QUESTIONS AND ANSWERS
1.(a) 1) The first paragraph states "After the lock is completely dewatered by the Government, the Contractor's equipment will be placed into the lock chamber by the Government. No scaffolding is allowed. The contractor shall use the manlift to reach the high repair areas".
1)a. Will the Government have resources available to remove the Contractors equipment at the end of the contract?
The Government plans to remove all equipment that they placed into the lock chamber; including contractor equipment. Anything the contractor places on his own has to be removed on his own.
1)a,i. Will the resources be available in the event of a premature, Mother Nature dictated re-watering?
As long as we have enough notice, all equipment will be removed from the lock chamber in advance of a storm. Neither contractor equipment nor Government equipment has a priority over the other; each piece will be removed as it is ready to be removed. Note, however, that Section 01 50 00 includes a paragraph entitled "Hurricane Condition of Readiness". The Contractor has the responsibility to ensure that his equipment is ready to be removed from the lock chamber in advance of a storm; that's part of "securing" the equipment. The Government takes no responsibility for equipment not secured.
1)b. Will the Contractor be permitted to erect access scaffolding (stair tower) in between exp. joints on North and South walls of the lock chamber? [to address daily access and egress, safety issues and in the event of an evacuation] The Government plans to erect stair towers at various places in the lock chamber for personnel access. We do not anticipate the need for additional, contractor-furnished stair towers. If the contractor elects to erect his own stair tower for his own convenience, it has to comply with all OSHA requirements, and will be assembled, placed, and removed without Government assistance. See (1)(a) above. However, just as the Government-furnished stair towers are available for contractor use, any contractor-furnished tower has to be available for Government use.
1)b,i. Are mobile scaffolds allowed in the Tainer(sp) Valve tunnels to reach expansion joints above 6 ft. and on the ceiling of the valve tunnel?
Mobile scaffolds ARE allowed in the valve tunnels, provided they can be gotten into the valve tunnels in the first place; i.e. there are size limitations.
2) SF 1442, Item 13a indicates an original and 5 copies are required; and paragraph 4, the last sentence of the Instructions For Proposal Preparation indicate an original and 4 copies. 2)a Which is correct?
SEE BELOW
3) Are TWIC cards required for this contract?
TWIC are not required. Contractor personnel are not transportation workers; at worst, in the unlikely event that the US Coast Guard raises the issue, contractor personnel only have to be accompanied by a TWIC-holder according to TSA regulations, and there should be some Government personnel on-site with valid TWIC.
4) Contract Clause 52.211-18 has provisions for a credit or increase of contract price in the event of a more than 15% variation, the concern lies with the quantity of material that needs to be ordered and the abbreviated construction schedule that won't accommodate the lead time of ordering correct quantities. 4)a. Will Contractor be reimbursed for material that the manufacturer will not accept, after granting the USACE an appropriate credit on the unit price?
Contract Clause 52.211-18 has provisions for a credit or increase of contract price in the event of a more than 15% variation, the concern lies with the quantity of material that needs to be ordered and the abbreviated construction schedule that won't accommodate the lead time of ordering correct quantities. The Government will handle variations on a case by case basis. The Contractor is responsible for all costs and time should variances fall between 85% and 115% of the Bid Schedule Quantities. Should there be variances in quantities beyond 15%, the Government will pursue a fair and reasonable settlement with the Contractor for the variances.
5) During discussions with Port Allen Lock personnel, it was suggested by the Lock employees that “completely dewatered” would be a muck/silt, and fish free condition.
Question: Is this the case, or would the Contractor be required to provide labor, material and equipment to produce this condition?
The contractor should not have to remove muck/silt/dead fish from the lock chamber. He may have to provide one or more sump pumps to deal with water leaking through the joints he is repairing. That said, cleaning out the valve tunnels may be problematical, and we can't guarantee that we'll get out ALL of the muck/silt from the tunnels. Some pressure-washing to remove residue may be necessary.
Not asked, but possibly important, and related to some of the questions above: There are no installed lights in the valve tunnels; the Contractor has to furnish his own work lights.
Due to ventilation issues, generators will NOT be allowed inside the valve tunnels; they must be placed in the lock chamber or on top of the lock wall. Any generators must be diesel-powered; gasoline generators are not allowed, for safety reasons.
6) In MATOC 09-R-0046, in the specifications for the Expansion Joint Repair Task Order 001, immediately after section 03 15 13-6 and just before the Bid Bond page there is a section "Instructions for Bidders".
SEE BELOW
7) According to our suppliers the material specified for the expansion joint repairs will not perform and is not suited for the intended repairs. Is the corps sure about using this product?
Yes, we're sure.
8) Is electrical power available? If so, will we be able to utilize it? Where is it & what rating?
