you please check into this and forward a copy of this specification section.

A: Addressed in amendment.

22. Where do you want the cost for the “T” wall tie-in slab on grade detailed on drawings S-21 and S-22 to be placed in the bid form?

A: It is paid under Item 30, Concrete Scour Protection.

23. Where do you want the cost for the drainage slab shown on drawing C-9, C-11 and C-12 to be placed in the bid form? Is this slab reinforced? If so what is bar size and spacing?

A: The cost for the slab should be under new item “6” Paving”. The details and limits for the slab are shown on new drawing C-10. Welded Wire fabric (WWM 4x4-D6/D6) will be used for reinforcing.

24. Where do you want the cost for the structural platforms shown on drawings M-4, M-22, and

M-23 to be placed in the bid form?

A: All cost associated with all steel platforms, gratings and ladders shall be incorporated into the lump sum cost for Raw Water Systems

25. Please reference to your drawing C-4. In this drawing we are told to demolish / remove existing wing walls either side of pumps 6 through 9 concurrent with TRS-2 construction.

Don’t you mean to say concurrent with TRS-3 construction? TRS-3 is a much larger structure and is positioned, for the most part, in front of pumps 6 through 9. Also on this same drawing, we are told to demolish / remove existing wing walls either side of pumps 1 through 6 concurrent with TRS-1 construction. TRS-1 is on the north side of the discharge channel and would not impact flow from pumps 1 through 5. Don’t you mean to say concurrent with TRS-4 construction?

A: TRS numbering was updated in an amendment. The walls need to be demolished to make sure the discharge can flow around the TRS structures. The timing of the wall removal is dependant on the Contractor’s TRS plan.

26. Do you plan to remove the entire length of these walls? Your drawing such as C-5 Proposed

Site Plan, C-9 Proposed Drainage Plan, M-4 Plan of Pump Station Showing Improvements, C-11 Discharge Pipe Profile, and C-12 Discharge Pipe Profile indicates that those walls remain.

A: The entire length of the walls need to be removed so that the discharge from the pipes can be routed around the TRS structures.

27. C) Also do we remove the vegetation, trees etc. between pump lines 6 & 4? If so do you plan to cover this area with the drainage slab?

A: Yes, trees, etc. must be removed and the area covered with the drainage slab.

28. Specification section 15076 - 2.1A states in the second sentence that "Pipe shall not be helical or spiral seamed ." This is in regards to all steel piping 84" and 36" in diameter as listed. I am hoping that excluding spirally welded pipe was an error and spiral welded pipe will be allowed on the subject project. Spiral welded steel pipe is the manufacturing method of choice in large diameter steel water pipe across the country and is much more economical than pipe from plate in the large diameters. American SpiralWeld Pipe has provided spirally welded pipe to Jefferson Parish and the Corps on the Discharge Pipe under Hickory AVE as part of the Harahan Pump to the River projects. This issue was brought to my attention late yesterday afternoon and I wanted to get clarification on the specifications. We would like to participate in the bid but as written would not be able to quote because of the clause. I have attached our Pipe Progress Magazine that shows the details of the project we supplied 84" pipe on for the Corps in 2007-2008. It is on pages 1-3 of the attached. I would like to speak with the project engineer for this project about this issue.

A: The use of helical or spiral seamed pipe will be allowed.

29. When you send out this spec – 02252 please included a copy of those spec sections that might be referenced in spec 02252 that we have not been given.

A: Addressed in amendment.

30. I believe we are missing specific instructions that tell us what to do with the earth we excavate within the TRS structure. If not please tell us where this information is shown.

A: Earth excavated within the TRS is covered under spec section 02318, Excavation.

31. I also believe we are missing specific instructions that tell us if we can pull the TRS structures before backfill is placed to either side of the monolith wall. If not please tell us where this information is shown.

A: The TRS may be removed prior to placing backfill of the protected side.

32. I believe we are missing specific instructions concerning what type of backfill material should be placed on the protected side of the monolith wall within the TRS. Please reference the attached sketch.

