Pre-Proposal Conference Presentation for Environmental and Planning IDIQ Contract

This document is a pre-proposal conference presentation for the U.S. Army Corps of Engineers, San Francisco District, regarding solicitation W912P726RA029 for environmental and planning Architect-Engineer (A-E) services. The Government seeks to award one Single Award Task Order Contract (SATOC) Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a total capacity of $20,000,000 over a 5-year period (3-year base plus one 2-year option). The contract is set aside for small businesses under NAICS Code 541330 Engineering Services with a $25.5 million size standard (five-year average). A-E firms must be small businesses, or joint ventures where each partner is small, or operate under an SBA-Approved Mentor Protégé Program.

Services required include environmental planning and related activities primarily in support of the Civil Works mission, with potential work for Military and Interagency/International Support missions. Work will be performed primarily within the San Francisco District boundaries but may extend across the South Pacific Division (Sacramento, Los Angeles, and Albuquerque Districts) covering California, Nevada, Utah, Arizona, and portions of Oregon, Idaho, Colorado, and Wyoming. Example tasks include dredge material sediment suitability analysis, environmental resource inventories, NHPA Section 106 compliance, nature-based solutions design, community engagement planning, economic technical reports, and GIS/CADD support for water resource studies. Pre-solicitation was issued July 27, 2026, with a questions deadline of August 12, 2026, 3:00 PM PDT, and pre-solicitation response deadline of August 26, 2026, 3:00 PM PDT. Interested firms must submit one copy each of SF330 Part I and Part II via PIEE. Selection criteria emphasize specialized experience and technical competence, professional qualifications, past performance, capacity to manage two simultaneous $250,000 task orders, and knowledge of locality, with secondary consideration given to small business participation and DoD contract volume.