Electrical power is not available inside the lock chamber or valve tunnels. Contractor should provide a generator to cover his electrical requirements. Diesel only, no gasoline-powered, for safety reasons. If the generator needs to be set on the floor of the lock chamber, Government personnel will lower it by crane. Trailer-mount is best so it can be moved along the floor of the chamber on its own wheels. Generators are not allowed inside the tunnels due to ventilation issues. Electrical cables from the generator can be fed into the tunnels through the valve openings in the lock wall.
9) Are we to repair joints on catwalk?
Joints between lock chamber monoliths only, but those joints are to be repaired top to bottom, to prevent the flow of water through the joint. Joints not subject to leakage of water into or out of the lock need not be repaired.
10) Are we to repair joints inside the two each 14’ diameter conduits?
The "14-foot diameter conduits" are the valve tunnels. Yes, they have to be repaired.
11) If we are to repair joints inside conduits, what is access into them? How many points of access into conduits or tunnels? What is size of access points & distance between?
Access into the valve tunnels is by vertical shafts from the top of the lock wall at the tainter valves; Government cranes will lower materials, equipment, etc. into the tunnels through these shafts. Personnel access to the tunnels the same way (ladders in the walls of these shafts do NOT go all the way to the bottom, and cannot be used for personnel access), but access to tunnels from lock chamber is also available by crawling through the valve openings in the lock wall.
12) Do joints in conduits or tunnels line up with lock joints?
Tunnel joints do line up with chamber joints.
13) Is joints size and configuration inside conduits the same as lock joints?
Size and configuration of tunnel joints is the same as in the lock chamber.
14) The joint width shown on plans is ¾” to 1 ½” wide. How wide are the existing joints?
Existing joints are the same width as shown on the drawings; except where the concrete has been damaged.
15) Will rolling scaffold for access to joint repairs inside conduit be permitted? If so, will the floor of the conduit accommodate rolling scaffold.
Mobile scaffolds are allowed inside the valve tunnels, as long as they are of a size that allows them to be lowered through the vertical shafts mentioned above.
16) What is ventilation into conduits or tunnels?
Ventilation is only whatever natural airflow may exist through the openings. If additional ventilation is required the Contractor will have to provide his own blowers and ductwork.
17) Is there lighting in conduits? If so, is it adequate to perform work & will facility maintain lighting during entire project?
No lighting in the tunnels. The contractor will have to provide his own work lights.
18) Who will perform demucking and debris removal inside locks and inside conduits?
Government will remove most muck/debris/dead fish from lock chamber and valve tunnels, but cannot expect to get 100% of the material. The contractor may have to pressure-wash the joints to be repaired. He may also have to provide his own pumps to deal with water leaking in through the joints to be repaired.
19) Who will perform continuous dewatering inside locks and conduit?
What is availability of potable water? How close, volume & psi?
Potable water is available from hose bibbs at the lock control houses. Flow rate and pressure unknown, but it's from municipal water lines, not from fire protection force mains.
20) Where will secure storage on site be?
No "secure" storage. We do not guarantee the security of contractor equipment or materials. Entire work area is inside a fenced reservation; if he needs additional security he had better provide his own lockable containers or trailers.
21) Who will provide daily placement and removal of material, equipment, and debris inside lock?
Government doesn't provide "daily" placement of contractor materials and equipment.
Whatever has to be placed into lock chamber or valve tunnels by crane will be moved as needed, and left in the tunnels and/or chamber during contractor off-duty hours. Lateral movement of equipment and/or materials inside the tunnels or chamber is the contractor's responsibility.
22) Will they accept cementitious repair mortar in lieu of epoxy mortar?
No cementitious grout. Elastomeric only. Joints are between adjacent monoliths, and differential movement of monoliths will crack a non-elastomeric joint sealant, rendering the repair useless.
23) Page 03 15 13-4, Part 3 EXECUTION of the documents states “After the lock chamber is completely dewatered by the Government, the Contractor’s equipments shall be placed into the lock chambers by the government. No scaffolding is allowed. The contractor will use the man lift to reach the high repair areas.
Government-owned and government-operated cranes will be used to transfer materials into and out of the lock chamber. However, for liability reasons, contractor personnel have to rig the lifts.
24) How will the contractor’s equipment be placed in the lock? Will the contractor’s time start as soon as dewatering begins, after lock is dewatered, or after equipment is set in lock? Will staging be allowed on sidewalls of locks? Will scaffold be allowed inside conduits? – If not, how are we to access joints inside conduits?
Government activities will be concentrated on east end of lock but not limited to the east end; Lock walls at west end are available for a contractor staging area, upon request after award, as is the ground surface on the south side of the lock.