A: Lightweight backfill is required in this area.

33. I have been reviewing pertinent specification sections before posting take-off quantities to the estimate and noticed that we did not have a copy of specification section 02252 “Temporary Retaining Structures”. Also we could not find a copy of this section within the PDF we originally down-loaded from Corp of Engineers site nor could we look on line at the appropriate Corp web site and find a copy. Please let me know if you are planning on issuing this spec or if I missed it somewhere.

A: Addressed in amendment.

34. In the specifications for the Planters Pumping Station Fronting Protection, Para. 3.1.1.1.2 states that “Pipe pile shall be driven by an approved hydraulic impact hammer.” Prior to that it states in Para. 3.1.1 Pile Driving Equipment, the Contractor shall select the proposed pile driving equipment. Could you please clarify this, since the test pile we are driving on the site are being driven by an air impact hammer.

A: Contractor to select the pile driving equipment as it relates to 2451.

35. In Section 2731 – Aggregate Surfacing, Para. 3.3 Maintenance states that additional surfacing materials need to be added as directed by the COR. Could you add an additional bid item with a unit price, because Jefferson-Parish has a lot of vehicles that use this roadway and we are at the COR discretion for something we would need to put an allowance in the bid?

A: Addressed in amendment.

36. Section 15076 - STEEL PIPE AND FITTINGS FOR DISCHARGE PIPING Sub-Section 3.2

Testing. In lieu of hydrostatic testing of each length of pipe, would you accept 100% X-Ray on all welds.

A: Using 100% x-ray is a proven substitution.

37. Under Section 01100 Special Provisions #26 states that the types, lengths and quantities of

Government Furnished Sheet piling are as specified in the “IDENTIFICATION OF GOVERNMENT FURNISHED PROPORTY “. There is no “IDENTIFICATION OF GOVERNMENT FURNISHED PROPORTY “ section in our RFP documents. We have found the physical property of the sheet piling in Section 02411. We need to know the description of all the materials the Owner is furnishing and most important what quantities are available. Please provide section “IDENTIFICATION OF GOVERNMENT

FURNISHED PROPORTY “

38. Section 02252 “Temporary Retaining Structures” is not included in our RFP documents.

This section is referenced numerous times in the RFP. Please provide Section 02252.

39. Can we borrow material from the Drake site?

40. Where exactly is the Drake site?

41. What is the wash rack at the Drake site?

42. The plans show 1 wash rack, the RFP documents call for 2. How many wash racks are required?

A: Only 1 wash rack.

43. Can the onsite rip rap be re-used?

A: No. Gradation for existing riprap is not known.

44. Can we remove the hoods on selective pumps without the pump being considered “out of service”?

A: No, the removal of a discharge bell will constitute a pump being out of service.

45. Please provide the electronic drawing files for the contract. The main drawing requested is the “Proposed Site Plan” drawing – Sheet C5; therefore, provide this file alone if this will speed the process. This drawing is being requested to assist with the TRS, TFP, work platform, and floating plant concepts and design.

A: No, reference PDF file.

46. Specification Section 02252 – Temporary Retaining Structures o It appears that this specification section was not included with the solicitation documents. Please provide Specification Section 02252.

A: Addressed in amendment.

47. Specification Section 00130 – Proposal Evaluation Criteria – Paragraph 1.5 Non-Cost

Factors, Section 1 Past Performance - under the heading “Submittal” the RFP states that “the Contractor’s proposal shall include a narrative that describes the Contractor’s past performance in preconstruction services and construction that demonstrates experience in work similar to scope and magnitude”.

o Please provide additional information as to what is meant by “preconstruction services”.

A: Addressed in amendment.

o Is this actually required with this RFP, as the term seems to be associated with ECI solicitations? Please clarify in this regard.

A: Addressed in amendment.

48. Specification Section 00130 – Proposal Evaluation Criteria – Paragraph 1.5 Non-Cost

Factors, Section 1 Past Performance - under the heading “Submittal”, Item 1, the RFP states o We are confused by this statement. Please clarify in this regard.

