NOTE 1: This contract is for an Indefinite Delivery Requirements contract (FAR 16.503) and is issued for a Period of Performance of Three (3) Years or until the maximum contract amount is expended.

NOTE 2: Required services will be implemented through individual task orders on an as-needed basis. Task orders with separate scopes of work will be issued against this indefinite-delivery indefinite quantity contract. Task orders to this contact will be issued in writing or by verbal authorization by the Contracting Officer. Written task orders will be issued on a DD Form 1155 and forwarded to the Contractor by U.S. Post Office mail service, by facsimile, or by electronic commerce methods.

NOTE 3: The maximum cumulative amount for each contract period is a Not-To-Exceed (NTE) amount of $1,500,000. The maximum cumulative contract total is NTE amount of $4,500,000.

The Government obligates itself to a minimum contract amount of $20,000 over the life of the contract.

PERIOD OF PERFORMANCE

Notes:

1. Vehicle mileage will be negotiated for each individual delivery order.

2. Per Diem will be negotiated for each individual delivery order in accordance with the Joint Travel Regulations.

3. Other Travel Costs, Specialized Equipment, and Other Direct Costs will be negotiated for each individual delivery order.

SECTION M - EVALUATION FACTORS FOR AWARD

The following have been modified:

EVALUATION CRITERIA

EVALUATION CRITERIA: The award will be based on the best value to the Government considering technical experience and professional qualifications, past performance, and pricing. The following evaluation factors shall be utilized:

TECHNICAL COMPETENCE:

1. Display or exhibit work experience of all personnel that have performed work similar in scope to that conducted by the US Army Corps of Engineers, New Orleans District.

2. Previous experience of organization and key personnel working together on projects of similar scope and magnitude.

3. General knowledge and experience in the arena of formulation studies and alternatives; water resource projects; incremental cost analyses, data inventory assessment and analysis; planning studies and facilitation; master planning; Brownfield redevelopment; water resources data management; and public involvement.

4. Experience of key personnel in performing work in related fields.

PROFESSIONAL QUALIFICATIONS/SPECIALIZED EXPERIENCE:

1. Education of key personnel.

PAST PERFORMANCE:

1. Demonstrate past performance, knowledge, and geography of the New Orleans District locality in working with the Corps of Engineers, other Federal, Local, and State Agencies in similar type projects.

PRICING QUOTATION:

Offeror shall submit, in proposal, pricing for Schedule B including contract year one, year two and year three.

The offeror’s cost/price proposal will not be rated or scored, but will be evaluated for realism and price reasonableness. The purpose of cost/price evaluation is to determine whether each offeror’s proposal cost/price is realistic in relation to the solicitation and the technical proposal, and to provide anassessment of the reasonableness of the proposed price.

RELATIVE IMPORTANCE OF EVALUATION CRITERIA:

Criteria for Technical Experience and Professional Qualifications are of equal importance and more important than Past Performance. Technical Experience, Professional Qualifications and Past Performance when combined are significantly more important than price.

AWARD DECISION:

The award decision will be based upon a determination of best value to the government. The decision for award will be made on an integrated assessment of the evaluation results as a whole. When the lowest-priced proposal is rated highest on the other evaluation criteria, it is the apparent best value. Where the lowest-price proposal is not the highest rated in the other evaluation criteria, the government shall determine whether the difference in price is worth the difference in the other criteria. Award may be made to a technically superior, higher-priced proposal when it is determined that the technical difference is sufficiently significant to outweigh the price difference. Conversely, award may be made to a lower-priced proposal, lower technically rated proposal when it is determined that the cost premium involved in selecting a higher-priced proposal, higher rated proposal is not justified.
