PREAMBLE
Project Goals, Challenges, and Constraints
The primary goals of the Permanent Canal Closures and Pumps (PCCP) project are; 1) to ensure public safety by constructing storm surge risk reduction barriers to prevent a 100 year storm surge in
Lake Pontchartrain from entering the three ou tfall canals, 17th Street, Orleans Avenue, and London
Avenue canals and 2) to allow the Sewerage and Wate r Board of New Orleans (SWBNO) to evacuate rainwater, unimpeded, from the city. The Design-Builder will design and construct a PCCP at each canal to accomplish these goals. Each PCCP shall in clude a gated closure section normally open that can be closed to provide a 100-year level of storm surge risk reduction. The Design-Builder shall not impede the
Sewerage and Water Board’s ability to pump 100% of their pump station capacities during design and construction of gate structures, pumping stations, pumping units, stand-alone power supplies, and tie-ins to the existing storm surge risk reduction system. T he project design criteria for the pumping capacities of the three canals are: 17 th Street, 12,500 cubic feet per sec ond (cfs), Orleans Avenue, 2,700 cfs and
London Avenue, 9,000 cfs. Operating as a portion of a larger hurricane storm surge risk reduction system, each PCCP must be able to operate independently of all utilities and include those communication facilities which permit it to operate c ooperatively with existing Drainage Pumping Stations
(DPS) and other central operations facilities within the city.
Since the PCCPs will be located in populated ar eas, minimizing the impact of construction and eventual operation of the systems on the residents and businesses in the surrounding areas is of great importance. The Design-Builder shall take into consideration the minimization of noise and visual impact.
The Design-Builder must stay within the maximum footprint as described in Individual Environmental
Report (IER) #5. The Design-Builder must also address the necessity for aesthet ic compatibility of the facilities and structures with surrounding areas. The Design-Builder shall comply with all Federal and
State air quality standards, and be responsible for obt aining necessary local and state permits including
Louisiana State Fire Marshall approval of planned construction. At 17 th Street, the Design-Builder shall ensure that by-pass and discharge currents from the PCCP do not adversely impact the Coast Guard station access channel immediately to the west of the canal during and post construction of the PCCP.
At the completion of the project, the PCCP s will be operated and maintained by the Coastal
Protection & Restoration Authority of Louisiana, the “Non-Federal Sponsor”, or its designated operator which is likely to be the SWBNO . The Government is partnering with the Non-Federal Sponsor and other
Stakeholders to successfully complete this Hurricane and Storm Damage Risk Reduction project. The
Government will consider the Offeror’s approach to aspects of safe, efficient operation and maintenance of the PCCPs in selecting the Design-Builder.
Adaptability
The current project requirements are the result of two previously considered independent project scopes, referred to as “Current Conditions” and “Po ssible Future Conditions”. Current Conditions requires 100 year storm surge barriers near Lake Pont chartrain for each of the three outfall canals.
These storm surge barriers include gates and a pumpi ng station to form a new permanent risk reduction system. Each PCCP will allow the respective canal to be isolated from the Lake and evacuate unimpeded canal flows. The new PCCPs will operate in se ries with the existing interior DPS. Possible
Future Conditions, which are currently not authoriz ed by Congress nor funded, may require removal of the DPS facilities and deepening of the outfall canals from the DPSs to the PCCPs to allow drainage to flow to the PCCPs by gravity.
The scope of this project includes the requirements for the Current Conditions and adaptations which would allow conversion of the structures should authorization and funding become available for each PCCP to meet the Possible Future Conditions. Adaptability measures shall include intake sill elevations for substructure adaptable to a deepened canal and lower water surface elevation;
substructure sized for deepened canals and lower water su rface elevations without the need for removal;
substructure sized to accommodate larger electr ic driven pumps, motors, and gear boxes; general site development with access and footprint necessary to accommodate future expansion and upgrades;
channel transitions adaptable to deepened canals and lower water surface elevations; expandable generating station; bridge and crane rails and s upports as necessary for deepened canals and lower water surface elevations; trash racks to suction basin elevations that correspond to deepened canals and lower water surface elevations.
Acquisition Strategy
In order to maximize the breadth of project solutions, the project will be delivered as a performance-based design-build contract. The performance-based approach defines all required performance factors needed to ensure project success, but does not specify a specific technical approach. This delivery method allows the design-build teams to use innovation to provide solutions that optimize technical performance, implementation schedule, and cost.
The awarded contract will not include Government indemnification provisions, and competitors must include in their proposals provisions to addr ess all risks associated with the project. The
Government has established in the RFP and resulting contract the performance criteria it deems necessary to provide the required 100-year level of storm surge risk reduction. The Design-Builder is responsible for delivering completed facilities that satisfy all contract requirements, including the performance criteria. The Government’s role during design and construction is to continuously participate and actively monitor progress to ensure conformance with the performance criteria and other contract requirements. Once construction is completed, PCCPs are performance tested and the Government has determined that all contract require ments have been satisfied, it will issue to the Design-Builder written acceptance of the design and delivered facilities. This acceptance will signify that the Design-Builder has completed its contractual obligation to design and c onstruct the facilities to the Government-established performance levels.
The contract will require a performance bond and payment bond for the design and construction effort in Phase II, in the amount of fifty percent (50%) of the total contract amount.
The Government’s contract budget for the design and construction of the project is
$650,000,000.00. Offers that exceed the contract budget will be eliminat ed from the competition without further consideration. However, the Government des ires to maximize the best value obtainable for that amount. Therefore, Offerors should strive to propos e the best technical/management solution within that budget amount. Technical/ management approaches that s eek to trade off performance in favor of costs below the contract budget amount are not desired and w ill not be rewarded. The Government intends to provide a stipend in the amount of $500,000.00 to the Phase II unsuccessful Offerors whose proposal is otherwise rated satisfactory in the source selection process.