49. Specification Section 00130 – Proposal Evaluation Criteria – Paragraph 1.5 Non-Cost

Factors, Section 1 Past Performance - under the heading “Submittal”, Item 1, the RFP states that “The offeror should also include his proposed designs for constructing his Temporary Retaining Structures (TRS), Temporary Flood Protection (TFP) and Temporary Work Platforms (TWP)”.

o Are we required to submit the details of the designs of TRS, TFP, and TWP from previous projects?

A: Addressed in amendment.

o Or is this item referring to proposed designs for this project?

A: Addressed in amendment.

o If for this project, would this information be submitted under Factor 1 – Past

Performance or Factor 2 – Technical Approach? Please clarify in this regard.

A: Addressed in amendment.

50. Specification Section 00130 – Proposal Evaluation Criteria – Paragraph 1.5 Non-Cost

Factors, Section 1 Past Performance - under the heading “Submittal”, Item 2, the RFP requests submission of “Safety records of past performance history that includes current experience modifier fate and lost time accidents.”

o In past RFPs, these criteria were satisfied through the submission of the OSHA 300 and 300A forms for the past 2 to 3 years.

• Will the submission of the OSHA 300 and 300A forms for the last 2 or 3 years satisfy these criteria?

A: Addressed in amendment.

• Or is additional information required to satisfy these criteria?

A: Addressed in amendment.

51. Specification Section 00130 – Proposal Evaluation Criteria – Paragraph 1.7 - RFP Submittals

– This section designates that the response to this solicitation is limited to 35 pages, but does not indicate the number of volumes required.

o In past RFPs, the proposal submittals were to be separated into two (2) volumes, with all of the cost information falling in Volume 2.

A: Addressed in amendment.

52. Are two volumes required with the submission of this proposal?

A: Addressed in amendment.

53. On page C9 of 13 (Proposed Drainage Plan) of the plans for WBV-07, Planter's Pumping

*Denotes a change from the original Bidding Schedule.

Award will be made as a whole to one bidder.

NOTE 1: Bidders shall furnish unit prices for each item listed in the Schedule requiring a unit price. If the bidder fails to insert a unit price in the appropriate blank for required item(s), but does furnish an extended total, or an estimated amount for such item(s), the Government shall deem the unit price to be the quotient obtained by dividing the extended amount for that line item by the quantity. IF A BIDDER OMITS BOTH THE UNIT PRICE AND THE EXTENDED TOTAL OR ESTIMATED AMOUNT FOR ANY ITEM, ITS BID SHALL

BE DECLARED NON-RESPONSIVE AND THEREFORE INELIGIBLE FOR AWARD.

NOTE 2: Any bid may be rejected if the Contracting Officer determines in writing that it is unreasonable as to price. Unreasonableness of price includes not only total price of bid, but the price for individual line items as well. Any bid may be rejected if the prices for any line items or sub line items are materially unbalanced (See

FAR 14.404-2).

NOTE 3: THE NOTICE TO PROCEED (NTP): The successful bidder is advised that performance and payment bonds shall be submitted in accordance with the time frame in block 12B of SF 1442. The NTP will be issued immediately after verification of acceptable performance and payment bonds. Within seven (7) days after issuance of the NTP, the Contractor shall initiate a meeting to discuss the submittal process with the Area or Resident Engineer or his authorized representative. Physical work cannot start until the Accident Prevention Program, Contractor Quality Control Plan, and other submittals which may be required, have been submitted and approved and all preliminary meetings called for under the contract, have been conducted.

NOTE 4: OPTIONAL ITEMS. The Government may require the delivery of the numbered line item(s), identified in the schedule as optional items, in the quantities and prices stated in the schedule. The Contracting Officer may exercise the options by written notice to the Contractor. Bidders shall bid on all items including optional items (see “Evaluation of Options” FAR 52.217-5). Failure to bid on all items will result in a non-responsive bid.

NOTE 5: EVALUATION OF OPTIONS (FAR 52.217-5 JUL 1990). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for this basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).
